Abstract
Subsektor perikanan merupakan salah satu sektor ekonomi yang berperan penting dalam pembangunan ekonomi nasional maupun daerah salah satunya. Tujuan dari penelitian ini adalah menganalisis seberapa besar kontribusi sektor perikanan terhadap pembangunan wilayah di Kabupaten Malang. Lokasi penelitian berada di Kabupaten Malang. Kabupaten Malang dipilih secara sengaja karena merupakan salah satu daerah dengan potensi perikanan terbesar di Provinsi Jawa Timur. Penelitian dilaksanakan pada 1 Agustus 2022 - 31 Januari 2023. Penelitian ini menggunakan metode penelitian kuantitatif. Data yang digunakan dalam penelitian ini adalah data sekunder. Sumber data penelitian ini berasal dari Badan Pusat Statistik (BPS) dan Dinas Kelautan dan Perikanan (DKP) Kabupaten Malang. Analisis Location Quotient (LQ) digunakan untuk menentukan sektor basis atau non basis di suatu daerah. Analisis Shift Share digunakan untuk meneliti produktivitas dari kinerja ekonomi di suatu daerah melalui perbandingan antara perekonomian daerah yang tingkatnya lebih rendah dan daerah yang tingkatnya lebih tinggi. Hasil penelitian menujukkan bahwa tingkat basis ekonomi subsektor perikanan di Kabupaten Malang berdasarkan analisis LQ, PDRB Atas Dasar Harga Konstan tahun 2012-2021 sektor perikanan merupakan sektor non basis (LQ<1). Subsektor perikanan merupakan sektor non basis karena potensi sumberdaya perikanan belum dimanfaatkan secara optimal. Kontribusi rata-rata subsektor perikanan terhadap PDRB Kabupaten Malang hanya sebesar 1,68%. Berdasarkan analisis Shift Share subsektor perikanan memberikan kontribusi yang kecil terhadap PDRB Kabupaten Malang, peranan subsektor perikanan terhadap PDRB mengalami penurunan. Penurunan peranan tersebut dapat disebabkan karena proses transformasi faktor produksi, keterbatasan SDM, modal maupun teknologi. Selain itu, laju pertumbuhan ekonomi sektor perikanan di Kabupaten Malang dari tahun 2012-2021 mengalami penurunan atau lambat yaitu Rp 81.755,42 juta, hal ini disebabkan pertambahan pendapatan ditiap sektor tidak terlalu besar. Daya saing sektor perikanan di Kabupaten Malang tahun 2012-2021 memiliki daya saing yang bagus karena mengalami peningkatan sebesar Rp. 43.317,6 juta Dari hasil penelitian disarankan Pemerintah Kabupaten Malang harus lebih memprioritaskan sektor perikanan, mengingatnya besarnya potensi perikanan namun dalam perekonomian sektor perikanan Kabupaten Malang masih menjadi sektor non basis, meningkatkan peran perikanan dalam perekonomian wilayah khususnya perbaikan infrastruktur dan fasilitas umum di wilayah pesisir Kabupaten Malang dan perlu adanya pemberian bantuan untuk menunjang produktivitas petani dan nelayan seperti peanambahan armada.
English Abstract
The fisheries sub-sector is one of the economic sectors that plays an important role in development for accelerating national and regional economic development based on natural resources that can be continuously renewed. The main objective of this study is to analyze the contribution of the fisheries sector in Malang Regency to regional development. The research location is in Malang Regency. Malang Regency was chosen deliberately because it is one of the areas with the largest fishery potential in East Java Province. The research was conducted on 1 August 2022 - 31 January 2023 This research uses quantitative research methods. The data used in this research is secondary data. The data source for this research came from the Central Bureau of Statistics (BPS) and the Department of Maritime Affairs and Fisheries (DKP) Malang Regency. The Location Quotient (LQ) value is used to determine the role of the fisheries sector through calculations. Shift Share analysis is used to examine the productivity of economic performance in a region through a comparison between the economy of a region with a lower level and a region with a higher level. The results of the study show that the level of the economic base of the fisheries sub-sector in Malang Regency based on LQ analysis, GRDP at constant prices in 2012-2021 the fisheries sector is a non-base sector (LQ <1). The fisheries sub-sector is a non-base sector because the potential of fishery resources has not been utilized optimally. The average contribution of the fisheries sub-sector to GRDP in Malang Regency is only 1.68. Based on shift share analysis the fisheries sub-sector makes a small contribution to the GRDP of Malang Regency, the role of the fisheries sub-sector to GRDP has decreased. The decline in this role can be caused by the process of transformation of production factors, limited human resources, capital and technology. In addition, the rate of economic growth in the fisheries sector in Malang Regency from 2012-2021 has decreased or been slow, namely Rp. 81,755.42 million, this is because the increase in income in each sector is not too large. The competitiveness of the fisheries sector in Malang Regency in 2012-2021 has good competitiveness because it has increased by Rp. 43,317.6 million From the results of the study it is suggested that the Government of Malang Regency should prioritize the fisheries sector, bearing in mind the large potential of fisheries but in the economy the fisheries sector of Malang Regency is still a non-base sector, increasing the role of fisheries in the economy, therefore, it is necessary to pay attention to regional development, it is necessary to provide assistance with marine and fisheries production facilities and infrastructure to support the productivity of farmers and fishermen such as adding to the fleet.
