Abstract

Usaha Kecil Mikro Menengah memiliki peran penting dalam peningkatan ekonomi salah satunya di Kota Madiun. Sehingga penting dilakukan pengembangan UMKM antara dengan adanya kolaborasi dari pemerintah dan swasta salah satunya dalam bentuk program corporate social responsibility. Batik Murni Kota Madiun merupakan salah satu UMKM maju di kota Madiun yang mendapatkan program pengembangan UMKM melalui program CSR di PT.INKA (Persero) Kota Madiun. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan kolaborasi antara stakeholder, peran masing-masing stakeholder serta faktor pendorong dan penghambat dalam kolaborasi. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Teknik analisis data dalam penelitian ini menggunakan teknik analisis oleh John Creswell (2016). Proses kolaborasi dilihat dari pemenuhan komponen kolaborasi oleh Barbara (1989) dengan lima komponen. Komponen pertama saling ketergantungan dapat terpenuhi ditandai dengan adanya pemahaman terkait pentingnya kolaborasi, pentingnya peran aktor dan adanya hubunungan yang saling melengkapi. Komponen kedua yaitu penyatuan pemikiran secara konstruktif cukup terpenuhi karena adanya pemahaman tujuan umum, visi dan misi pemerintah daerah sebagai tujuan pelaksanaan CSR, namun belum ada visi misi dari forum CSR. Komponen ketiga Keputusan Bersama Semua Aktor (Joint Ownership of Decisions) terpenuhi dilihat dari adanya proses analisis permasalahan bersama aktor, diskusi melalui forum CSR secara formal, adanya pengusulan program dan penyepakatan bersama serta. Komponen keempat Tanggung Jawab Bersama terpenuhi dilihat dari adanya komitmen, konsistensi, proses monitoring dan evaluasi serta penghargaan kepada aktor. Komponen kelima kolaborasi sebagai proses yang muncul dapat terpenuhi ditandai dengan adanya kesepakatan berupa MoU dan SK forum CSR sebagai bentuk formalitas. Peran stakeholder dalam pelakanaan kolaborasi ini dilihat dari stakeholder primer yaitu Batik Murni dan Pemerintah Kota Madiun sebagai pelaksana, stakeholder kunci yaitu PT.INKA sebagai fasilitator dan pelaksana, Bapelitbangda sebagai fasilitator dan stakeholder sekunder yaitu Dinas Tenaga Kerja Koperasi dan UMKM. Faktor pendorong dari proses kolaborasi ini adalah kepemimpinan yang baik, komitmen, konsistensi tanggung jawab dan pola komunikasi. Faktor pengambat proses kolaborasi adalah keterbatasan SDM dan adanya informasi yang kurang update. Hasil penelitian ini diharapkan dapat menjadi acuan perbaikan dalam kegiatan kolaborasi antara stakeholder.

English Abstract

Micro, Small and Medium Enterprises (MSME) have an important role in improving the economy, one of which is in Madiun City. So it is important to develop MSMEs between collaboration from the government and the private sector, one of which is in the form of a corporate social responsibility program. Batik Murni Kota Madiun is one of the advanced MSMEs in Madiun city that gets MSME development programs through CSR programs at PT. INKA (Persero) Madiun City. This research aims to analyze and describe collaboration between stakeholders, the role of each stakeholder and the driving and inhibiting factors in collaboration. This type of research is descriptive with a qualitative approach. This study used data collection techniques in the form of observation, interviews and documentation. Data analysis techniques in this study use analytical techniques by John Creswell (2016). The collaboration process is seen from the fulfillment of the collaboration component by Barbara (1989) with five components. The first component of interdependence can be fulfilled marked by an understanding of the importance of collaboration, the importance of the role of actors and the existence of complementary relationships. The second component, namely the unification of thoughts constructively, is quite fulfilled because there is an understanding of the general objectives, vision and mission of local governments as the objectives of CSR implementation, but there is no vision and mission of the CSR forum. The third component of the Joint Ownership of Decisions is fulfilled in terms of the process of analyzing problems with actors, discussions through formal CSR forums, program proposals and joint agreements and. The fourth component of Shared Responsibility is fulfilled in terms of commitment, consistency, monitoring and evaluation processes as well as appreciation to actors. The fifth component of collaboration as an emerging process can be fulfilled, marked by an agreement in the form of an MoU and a CSR forum decree as a form of formality. The role of stakeholders in implementing this collaboration is seen from the primary stakeholders, namely Batik Murni and the Madiun City Government as implementers, the key stakeholders, namely PT. INKA as facilitator and implementer, Bapelitbangda as facilitator and secondary stakeholders, namely the Dinas Tenaga Kerja, Koperasi, Usaha Mikro dan Menengah.The driving factors of this collaboration process are good leadership, commitment, consistency of responsibility and communication patterns. The factors that anchor the collaboration process are limited human resources and the lack of updated information. The results of this study are expected to be a reference for improvement in collaboration activities between stakeholders.
