Abstract
Quality tourism merupakan sebuah konsep yang mulai diperkenalkan pada tahun 2017 oleh United Nation World Tourism Organization (UNWTO). Konsep ini selaras dengan prinsip pariwisata berkelanjutan dengan berfokus kepada dimensi produk, manajemen, dan layanan. Dalam menerapkan konsep quality tourism, digunakan tujuh standar yaitu safety and security, hygiene, environment, accessibility, transparency, authenticity, dan harmony. Konsep ini sangat sesuai diterapkan pada destinasi wisata alternatif, sebagai contohnya desa wisata. Desa Wisata Sidomulyo sendiri merupakan salah satu desa wisata di Kabupaten Lumajang yang dibentuk pada tahun 2015 setelah terbitnya Peraturan Bupati nomor 79 Tahun 2014. Desa wisata ini memiliki atraksi utama berupa kekayaan alam yakni Air Terjun Tumpak Sewu, Goa Tetes, dan Embung Jolali. Selain itu, Desa Wisata Sidomulyo juga telah ditetapkan sebagai Kawasan Strategis Pariwisata Kabupaten (KSPK) berdasarkan Peraturan Daerah Kabupaten Lumajang nomor 5 Tahun 2018. Oleh karena itu, penelitian ini akan mengkaji bagaimana penerapan konsep quality tourism pada pengembangan Desa Wisata Sidomulyo. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Rumusan masalah yang dikaji oleh peneliti yaitu: (1) Bagaimanakah pengembangan pariwisata yang telah dilakukan di Desa Wisata Sidomulyo? (2) Bagaimanakah penerapan konsep quality tourism di Desa Wisata Sidomulyo? Data primer diperoleh melalui informan dan data sekunder diperoleh dari dokumen-dokumen. Teknik pengumpulan data dilakukan dengan wawancara oleh Dinas Pariwisata Kabupaten Lumajang, Perangkat Desa Sidomulyo, Bumdes, Pokdarwis, masyarakat pelaku wisata, dan pengunjung, serta observasi, dan dokumentasi. Analisis data menggunakan tiga tahap yaitu, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa (1) Pengembangan yang dilakukan Desa Wisata Sidomulyo sudah berjalan baik terlebih sebelum terjadi pandemi dan erupsi namun masih perlu ditingkatkan lagi khususnya terkait kondisi fasilitas dan infrastruktur yang ada, (2) Penerapan konsep quality tourism yang ada sudah mulai diterapkan dengan baik namun masih perlu ditingkatkan terlebih pada standar safety and security, hygiene, dan accessibility.
English Abstract
Quality tourism is a concept that was introduced in 2017 by the United Nations World Tourism Organization (UNWTO). This concept is in line with the principles of sustainable tourism by focusing on the dimensions of product, management, and service. In implementing the concept of quality tourism, seven standards are used: Safety and security, hygiene, environment, accessibility, transparency, authenticity, and harmony. This concept is very suitable to be applied to alternative tourism destinations, for example, tourism villages. Sidomulyo Tourism Village itself is one of the tourism villages in Lumajang Regency which was formed in 2015 after the issuance of Regent Regulation number 79 of 2014. This tourist village has main attractions in the form of natural resources, such as Tumpak Sewu Waterfall, Goa Tetes, and Embung Jolali. In addition, the Sidomulyo Tourism Village has also been designated as a Regency Tourism Strategic Area (KSPK) based on the Lumajang Regency Regional Regulation number 5 of 2018. Therefore, this research will examine how the concept of quality tourism is applied to the development of the Sidomulyo Tourism Village. This study uses a descriptive research method with a qualitative approach. The formulation of the problems examined by researchers are: (1) How is the tourism development that has been carried out in the Sidomulyo Tourism Village? (2) How is the application of the concept of quality tourism in the Sidomulyo Tourism Village? Primary data was obtained through informants and secondary data was obtained from documents. Data collection techniques are based on interviews with the Lumajang Regency Tourism Office, Sidomulyo Village Officials, Bumdes, Pokdarwis, local community, and visitors, as well as observation and documentation. Data analysis uses three stages: data condensation, data presentation, and data verification. The results of this study indicate that (1) The development carried out by the Sidomulyo Tourism Village was already going well, especially before the pandemic and eruption occurred, but it still needs to be improved, especially regarding the condition of existing facilities and infrastructure, (2) The application of the existing quality tourism concept has begun to be implemented by good but still needs to be improved especially on safety and security, hygiene, and accessibility standards.
