Abstract

Kabupaten Malang merupakan kota yang terdapat di Jawa Timur yang memiliki potensi perikanan yang sangat melimpah. Masyarakat pada Desa Bareng gemar berbudidaya ikan, kemudian membentuk anggota kelompok pembudidaya ikan “Pokdakan Singo Mandiri”. Sehingga pada akhirnya akan mampu memberikan manfaat ekonomi maupun non ekonomi kepada masyarakat sekitar Desa Bareng. Dengan adanya kejadian luar biasa Pandemi Covid-19 membuat sistem perekonomian masyarakat Desa Bareng mempunyai dampak yang cukup besar dan di batasi oleh pemerintah dengan adanya social distancing dan PPKM (Pemberlakuan Pembatasan Kegiatan Masyarakat) tersebut. Tujuan penelitian ini adalah untuk mengidentifikasi jenis pekerjaan anggota Pokdakan sebelum dan saat pandemi Covid-19, untuk menganalisis biaya produksi dan pendapatan anggota Pokdakan sebelum dan saat pandemi Covid-19 dan untuk mengetahui dampak sosial yang dirasakan oleh anggota Pokdakan Singo Mandiri. Penelitian ini menggunakan metode kuantitatif. Teknik pengambilan sampel yang dilakukan adalah non probability sampling yaitu sampling jenuh atau sering disebut sensus. Sampel dipilih berdasarkan tujuan penelitian terhadap 15 responden sesuai dengan jumlah anggota Pokdakan. Analisis data yang digunakan antara lain: jenis pekerjaan, permodalan, biaya produksi, penerimaan dan pendapatan. Data terlebih dahulu di hitung menggunakan rumus ekonomi, kemudian data tersebut di uji menggunakan Uji Paried sample t test untuk mengetahui data tersebut ada hubungan, perbandingan atau tidak berdampak dan alat analisis yang digunakan adalah SPSS 16.0. Baik atau buruknya dampak sosial yang terjadi bisa diketahui melalui interaksi dan cara berkomunikasi sesama anggota setelah adanya kejadian luar biasa Covid-19. Pekerjaan yang terdampak pandemi Covid-19 yang terjadi oleh anggota Pokdakan Singo Mandiri yaitu pekerjaan wiraswasta sebelum pandemi berjumlah 3% menjadi 0% saat pandemi dan pekerja proyek sebelum pandemi berjumlah 1% menjadi 0% saat pandemi. Seluruh responden berjumlah 15 orang yang bermata pencaharian sebagai pembudidaya dengan presentase yakni (100%). Didapatkan nilai korelasi 0,945 dan Siq 0,000 < 0,005 dengan N 15 dari hasil tersebut bahwa Jenis pekerjaan responden berhubungan dengan dampak pandemi Covid-19. Nilai probabilitas (sig 2-tailed) sebesar 1,000 > 0,05 maka Ho diterima atau Ha ditolak, artinya secara menyeluruh jenis pekerjaan tidak merasakan atau terdampak secara signifikan terhadap pandemi Covid-19. Modal kerja yang dikeluarkan oleh Pokdakan “Singo Mandiri” dalam satu tahun sebelum pandemi adalah sebesar Rp 433.900.767,- dan saat pandemi Covid-19 adalah sebesar Rp 879.374.250,-. Modal usaha yang dikeluarkan dalam satu tahun sebelum pandemi adalah sebesar Rp 879.374.250,- dan dan saat pandemi Covid-19 adalah sebesar Rp 1.335.098.000,-. Modal budidaya mengalami kenaikan dikarenakan permintaan ikan di pasar lokal melonjak, sehingga perputaran modal antara pemasok benih, pemasok pakan, Pokdakan dan pedagang berlangsung dengan baik. Biaya tetap yang dikeluarkan oleh Pokdakan “Singo Mandiri” dalam satu tahun adalah sebesar Rp 119.124.517,-. Biaya variabel sebelum pandemi adalah sebesar Rp 321.776.250,- dan saat pandemi Covid-19 adalah sebesar Rp 777.500.000,-. Sehingga dapat disimpulkan bahwa total biaya yang dikeluarkan dalam setahun adalah sebelum pandemi Covid-19 sebesar Rp 433.900.767,- dan saat pandemi Covid-19 sebesar Rp 879.374.250,-. Didapatkan nilai korelasi 0,990 dan Siq 0,000 <0,005 dengan N 8 dari hasil tersebut bahwa biaya produksi Pokdakan sangat berhubungan dengan dampak pandemi Covid-19. Didapatkan nilai probabilitas (sig 2-tailed) sebesar 0,147 > 0,05 maka Ho diterima atau Ha ditolak, artinya biaya produksi Pokdakan tidak terdampak secara signifikan terhadap Covid-19. Nilai total penerimaan sebelum pandemi Covid-19 adalah sebesar Rp 1.103.400.000,- dalam satu tahun. Sedangkan nilai total penerimaan saat pandemi Covid-19 adalah sebesar Rp 2.694.400.000,-. Didapatkan nilai korelasi 0,997 dan Siq 0,050 > 0,005 dengan N 3 dari hasil tersebut bahwa penerimaan Pokdakan tidak berhubungan dengan dampak pandemi Covid-19. Didapatkan nilai probabilitas (sig 2-tailed) sebesar 0,044 > 0,005 maka Ho diterima atau Ha ditolak, artinya penerimaan Pokdakan tidak terdampak secara signifikan terhadap Pandemi Covid-19. Pendapatan Pokdakan sebelum pandemi Covid-19 dalam setahun sebesar Rp 781.623.750,-. Sedangkan pendapatan anggota saat pandemi covid-19 sebesar Rp 1.916.900.000,-. Pendapatan Pokdakan terhadap Pandemi Covid-19. Didapatkan nilai korelasi 0,970 dan Siq 0,000 < 0,005 dengan N 15 dari hasil tersebut bahwa pendapatan Pokdakan sangat berhubungan dengan dampak pandemi Covid-19. Didapatkan nilai probabilitas (sig 2-tailed) sebesar 0,000 < 0,005 maka Ho ditolak atau Ha diterima, artinya pendapatan Pokdakan cukup terbukti berdampak secara signifikan terhadap Pandemi Covid-19. Sudah diketahui bahwa nilai penerimaan yang diperoleh dari Pokdakan “Singo Mandiri” sebelum pandemi Covid-19 adalah sebesar Rp. 1.103.400.000,-, dan total biaya yang dikeluarkan selama produksi adalah sebesar Rp 433.900.767,-. Sehingga dapat diperoleh nilai keuntungan adalah sebesar Rp 669.499.233,-. Nilai penerimaan yang diperoleh saat pandemi Covid-19 adalah sebesar Rp 2.694.400.000,-, dan total biaya yang dikeluarkan selama produksi adalah sebesar Rp 879.374.250,-. Sehingga dapat diperoleh nilai keuntungan adalah sebesar Rp 1.815.025.750,-. Didapatkan nilai korelasi 0,970 dan Siq 0,000 < 0,005 dengan N 15 dari hasil tersebut bahwa pendapatan Pokdakan sangat berhubungan dengan dampak pandemi Covid-19. Didapatkan nilai probabilitas (sig 2-tailed) sebesar 0,000 < 0,005 maka Ho ditolak atau Ha diterima, artinya pendapatan Pokdakan cukup terbukti berdampak secara signifikan terhadap Pandemi Covid-19. Perubahan dari aspek ekonomi dan sosial yang dirasakan oleh anggota Pokdakan dengan adanya pandemi Covid-19 menunjukkan hasil yang positif. Anggota Pokdakan saling membantu sebagaimana mestinya. Interaksi antar anggota meningkat, sehingga hubungan Pokdakan menjadi lebih baik. Budidaya sebagai salah satu yang mampu meningkatkan pertumbuhan ekonomi secara cepat dalam membangkitkan penghasilan di waktu pandemi. Dengan adanya budidaya keramba ini dapar dijadikan contoh untuk daerah lain, karena dari tempat pembuangan sampah dijadikan budidaya yang berdampak terhadap kegiatan ekonomi maupun sosial.

English Abstract

Malang Regency is a city in East Java that has very abundant fisheries potential. People in Desa Bareng like fish farming, then formed members of the fish farming group "Pokdakan Singo Mandiri". So that in the end it will be able to provide economic and non-economic benefits to the community around Bareng Village. However, with the extraordinary events of the Covid-19 pandemic, the economic system of the people of Bareng Village has a considerable impact and is limited by the government with social distancing and PPKM (Enforcement of Community Activity Restrictions). The purpose of this study is toidentify the type of work of Pokdakan members before and during the Covid-19 pandemic, to analyze the production costs and incomes of Pokdakan members before and during the Covid-19 pandemic and to determine the social impact felt by Pokdakan Singo Mandiri members. This study used quantitative methods. The sampling technique carried out is non-probability sampling, namely saturated sampling or often called census. The sample was selected based on the research objectives of 15 respondents according to the number of Pokdakan members. The analysis used includes: type of work, capital, production costs, receipts and income. The data is first calculated using an economic formula, then the data is tested using the Paried sample t test to find out whether the data has a relationship, comparison or no impact and the analysis tool used is SPSS 16.0. The good or bad social impact that occurs can be known through interactions and ways of communicating with fellow members after the extraordinary Covid-19 event. The jobsaffected by the Covid-19 pandemic that occurred by members of the Singo Mandiri Pokdakan were self-employed jobs before the pandemic amounted to 3% to 0% during the pandemic and project workers before the pandemic amounted to 1% to 0% during the pandemic. All respondents amounted to 15 people who made a living as cultivators with a percentage of (100%). It was obtained that the correlation of 0.945 and Siq 0.000 < 0.005 with N 15 from these results that the type of respondent's work was related to the appearance of the Covid-19 epidemic. Nilai probability (sig 2-tailed) of 1,000 > 0.05 then Ho accepted or Ha rejected, meaning that overall the type of work does not feel or be significantly affected by the Covid-19 pandemic. The working capital issued by the "Singo Mandiri" Pokdakan in one year before the pandemic was IDR 433,900,767 and during the Covid-19 pandemic it was IDR 879,374,250,-. The working capital issued inone year before the pandemic was Rp 879,374,250 ,- and during the Covid-19 pandemic it was Rp 1,335,098,000,-. Aquaculture capital has increased due to the soaring demand for fish in the local market, so that capital turnover between seed suppliers, feed suppliers, Pokdakan and traders is going well. Fixed costs incurred by the "Singo Mandiri" Pokdakan in one year amounted to Rp 119,124,517,-. Variable costs before the pandemic were IDR 321,776,250,- and during the Covid-19 pandemic were IDR 777,500,000,-. So it can be concluded that the total costs incurred in a year were before the Covid-19 pandemic of IDR 433,900,767,- and during the Covid-19 pandemic of IDR 879,374,250,-. Wefound acorrelation of 0.990 and Siq 0.000 <0.005 with N 8 from these results that the production cost of Pokdakan is closely related to the appearance of the Covid-19 pandemic. A probability value (sig 2-tailed) of 0.147 > 0.05 is obtained, then Ho is accepted or Ha is rejected, meaning that the production cost of Pokdakan is not significantly affected by Covid-19. The total value of receipts before the Covid-19 pandemic was Rp 1,103.4 00,000 in one year. Meanwhile, the total value of receipts during the Covid-19 pandemic was IDR 2,694,400,000,-. Wefound acorrelation of 0.997 and Siq 0.0 5 0 > 0.005 with N 3 from these results that the acceptance of Pokdakan was not related to the appearance of Covid-19 epidemic. A probability value (sig 2-tailed) of 0.044 > 0.005 is obtained, then Ho diterima or Ha is rejected, meaning that the acceptance of Pokdakan is not significantly affected by the Covid-19 Pandemic. Pokdakan's revenue before the Covid-19 pandemic in a year was IDR 781,623,750,-. Meanwhile, member income during the Covid-19 pandemic was IDR 1,916,900,000,-. Pokdakan tagainst the Covid-19 Pandemic. Untilthe profit value can be obtained is IDR 669,499,233,-. Changes in economic and social aspects felt by Pokdakan members with the Covid-19 pandemic showed positive results. Pokdakan members help each other as appropriate. Interaction between members increases, so that Pokdakan relationships become better. Cultivation as one that can increase economic growth quickly in generating income during a pandemic. With the cultivation of cages, it can be used as an example for other regions, because from landfills it is used as cultivation that has an impact on economic and social activities.
