Abstract
Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis proses keputusan inovasi dalam evaluasi dokumen perencanaan pembangunan Kota Balikpapan serta mengidentifikasi dan menganalisis faktor-faktor yang mendorong dan menghambat proses keputusan inovasi dalam evaluasi dokumen perencanaan pembangunan Kota Balikpapan. Konsep yang digunakan pada penelitian ini, yaitu konsep manajemen sektor publik, inovasi sektor publik, serta evaluasi rencana pembangunan daerah. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis data Creswell & Creswell (2018). Data diperoleh dari wawancara, observasi, serta dokumentasi. Hasil penelitian menujukkan bahwa inovasi dalam evaluasi dokumen perencanaan pembangunan Kota Balikpapan melewati kelima tahap pengetahuan, persuasi, keputusan, implementasi, dan konfirmasi. Kelima tahapan berjalan dengan baik tetapi kurang maksimal pada tahap implementasi dan tidak dilakukan uji coba kepada perangkat daerah. Penghentian inovasi disebabkan oleh terbitnya Permendagri No.90 Tahun 2019 dan keluhan yang berasal dari perangkat daerah. Sedangkan faktor-faktor yang memengaruhi terdiri atas kualitas sumber daya manusia, dukungan stakeholder, sarana dan prasarana, keterbatasan waktu, perubahan regulasi, jumlah sumber daya manusia. Saran ditujukan kepada pemerintah daerah Kota Balikpapan khususnya Bappeda Litbang Kota Balikpapan untuk bekerjasama dengan instansi pendidikan, melakukan uji coba inovasi, membentuk tim khusus, serta merekap pengaduan dari perangkat daerah pengguna inovasi.
English Abstract
The purpose of this study are to describe and analyze the process of innovation decisions in the evaluation of development planning documents for the City of Balikpapan and to identify and analyze the factors that encourage and inhibit the process of innovation decisions in the evaluation of development planning documents for the City of Balikpapan. The concepts used in this study are the concept of public sector management, public sector innovation, and evaluation of regional development plans. This research uses a qualitative approach with the Creswell & Creswell data analysis method (2018). Data obtained from interviews, observation, and documentation. The results of the study show that innovation in the evaluation of development planning documents for the City of Balikpapan goes through the five stages of knowledge, persuasion, decision, implementation and confirmation. The five stages went well but were not optimal at the implementation stage and no trials were carried out on regional apparatus. The cessation of innovation was caused by the issuance of Permendagri No. 90 of 2019 and complaints originating from regional apparatus. While the influencing factors consist of the quality of human resources, stakeholder support, facilities and infrastructure, time constraints, changes in regulations, the number of human resources. Suggestions are addressed to the regional government of Balikpapan City, especially the Balikpapan City Research and Development Agency to cooperate with educational institutions, conduct innovation trials, form a special team, and recap complaints from regional apparatuses who use innovation.
