Abstract
Angka desa yang terhitung mencapai 74.961 pada tahun 2021 menjadikan desa sebagai salah satu variabel fundamental di Indonesia. Keberadaan dan kesejahteraan masyarakat desa sangat bergantung pada desa sendiri yang diiringi dengan perhatian pemerintah pusat maupun daerah yang menjadi pilar penyangga eksistensi desa. Berbagai bantuan, assist, dan juga pembinaan menjadi kunci penting untuk kelangsungan hidup dan jalannya pemerintahan di desa mengingat berbagai jenis sumber daya atau resources yang terdapat di desa tidak selalu ideal atau berimbang dengan kebutuhan desa, karenanya dana desa hadir. Namun, berbagai kendala dan masalah yang ada di desa kemudian menempatkan desa pada posisi yang dirugikan, karena isu-isu desa dapat menghambat proses penyaluran dana ke desa. Tujuan penelitian ini adalah untuk menguliti dan mengidentifikasi jenis-jenis atau motif tertentu kendala desa yang kemudian dapat menghambat transfer dananya, dan untuk pengerucutan lebih lanjut akan difokuskan pada keberhasilan dan juga hambatan transfer dana desa di Provinsi Kepulauan Bangka Belitung pada tahun 2021. Kajian Policy Monitoring oleh Evert Vedung disini menjadi landasan penting dan juga akar dalam penelitian yang dilakukan. Penelitian ini bermetodologi kualitatif dengan jenis deskriptif, pengolahan data yang diperoleh melalui proses wawancara terstruktur serta studi dokumen. Hasil penelitian menyimpulkan bahwa hambatan penyaluran dana di berbagai desa-desa Indonesia dapat dikategorikan menjadi tiga isu utama yaitu, administrasi desa, status keberadaan desa, dan juga konflik yang ada di desa. Hasil realisasi penyaluran dana desa pada tahun anggaran 2021 menujukkan bahwa persentase keberhasilan transfer ke desa di Provinsi Kepulauan Bangka Belitung menyentuh angka sempurna 100%, sebesar Rp. 334,220,970,150. Hasil lainnya juga mengungkap bahwa terlepas dari keberhasilan sempurna penyaluran dana di Provinsi Kepulauan Bangka Belitung, masalah-masalah transfer dana tetap masih ada. Kendala-kendala yang dihadapi masuk ke dalam dua kategori yang telah ditentukan sebelumnya, terutama terkait administrasi desa dan konflik yang ada di desa. Refocusing dana desa akibat pandemi COVID-19 disini menjadi masalah yang cukup signifikan
English Abstract
The number of villages counted to reach 74,961 in 2021 makes the village one of the fundamental variables in Indonesia. The existence and well-being of rural communities is highly dependent on the village itself, accompanied by the attention of the central and regional governments, which are the pillars supporting the existence of the village. Various assistance, assists, and also coaching are important keys to survival and running of government in the village considering that the various types of resources available in the village are not always ideal or in balance with the needs of the village, therefore village funds are present. However, various constraints and problems that existed in the village then put the village in a disadvantaged position, because village issues could hinder the process of channeling funds to the village. The purpose of this study is to analyze and identify certain types or motives of village constraints which can then impede the transfer of funds, and for further narrowing it will focus on the successes and obstacles to village fund transfers in the Bangka Belitung Archipelago Province in 2021. Policy Monitoring Study by Evert Vedung here is an important foundation and also the roots of the research conducted. This research has a qualitative method with a descriptive type, processing data obtained through a structured interview process and document study. The results of the study concluded that the obstacles to disbursing funds in various Indonesian villages could be categorized into three main issues, namely, village administration, village existence status, and also conflicts in the village. The results of the realization of village fund distribution in the 2021 fiscal year show that the percentage of successful transfers to villages in the Bangka Belitung Archipelago Province has touched a perfect figure of 100%, amounting to Rp. 334,220,970,150. Other results also reveal that despite the perfect success of disbursing funds in the Bangka Belitung Archipelago Province, problems with the transfer of funds still persist. The constraints faced fall into two predetermined categories, mainly related to village administration and conflicts in the village.
