Abstract
Dalam kajian Ilmu Politik, peranan kelurahan memiliki urgensi tersendiri dalam implementasi kebijakan. Penelitian ini menggunakan metode kualitatif-deskriptif, yaitu menjelaskan bagaimana permasalahan Bantuan Sosial Tunai terjadi di Kelurahan Kotalama Malang dengan menggunakan pendekatan teoritis implementasi kebijakan menurut Edward III. Tujuan dari penelitian ini, yaitu melihat faktor yang melatarbelakangi munculnya permasalahan yang sama terjadi di setiap Bantuan Sosial Tunai dikeluarkan, dengan memetakan kepentingan para aktor pelaku kebijakan disetiap layer birokrasi serta melihat perbedaan presepsi terhadap tahapan proses Bantuan Sosial Tunai. Sehingga mendapatkan hasil temuan berupa adanya unsur ketidaksiapan birokrasi dalam merespon situasi krisis pandemi dan kurangnya kepemimpinan (aktor dengan posisi dan kapasitas mengontrol kordinasi) yang pada akhirnya menyebabkan permasalahan mengenai ketidakakuratan data bukan menjadi permasalahan baru. Hasil penelitian ini, yaitu ditemukan adanya hal yang menghambat keberhasilan kebijakan BST, yaitu Komunikasi yang kurang efektif antara Dinas Sosial Kota Malang dengan Kelurahan Kotalama. Sumber daya, termasuk didalamnya SDM kurang memiliki pemahaman terkait penyaluran bansos sehingga memiliki perbedaan presepsi yang menimbulkan konflik aktor politik dan terjadi penyimpangan pada proses pendataan dan salah sasaran. Disposisi/sikap pelaksana, adanya unsur kekerabatan pada tingkat RT dan RW. Struktur Birokrasi, sudah ada namun masing-masing aktor birokrasi tidak memahami tugas dan tanggung jawab masing-masing. Sehingga implementasi dari segi proses masih belum berhasil, karena masih terdapat permasalahan dalam pelaksanaannya
English Abstract
In the study of Political Science, the role of the village has its own urgency in policy implementation. This study uses a qualitative-descriptive method, which explains how the problem of Cash Social Assistance occurs in the Kotalama Village of Malang by using a theoretical approach to policy implementation according to Edward III. The purpose of this study is to look at the factors behind the emergence of the same problems that occur in every Cash Social Assistance issue, by mapping the interests of policy actors in each layer of the bureaucracy and seeing differences in perceptions of the stages of the Cash Social Assistance process. So that the findings are in the form of an element of unpreparedness of the bureaucracy in responding to a pandemic crisis situation and a lack of leadership (an actor with a position and capacity to control coordination) which in the end causes problems regarding data inaccuracies not to be a new problem. The results of this study, namely that there were things that hindered the success of the BST policy, namely ineffective communication between the Malang City Social Service and the Kotalama Village. Resources, including human resources, lack understanding regarding the distribution of social assistance so that they have different perceptions which lead to conflicts between political actors and irregularities in the data collection process and wrong targets. Disposition/attitude of implementers, there is an element of kinship at the RT and RW levels. The bureaucratic structure already exists but each bureaucratic actor does not understand the duties and responsibilities of each. So that the implementation in terms of process is still not successful, because there are still problems in its implementation
