Abstract
Partisipasi masyarakat merupakan suatu proses dimana masyarakat berpartisipasi dan mengambil bagian dalam pengambilan keputusan. Partisipasi masyarakat tidak diragukan lagi diperlukan dalam perencanaan pembangunan, mulai sekarang disebut dengan partisipatif. Untuk mewujudkan pendekatan partisipatif tersebut, Pemerintah Kota Malang mengadakan program Musrenbang Tematik RKPD untuk kelompok rentan dan gender, salah satunya adalah Kelompok Disabilitas. Musrenbang Tematik bertujuan untuk mewujudkan pembangunan Kota Malang yang inklusif. Kajian ini mengkaji tentang pemahaman masyarakat difabel terhadap partisipasi masyarakat melalui pengetahuan, sikap, dan tindakan dalam proses dan substansi perencanaan pembangunan daerah Musrenbang Tematik RKPD Kota Malang. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif dan lokasi penelitian di Kota Malang. Sumber data primer diperoleh melalui wawancara dengan narasumber terkait program, sedangkan sumber data sekunder diperoleh dari dokumen dan gambar terkait tema. Teknik pengumpulan data meliputi wawancara dan dokumentasi. Instrumen penelitian adalah peneliti dan instrumen pendukung seperti pedoman wawancara dan alat dokumentasi seperti handphone. Hasil kajian menunjukkan masyarakat disabilitas sudah memahami proses dalam Musrenbang Tematik RKP. Namun secara substansi, masyarakat disabilitas belum mampu memahaminya, sehingga berpengaruh sepenuhnya terhadap tindakan yang dilakukan. Meskipun ada pemahaman yang kurang terhadap substansi yang ada, komunitas disabilitas dapat berpartisipasi dengan baik dalam setiap proses Musrenbang Tematik RKPD di Kota Malang. Oleh karena itu, perlu diberikan pemahaman substansi yang lebih lama agar partisipasi masyarakat dalam kelompok disabilitas dapat lebih maksimal
English Abstract
Community participation is a process in which the community participates and takes part in decision-making. Community participation is undoubtedly needed in development planning, from now on referred to as participatory. To realize this participatory approach, the government of Malang City held the RKPD Thematic Musrenbang program for vulnerable and gender groups, one of which is the Disability Group. The Thematic Musrenbang aims to realize the inclusive development of Malang City. This study examines the understanding of communities with disabilities towards community participation through knowledge, attitudes, and actions in the process and substance of regional development planning, the RKPD Thematic Musrenbang in Malang City. This study uses descriptive research with a qualitative approach and research locations in Malang City. Primary data sources were obtained through interviews with informants related to the program, while secondary data sources were obtained from documents and pictures related to the theme. Data collection techniques include interviews and documentation. The research instruments are researchers and supporting instruments such as interview guides and documentation tools like mobile phones. The study results show that the disability community has understood the process in the RKP Thematic Musrenbang. However, in substance, the disability community has not been able to understand, so it influences the actions taken fully. Even though there is a lack of understanding of the existing substance, the disability community can participate well in every process in the RKPD Thematic Musrenbang in Malang City. Therefore, it is necessary to provide an understanding of the substance for a longer time so that community participation in the disability group can be maximized.
