Abstract
Kelurahan Pandanwangi, Kecamatan Blimbing, Kota Malang, merupakan daerah yang sering mengalami permasalahan genangan dan banjir. Hal ini disebabkan kurangnya sistem drainase, antara lain terlalu kecilnya lubang inlet, air menumpuk pada saluran yang ada akibat di sepanjang jalan banyak tidak terdapat saluran, dan sedimentasi yang mengakibatkan pendangkalan pada saluran drainase. Berdasarkan hasil survei yang dikonfirmasi melalui Forum Group Discussion (FGD) bersama pejabat Kelurahan Pandanwangi, seringkali genangan dan banjir melanda di beberapa ruas jalan di Kelurahan Pandanwangi, diantaranya di Jalan Simpang Teluk Grajakan dan Jalan Simpang LA Sucipto. Genangan dan banjir tersebut disebabkan kapasitas saluran drainase eksisting tidak dapat menampung debit limpasan yang lewat. Oleh karena itu diperlukan adanya strategi untuk mengendalikan genangan maupun banjir di Kelurahan Pandanwangi untuk meminimalkan kerugian yang selalu terjadi dari tahun ke tahun. Studi ini menggunakan bantuan EPA SWMM versi 5.2 (Environmental Protection Agency Storm Water Management Model 5.2) untuk melakukan analisis terhadap kemampuan sistem drainase eksisting di Kelurahan Pandanwangi. Fungsi utama SWMM yaitu dapat mensimulasikan pengaruh hujan-limpasan (runoff) pada suatu area dalam sistem drainase dengan jangka waktu pendek ataupun jangka panjang sekaligus mempunyai fasilitas alternatif dalam menanggulangi genangan/banjir (Lewis A. Rossman, 2022).Selain itu, analisis pada studi ini juga mempertimbangkan data Forum Group Discussion (FGD) dan survey untuk menentukan upaya pengendalian genangan dan banjir yang tepat. Hasil simulasi SWMM 5.2 menunjukkan kemampuan saluran drainase eksisting untuk menampung debit rancangan kala ulang 5 tahun terdapat saluran yang meluap, yaitu di Jalan Teluk Bayur. Sedangkan saluran lainya masih tergolong aman untuk menampung aliran dengan debit banjir rancangan hasil simulasi, dengan asumsi bahwa pada saluran drainase tidak terjadi sedimentasi karena program SWMM 5.2 tidak dapat menganalisis sedimentasi pada saluran. Oleh karena itu, diperlukan upaya pengendalian genangan dan banjir. Upaya yang dilakukan antara lain dengan memperdalam dimensi saluran di Jalan Teluk Bayur sedalam 1 meter sepanjang 392 meter, serta normalisasi saluran di Jalan Simpang Teluk Grajakan dan Simpang LA Sucipto.
English Abstract
Pandanwangi Sub-District, Blimbing District, Malang City, is an area that often experiences inundation and flooding problems. This is due to a lack of a drainage system, including the small inlet holes, accumulation of water in the existing canals due to not many channels along the road, and sedimentation which causes the silting of the the drainage channels. Based on survey results confirmed through the Forum Group Discussion (FGD) with Pandanwangi Sub-District officials, inundation and flooding often occur in several streets in Pandanwangi, including Simpang Teluk Grajakan Street and Simpang LA Sucipto Street. These inundations and floods are caused by the capacity of the existing drainage channels not being able to accommodate the runoff discharge. Therefore efforts are needed to control inundation and flooding in the Pandanwangi Village to minimize losses that always occur from year to year. This study uses EPA SWMM version 5.2 (Environmental Protection Agency Storm Water Management Model 5.2) to analyze the capability of the existing drainage system in Pandanwangi Village. The main function of SWMM is to simulate the effect of rain-runoff (runoff) on an area in the drainage system for a short or long term while at the same time having alternative facilities in dealing with inundation/flood (Lewis A. Rossman, 2022). In addition, the analysis also takes into account data from Forum Group Discussions (FGD) and surveys to determine efforts to control inundation and flooding appropriately. The results of the SWMM 5.2 simulation show the ability of the existing drainage canal to accommodate the design discharge for the 5 year return period when there is an overflow channel, namely on Jalan Teluk Bayur. While the other channels are still classified as safe to accommodate the flow with the design flood discharge simulation results, with the assumption that sedimentation does not occur in the drainage channel because the SWMM 5.2 program cannot analyze sedimentation in the channel. Therefore, efforts to control inundation and flooding are needed. Efforts have been made, among others, by deepening the dimensions of the canal on Jalan Teluk Bayur to a depth of 1 meter with a length of 392 meters, as well as normalizing the drainage channels on Jalan Simpang Teluk Grajakan and Simpang LA Sucipto.
