Abstract
Arsip inaktif merupakan salah satu koleksi arsip dinamis dengan presentase penyimpanan terbesar serta frekuensi penggunaan menurun akan tetapi masih perlu disimpan dan digunakan sebagai penunjang kebutuhan informasi terkait referensi dalam pengambilan keputusan, alasan-alasan hukum atau alat pembuktian. Oleh karena itu, sebagai salah satu aset berupa sumber informasi dalam suatu lembaga maka dibutuhkan suatu pengelolaan yang bertujuan untuk memastikan ketersediaan dan kemudahan arsip inaktif untuk ditemukan kembali sehingga dapat mendukung seluruh kegiatan lembaga. Pengelolaan arsip inaktif dapat diketahui berhasil ketika semua arsip yang dibutuhkan tepat dan mudah saat ditemukan kembali. Salah satu komponen penting dalam mewujudkan keberhasilan pengelolaan arsip inaktif dengan biaya efektif adalah penggunaan Record Center sebagai tempat penyimpanan yang dirancang untuk mengelola dan menyediakan layanan berupa temu kembali arsip melalui suatu peminjaman. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis pengelolaan arsip inaktif pada Record Center Dinas Kearsipan dan Perpustakaan Kota Mataram beserta dengan kendala dalam pelaksanaan. Dimana rangkaian pengelolaan arsip inaktif menurut ANRI (2015) terdiri dari penerimaan, penataan dan penyimpanan, pelayanan, serta pemusnahan. Hasil penelitian menunjukkan pengelolaan arsip inaktif cukup optimal karena telah ditunjang dengan beberapa peraturan daerah maupun standar operasional prosedur. Namun, pada proses pemindahan masih terdapat beberapa unit pengolah menyerahkan arsip dengan kondisi kacau Selain itu, pelaksanaan temu kembali arsip pada proses pelayanan sudah tepat sesuai dengan kebutuhan pengguna, akan tetapi masih menghabiskan waktu 3 (tiga ) – 5 (lima) menit yang disebabkan oleh penataan dan penyimpanan masih kurang maksimal.
English Abstract
Inactive archives are one of the dynamic archive collections with the largest percentage of storage and decreased frequency of use but still need to be stored and used as supporting information needs related to references in making decisions, legal reasons or means of proof. Therefore, as an asset in the form of a source of information in an institution, management is needed that aims to ensure the availability and ease of inactive archives to be found again so that it can support all of the institution's activities. Management of inactive records can be known to be successful when all the records needed are precise and easy to find again. One important component in realizing the successful management of inactive records in a cost-effective manner is the use of the Record Center as a repository designed to manage and provide services in the form of retrieval of records through a loan. This study aims to describe and analyze the management of inactive records at the Record Center. Mataram City Archives and Libraries along with constraints in implementation. Where the series of inactive archive management according to ANRI (2015) consists of reception, arrangement and storage, service, and destruction. The results of the research show that the management of inactive archives is quite optimal because it has been supported by several regional regulations and standard operating procedures. However, in the transfer process there are still several processing units submitting archives in chaotic conditions. In addition, the implementation of archive retrieval in the service process is appropriate according to user needs, but it still takes 3 (three) – 5 (five) minutes due to arrangement and storage is still not optimal.
