Abstract
Pelayanan kegawatdaruratan merupakan salah satu bentuk pelayanan kesehatan yang dibutuhkan oleh masyarakat. SIAGA BRO (Sistem Gawat Darurat Bojonegoro) adalah inovasi program pelayanan kesehatan terkait kegawatdaruratan yang dikembangkan oleh Kabupaten Bojonegoro bersama Dinas Kesehatan Kabupaten Bojonegoro yang terintegrasi dengan seluruh fasilitas kesehatan di Kabupaten Bojonegoro. Penelitian ini dilakukan untuk mengetahui efektivitas inovasi pelayanan kesehatan melalui program SIAGA BRO di Kantor Dinas Kesehatan Kabupaten Bojonegoro beserta faktor pendukung dan penghambat dalam pelaksanaannya. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian 1) Efektivitas inovasi pelayanan kesehatan melalui program SIAGA BRO dan 2) Faktor pendukung dan faktor penghambat dalam pelaksanaan inovasi pelayanan kesehatan melalui program SIAGA BRO. Sumber data adalah sumber data primer dan sekunder. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan analisis model interaktif oleh Miles dan Huberman. Hasil penelitian menunjukkan bahwa inovasi program SIAGA BRO sudah berjalan efektif, yaitu: Adanya kepemimpinan partisipatif, struktur ide yang memudahkan masyarakat dan pengorganisasian tim, suasana kerja dan kesejahteraan serta kolaborasi pegawai, pengembangan pengetahuan pegawai, regenerasi inovasi program, pengetahuan eksternal dengan memanfaatkan jaringan eksternal seperti TNI, POLRI, DISHUB, DAMKAR, BPBD, SATPOL dan beberapa relawan kemasyarakatan, dan aktivitas individu dengan adanya motivasi pegawai. Faktor pendukung yakni adanya pimpinan yang mendukung inovasi, pegawai terdidik dan terlatih, budaya organisasi, pengembangan tim dan kemitraan, dan orientasi kinerja yang terukur. Faktor penghambat yakni permasalahan jaringan signal, permasalahan SDM dan miskomunikasi. Saran yakni perlu melakukan perbaikan jaringan, perekrutan SDM terutama driver ambulance dan memaksimalkan pelatihan pegawai, dan memaksimalkan sosialisasi program kepada masyarakat.
English Abstract
Emergency services are a form of health services needed by the community. SIAGA BRO (Bojonegoro Emergency System) is an innovative health service program related to emergencies developed by Bojonegoro Regency together with the Bojonegoro District Health Office which is integrated with all health facilities in Bojonegoro Regency. This research was conducted to determine the effectiveness of health service innovation through the SIAGA BRO program at the Bojonegoro District Health Office along with the supporting and inhibiting factors in its implementation. This research uses descriptive research with a qualitative approach. Research focus 1) The effectiveness of health service innovation through the SIAGA BRO program and 2) Supporting factors and inhibiting factors in the implementation of health service innovation through the SIAGA BRO program. Data sources are primary and secondary data sources. Data collection techniques with observation, interviews, and documentation. The data analysis technique uses interactive model analysis by Miles and Huberman. The results showed that the innovations of the SIAGA BRO program had been running effectively, namely: There was participatory leadership, an idea structure that facilitated the community and team organization, work atmosphere and employee welfare and collaboration, employee knowledge development, program innovation regeneration, external knowledge by utilizing external networks such as TNI, POLRI, DISHUB, DAMKAR, BPBD, SATPOL and several community volunteers, and individual activities with employee motivation. Supporting factors are leaders who support innovation, educated and trained employees, organizational culture, team and partnership development, and measurable performance orientation. The inhibiting factors are signal network problems, human resource problems and miscommunication. Suggestions are that it is necessary to improve the network, recruit human resources, especially ambulance drivers and maximize employee training, and maximize program socialization to the community.
