Abstract
Swasembada beras merupakan tujuan yang tertuang pada program Nawacita Pemerintah Indonesia. Salah satu faktor tujuan tersebut dapat tercapai adalah dengan terciptanya kinerja jaringan irigasi yang baik di seluruh Indonesia. Seiring berjalannya waktu kinerja jaringan irigasi pada suatu Daerah Irigasi dapat mengalami penurunan. Integrated Participatory Development and Management of Irrigation Program (IPDMIP) merupakan program di bidang irigasi yang salah satu dampaknya untuk pemeliharaan sistem irigasi, termasuk Daerah Irigasi Kaliboto Kabupaten Kediri. Dalam upaya meningkatkan pengelolaan aset irigasi pada Daerah Irigasi Kaliboto perlu dilakukan penelusuran dan penilaian Kinerja Sistem Jaringan Irigasi pada Daerah Irigasi Kaliboto menggunakan manajemen aset yakni melalui aplikasi Epaksi dan metode manual PU sebagai perbandingannya. Penilaian yang dilakukan mencakup penilaian kondisi fisik mapun non fisik yang mengahsilkan produk berupa nilai indeks aset jaringan irigasi guna mengetahui kondisi aset dan skala prioritas perbaikan. Berdasarkan peneletian yang sudah dilakukan didapat hasil bahwa Indeks Kinerja Sistem Irigasi daerah irigasi Kaliboto sebesar 63,79% (sedang) dengan metode manual PU dan 70,96% (sedang) dengan aplikasi Epaksi. Total 16 bangunan dan 8 saluran yang ditemukan saat survei lapangan. Terdapat 2 bangunan dan 3 saluran yang masuk kedalam prioritas perbaikan dengan biaya perbaikan sebesar Rp. 9.310.014. Untuk Angka Kebutuhan Nyata Operasi dan Pemeliharaan (AKNOP) pada Daerah Irigasi Grogol Kabupaten Kediri sebesar Rp. 547.339.253.
English Abstract
Self-sufficiency in rice is a goal listed in the Indonesian government's Nawacita program. One of the factors that can contribute to achieving this goal is the creation of good irrigation network performance throughout Indonesia. Over time, the performance of the irrigation network in an Irrigation Area may decline. The Integrated Participatory Development and Management of Irrigation Program (IPDMIP) is a program in the field of irrigation, one of whose impacts is the maintenance of the irrigation system, including the Kaliboto Irrigation Area in Kediri Regency. In an effort to improve the management of irrigation assets in the Kaliboto Irrigation Area, it is necessary to investigate and assess the Performance of the Irrigation Network System in the Kaliboto Irrigation Area using asset management through the Epaksi application and the manual PU method as a comparison. The assessment covers the assessment of physical and non-physical conditions that produce a product in the form of an irrigation network asset index value to determine the condition of the asset and the scale of repair priorities. Based on the research that has been done, the result is that the Performance Index of the Irrigation System in the Kaliboto irrigation area is 63.79% (moderate) using the manual PU method and 70.96% (moderate) using the Epaksi application. A total of 16 buildings and 8 channels were found during the field survey. There are 2 buildings and 3 channels that are prioritized for repair, with repair costs of IDR 9,310,014. The Actual Need for Operation and Maintenance (AKNOP) in the Grogol Irrigation Area in Kediri Regency is IDR 547,339,253.
