Abstract

Tarif non tunai Suroboyo Bus masih dianggap tinggi terutama bagi masyarakat yang menggunakan Suroboyo Bus untuk perjalanan pulang – pergi dan perjalanan sehari – hari. Biaya transportasi yang mahal akan membuat masyarakat kesulitan untuk memenuhi kebutuhan dasar lainnya. Suroboyo Bus merupakan transportasi umum yang diharapkan dapat menjadi moda sehari – hari bagi berbagai kalangan. Oleh karena itu, penelitian terkait evaluasi tarif dengan pendekatan ability to pay dan willingness to pay pengguna Suroboyo Bus dilakukan. Analisis yang digunakan yaitu statistika dekstriptif frekuensi, analisis ability to pay, analisis willingness to pay, dan analisis crosstab. Berdasarkan hasil survei, secara keseluruhan pengguna Suroboyo Bus mengeluarkan rata – rata biaya transportasi sebesar 12% dari total pendapatannya. Berdasarkan hasil analisis, nilai ATP dan WTP pengguna pelajar/mahasiswa lebih tinggi dari tarif eksisting. Nilai WTP pengguna pelajar/mahasiswa lebih tinggi dari tarif eksisting. Untuk pengguna umum, nilai ATP pengguna umum berada lebih tinggi dari tarif eksisting, sedangkan nilai WTP pengguna umum lebih rendah dari tarif eksisting. Hasil titik temu antara ATP dan WTP pelajar/mahasiswa sebesar Rp 2.900, sedangkan titik temu ATP dan WTP pengguna umum yaitu Rp 3.500. Berdasarkan hubungan antara ATP dan WTP, maka terdapat tarif eksisting yang berada di atas nilai WTP pengguna. Oleh karena itu, pemerintah dapat melakukan peningkatan pelayanan guna meningkatkan nilai WTP pengguna minimum hingga tarif yang berlaku. Hasil uji chi-square menunjukkan bahwa karakteristik usia, jumlah pendapatan, biaya transportasi, maksud perjalanan, dan frekuensi perjalanan memiliki hubungan dengan ATP dan juga WTP.

English Abstract

Suroboyo Bus non-cash fares are still considered high, especially for people who use Suroboyo Buses for commuting and daily trips. Expensive transportation costs will make it difficult for people to meet other basic needs. Suroboyo Bus is a public transportation system that is expected to be used on a daily basis by a variety of groups. Therefore, research related to tariff evaluation using the ability to pay and willingness to pay approaches for Suroboyo Bus users was carried out. The analysis used is descriptive frequency statistics, ability to pay analysis, willingness to pay analysis, and crosstab analysis. Based on the survey results, overall Suroboyo Bus users incur an average transportation fee of 12% of their total income. Based on the results of the analysis, the ATP and WTP values of student users are higher than the existing rates. The WTP value for student users is higher than the existing rate. For general users, the general user's ATP value is higher than the existing rate, while the general user's WTP value is lower than the existing rate. The result of the meeting point between ATP and student WTP is IDR 2,900, while the meeting point between ATP and WTP for general users is IDR 3,500. Based on the relationship between ATP and WTP, there is an existing tariff that is above the user's WTP value. Therefore, the government can improve services to increase the minimum user WTP value to the applicable tariff. The results of the chi-square test show that the characteristics of age, total income, transportation costs, trip intentions, and trip frequency have a relationship with ATP as well as WTP.
