Abstract

Penelitian ini bertujuan untuk menganalisis sinergi tata kelola zakat di Kota Malang dengan perspektif islamic governance. Menggunakan metodologi kualitatif dan metode studi kasus, hasil penelitian ini berupa faktor-faktor penentu atas pelaksanaan sinergi tersebut. Terdapat dua permasalahan yang melatarbelakangi penelitian ini. Struktur pengelolaan zakat di Indonesia mengakomodasi keterlibatan negara dan masyarakat sekaligus, sehingga keduanya mustahil berjalan sendiri-sendiri. Beberapa penelitian terdahulu juga telah membuktikan bahwa pengelolaan zakat yang bersifat produktif ternyata tidak efektif dan signifikan bila hanya dilakukan sendiri-sendiri. Penelitian ini menyimpulkan, sinergi tata kelola zakat di Kota Malang sangat bergantung pada kesetaraan institusional organisasi pengelola zakat dan kewenangan BAZNAS Kota Malang untuk memimpin LAZ di wilayahnya. Namun, faktanya adalah ada kesenjangan institusional antara keduanya, sehingga kepentingan mereka menjadi beragam dan menjadi muara dari sejumlah persoalan dalam sinergi antar amil zakat di Kota Malang. BAZNAS Kota Malang juga masih belum dapat melaksanakan fungsi pengawasannya terhadap LAZ, meskipun di saat bersamaan telah mengoordinir LAZ dalam program Kampung Qoryah Sakinah. Dampak kedua masalah tersebut di lapangan antara lain; tidak berjalannya pelaporan LAZ, sulitnya LAZ meluangkan waktu untuk berkolaborasi, kurang berfungsinya musyawarah terbuka sebagai wadah pemberdayaan LAZ, dan akhirnya kerjasama di lapangan yang tidak mampu menghasilkan program penyelenggaraan kesejahteraan masyarakat yang inovatif.

English Abstract

This study aims to analyze the synergy of zakat governance in Malang City with the perspective of Islamic governance. Using qualitative methodology and case study methods, the results of this study are in the form of determining factors for the implementation of the synergy. There are two problems behind this study. The zakat management structure in Indonesia accommodates the involvement of the state and society at the same time, making it impossible for both to run independently. Several previous studies have also proven that productive zakat management is ineffective and significant if only done individually. This research concludes that the synergy of zakat governance in Malang City is very dependent on the institutional equality of zakat management organizations and the authority of BAZNAS Malang City to lead LAZ in its area. However, the fact is that there is an institutional gap between the two, so that their interests become diverse and become the estuary of a number of problems in the synergy between amil zakat in Malang City. BAZNAS Malang City is also still unable to carry out its supervisory function on LAZ, even though at the same time it has coordinated LAZ in the Qoryah Sakinah Village program. The impacts of these two problems on the ground include; the non-running of LAZ reporting, the difficulty of LAZ taking the time to collaborate, the lack of functioning of open deliberations as a forum for LAZ empowerment, and finally cooperation in the field that is unable to produce innovative community welfare programs.
