Abstract
Penelitian ini bertujuan untuk memaparkan terkait penanggulangan Covid-19 di Sidikalang Kabupaten Dairi, yang berfokus pada pelaksanaan program vaksinasi Covid-19. Penelitian ini menggunakan metode pendekatan kualitatif dengan studi kasus pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis hasil dari tolak ukur keberhasilan implementasi kebijakan menggunakan teori implementasi George C. Edwards. Pandemi Covid-19 yang kian menyebar menjadi perhatian khusus sehingga diperlukan penanganan yang cepat dan tepat. Sehingga, pemerintah menetapkan kebijakan seperti penerapan protokol kesehatan, kebijakan karantina suatu wilayah, hingga diterapkannya program vaksinasi Covid-19. Namun, terdapat kendala dalam pelaksanaan vaksinasi tersebut yaitu banyaknya masyarakat yang enggan dan takut untuk melakukan vaksinasi karena banyak berita hoax yang beredar terkait efek samping dari vaksin Covid-19 yang dirasa dapat membahayakan tubuh. Mengenai permasalahan tersebut, sehingga hal inilah yang menjadi ketertarikan penulis dalam meneliti terkait bagaimana upaya pemerintah dalam menanggulangi keengganan masyarakat mengikuti vaksin Covid-19 agar dapat mensukseskan program vaksin Covid-19 di Sidikalang Kabupaten Dairi. Dari hasil penelitian ini, mengenai upaya yang dilakukan pemerintah dalam mensukseskan program vaksinasi sebagai percepatan penanggulangan Covid-19 dengan meningkatkan komunikasi yang baik pada masyarakat yaitu melakukan sosialisasi dan edukasi, home visit dan door to door, serta penjaring vaksinasi Covid-19. Penyediaan sumber daya manusia, anggaran, hingga peralatan dalam pengimplementasian kebijakan ini dimana penyediaan sumber daya tersebut membantu keberlangsungan dan kelancaran kebijakan yang telah dibuat. Sikap tanggung jawab dan komitmen dari implementor dengan memberikan arahan yang baik untuk melaksanakan program penanggulangan Covid-19 serta dukungan yang baik dari struktur birokrasi yang memiliki berperan dalam seluruh program kebijakan untuk membantu keberlangsungan dan kelancaran pengimplementasian kebijakan tersebut. Keberhasilan kebijakan program vaksinasi sebagai salah satu upaya penanggulangan Covid-19 ini terlaksana dengan baik. Hal ini dapat dilihat dari sikap antusias masyarakat yang meningkat serta jumlah sasaran dalam capaian vaksinasi sudah mencapai target. Upaya yang dilakukan pemerintah membantu masyarakat untuk lebih memahami pentingnya melakukan vaksinasi dan seluruh program kesehatan Covid-19 sehingga percepatan penanggulangan Covid-19 terlaksana dengan baik sesuai dengan tujuan yang hendak dicapai.
English Abstract
This study aims to explain the handling of Covid-19 in Sidikalang, Dairi Regency, which focuses on implementing the Covid-19 shooting program. This study used a qualitative approach by studying data collection cases through interviews, observation, and documentation. Analysis of the results of measuring the success of policy implementation using George C. Edwards' implementation theory. The Covid-19 pandemic, which is increasingly spreading, is of particular concern, so fast and precise handling is needed. Thus, the government stipulates policies such as implementing health protocols, quarantine policies for an area, and implementing the Covid-19 prevention program. However, there are obstacles in carrying out the detonation, namely the large number of people who are reluctant and afraid to carry out immunizations because of the many hoax news circulating regarding the side effects of the Covid-19 vaccine which are felt to be harmful to the body. Regarding this problem, this is the author's interest in research related to how the government's efforts to overcome people's reluctance to take the Covid-19 vaccine so that the Covid-19 vaccine program can be successful in Sidikalang, Dairi Regency. From the results of this study, regarding the efforts made by the government in the success of the vaccination program as an acceleration of handling Covid-19 by increasing good communication with the community, namely conducting socialization and education, home visits and door to door, as well as screening for Covid-19 prevention. Provision of human resources, budget, and equipment in the implementation of this policy where the provision of these resources helps the continuity and smoothness of the policies that have been made. The attitude of responsibility and commitment from the implementer by providing good directions for implementing the Covid-19 countermeasures program as well as good support from the bureaucratic structure that plays a role in all program policies to help the continuity and smooth implementation of these policies. The success of the prevention program policy as one of the efforts to deal with Covid-19 was well implemented. This can be seen from the enthusiastic attitude of the people who have increased and the number of targets in achieving vaccinations that have reached the target. Efforts made by the government are helping the public to better understand the importance of carrying out vaccinations and all Covid-19 health programs so that the acceleration of Covid-19 countermeasures is carried out properly in accordance with the goals to be achieved.
