Abstract
Program Percepatan Penanggulangan Kemiskinan merupakan suatu kebijakan yang dilakukan daerah demi mempercepat pertumbuhan perekonomian daerah. Tujuan dari penelitian ini adalah untuk memodelkan pengaruh isi rencana, disposisi, birokrasi, sumber daya dan komunikasi terhadap implementasi program percepatan penanggulangan kemiskinan di Kota Batu serta menentukan variabel yang paling mempengaruhi disposisi dan birokrasi pelaksana serta implementasi program berdasarkan hasil pemodelan PLS-PM dengan pengaruh langsung atau tak langsung. Data yang digunakan adalah data sekunder berupa hasil kuisioner milik Birgitta Dwi Hardhinawati (2012) yang mempunyai sampel sebanyak 50 responden. Analisis data menggunakan software R. Hasil analisis PLS-PM menunjukkan bahwa variabel laten isi rencana terhadap birokrasi memiliki efek terbesar dengan besar kontribusi mutlak 26,73%. Model PLS-PM secara keseluruhan dapat menjelaskan disposisi pelaksana, birokrasi antar pelaksana dan implementasi program percepatan penanggulangan kemiskinan di Kota Batu sebesar 72,25%.
English Abstract
The Poverty Reduction Acceleration Program is a policy carried out by the region in order to accelerate regional economic growth. The purpose of this study is to model the effect of the contents of the plan disposition, bureaucracy, resources and communication on the implementation of the poverty alleviation acceleration program in Batu City and determine the variables that most influence the disposition and bureaucracy of implementing and program implementation based on the results of PLS-PM modeling with direct or direct influence indirectly. The data used are secondary data in the form of a questionnaire belonging to Birgitta Dwi Hardhinawati (2012) which has a sample of 50 respondents. Data analysis using R software. The results of the PLS-PM analysis showed that the latent variable content of the plan to the bureaucracy had the greatest effect with an absolute contribution of 26.73%. The PLS-PM model as a whole can explain the disposition of implementers, the bureaucracy between implementers and the implementation of the poverty alleviation acceleration program in Batu by 72.25%.
