Abstract
Penelitian bertujuan mengaplikasikan kembali teori yang dikemukakan oleh Seo Young Cho mengenai evaluasi kebijakan anti - trafficking. Peneliti akan mengevaluasi kebijakan perlindungan (anti – perdagangan) Pekerja Migran Indonesia (PMI) secara kuantitatif dan empiris di Indonesia. Berlatarbelakang peningkatan jumlah korban perdagangan orang dan Pekerja Migran Indonesia Bermasalah (PMIB) pada tahun 2020 saat pembatasan wilayah dan aktivitas diberhentikan secara mendunia. Pemerintah Indonesia telah menginisiasi program – program perlindungan baru di masa pandemic. Upaya perlindungan terkait pekerja migran diamini telah cakap dalam menangani masalah migrasi internasional di tengah kontraksi ekonomi. Hasil penelitian menemukan bahwa kualitas perlindungan Pekerja Migran Indonesia dipengaruhi oleh tiga dari lima variabel diantanya variabel victim (X1), variabel border (X4), dan, variabel Migration (X5). Hal ini bermakna bahwa semakin banyak jumlah pemerintah dalam identifikasi korban dan upaya pencegahan Pekerja Migran Indonesia (PMI) sebagai korban maka semakin luas penyebaran program-program terkait perlindungan.
English Abstract
This study aimed to reaplicating Seo Young Cho's theory on the evaluation of anti�trafficking policies. The researcher would quantitatively and empirically assess the protection (anti-trafficking) policy of Indonesian Migrant Workers (PMI) in Indonesia. This is in light of the growing number of victims of human trafficking and Indonesian Migrant Workers with Problems (PMIB) in 2020 when regional restrictions and activities were suspended globally. During the pandemic, the Indonesian government has initiated new protection programs. Migrant worker protection efforts are thought to have been effective in dealing with international migration issues amid an economic downturn. The results of the study found that three of five variables influenced the quality of protection for Indonesian migrant workers: the victim variable (X1), the border variable (X4), and the Migration variable (X5). It means that the greater the number of governments involved in identifying victims and preventing Indonesian Migrant Workers (PMI) from becoming victims, the wider the distribution of protection programs.
