Abstract
Sarana pelayanan kesehatan primer yang mencakup wilayah kerja terkecil adalah Puskesmas. Puskesmas Gedangan merupakan puskesmas induk yang berada di Kecamatan Gedangan, Kabupaten Sidoarjo. Ruang poli atau pelayanan merupakan ujung tombak unit pelayanan pertama yang berperan penting dalam memenuhi pelayanan utama yang menyediakan pelayanan kesehatan. Hasil observasi menunjukan terdapatnya aspek teknis pada ruang poli yang belum memenuhi standar, maka dibutuhkan penelitian lebih mendalam untuk meninjau kesesuaian aspek teknis pada ruang poli bangunan Puskesmas Gedangan. Evaluasi purna huni bertujuan untuk menilai tingkat kesesuaian antara bangunan dan lingkungan binaan dengan nilai-nilai dan kebutuhan penghuni bangunan, yang dilakukan secara sistematis dan teliti setelah bangunan selesai dibangun dan telah dipakai untuk beberapa waktu. Aspek teknis memiliki peran dan berhubungan erat dengan kebutuhan ruang poli di Puskesmas Gedangan. Aspek teknis ini diacu dan dikomparasikan dari Peraturan Menteri Kesehatan No.43 tahun 2019 tentang Puskesmas. Penelitian dilakukan dengan menggunakan metode kualitatif dengan analisis deskriptif, Data primer didapatkan dari wawancara dan observasi arah sirkulasi udara, pendistribusian cahaya, sistem air bersih, sanitasi, dan hygiene, sistem kelistrikan, sistem komunikasi, dan sistem proteksi kebakaran. Pengukuran dilakukan untuk memperoleh data berupa tingkat pencahayaan ruang, suhu ruang, dan tingkat kebisingan ruang. Data sekunder diperoleh dari studi literatur. Hasil analisis dan pembahasan pada penelitian menemukan bahwa tingkat pencahayaan pada seluruh ruang poli telah sesuai, namun jika dilihat dari pendistribusian cahayanya, masih terdapat ruang yang tidak sesuai yaitu ruang pelayanan kesehatan ibu dan anak (KIA/KB), ruang pelayanan imunisasi. Penghawaan pada ruang poli Sebagian besar telah sesuai, namun masih terdapat ruang yang tidak sesuai, yaitu ruang pelayanan TBC dan kusta, dan ruang pelayanan farmasi. Arah sirkulasi udara sebagian besar ruang telah sesuai, namun masih terdapat ruang yang tidak sesuai, yaitu ruang pelayanan kesehatan ibu dan anak (KIA/KB), dan ruang pelayanan imunisasi. Sistem air bersih dan sistem pengolahan limbar cair pada ruang poli bangunan puskesmas gedangan sudah sesuai. Sistem pengolahan limbah padat baik medis dan non medis pada ruang poli bangunan puskesmas gedangan juga dinilai sesuai. Sistem higiene pada ruang poli Sebagian besar telah sesuai, namun masih terdapat ruang yang tidak sesuai yaitu ruang pelayanan imunisasi dan ruang klinik sanitasi. Sistem kelistrikan pada seluruh ruang poli juga dinilai telah sesuai karena seluruhna telah memenuhi standar. Sistem komunikasi di dalam bangunan pada ruang poli puskesmas gedangan dinilai telah sesuai. Sistem proteksi kebakaran yaitu kelengkapan APAR pada ruang poli bangunan puskesmas gedangan dinilai tidak sesuai. Seluruh material bukaan pada ruang (pintu dan jendela) pada seluruh ruang poli dinilai telah sesuai. Tingkat kebisingan pada seluruh ruang poli telah sesuai karena telah memenuhi standar yang ditetapkan.
English Abstract
The primary health care facility that covers the smallest working area is the Puskesmas. Gedangan Health Center is the main health center located in Gedangan district, Sidoarjo Regency. The wardroom is the spearhead of the first service unit which plays an important role in fulfilling the main service that provides health services. The observation results show that there are technical aspects in wardroom that do not meet the standards, so more in depth research is needed to review the suitability of technical aspects in the ward rooms of the Gedangan Health Center building. Post occupancy evaluation aims to assess the level of conformity between the building and the built environment with the values and needs of the occupants of the building, which is carried out systematically and carefully after the building has been completed and has been in use for some time. The technical aspect has a role and is closely related to the needs of the ward room at the Gedangan Health Center. This technical aspect is referred to and compared to the Peraturan Menteri Kesehatan No.43 tahun 2019 tentang Puskesmas. The research was conducted using qualitative methods with descriptive analysis. The primary data was obtained from observing the direction of air circulation, light distribution, clean water, sanitation, and hygiene systems, electrical systems, communication systems, and fire protection systems. Measurements were made to obtain data in the form of room lighting levels, room temperature, and room noise levels. Secondary data obtained from literature studies. The results of the analysis and discussion in the study found that the level of lighting in all poly rooms was appropriate, but when viewed from the distribution of light, there were still rooms that were not suitable, namely the mother and child health service room (KIA/KB), the immunization service room. Most of the ventilation in poly rooms is appropriate, but there are still rooms that are not suitable, namely the TB and leprosy service room, and the pharmacy service room. The direction of air circulation in most of the rooms is appropriate, but there are still rooms that are not suitable, namely the maternal and child health service room (KIA/KB), and the immunization service room. The clean water system and liquid waste treatment system in the ward room of the Gedangan Health Center building are appropriate. The solid waste treatment system, both medical and non-medical, in the poly room of the Gedangan Health Center building is also considered appropriate. Most of the hygiene systems in poly rooms are appropriate, but there are still rooms that are not suitable, namely the immunization service room and the sanitation clinic room. The electrical system in all poly rooms is also considered appropriate because all of them meet the standards. The communication system inside the building in the poly room of the Gedangan Health Center is considered appropriate. The fire protection system, namely the completeness of the APAR (Alat pemadam api ringan) in the poly room of the Gedangan Health Center building, was considered inappropriate.
