Abstract

Seiring dengan bertambahnya jumlah penduduk Indonesia per tahun, jumlah kebutuhan pangan tentu ikut bertambah. Untuk memenuhi kebutuhan pangan yang ada, maka diperlukan strategi pemenuhan kebutuhan pangan pokok. Dalam penanganannya, salah satu strategi utama dalam pemenuhan kebutuhan pangan yaitu dengan pembangunan dan rehabilitasi jaringan irigasi. Agar keberlangsungan aset irigasi yang sudah dikelola dapat bertahan, maka harus dilakukan evaluasi secara berkala sesuai dengan Peraturan Menteri (Permen) Nomor 23 tahun 2015 tentang Pengelolaan Aset Irigasi. Evaluasi kinerja dari suatu sistem irigasi berguna untuk dapat mengetahui angka kinerja dari suatu sistem irigasi yang nantinya akan dilakukan perencanaan untuk mencapai tingkat layanan tertentu. Dalam perencanaan untuk tingkat pelayanan irigasi yang dimaksud, dilakukan pengukuran menggunakan kinerja sistem irigasi, yang terdiri atas unsur aspek prasarana fisik, aspek ketersediaan air, aspek produktivitas tanam, aspek sarana penunjang O&P (Operasi dan Pemeliharaan), aspek organisasi dan personalia, aspek dokumentasi, dan aspek perkumpulan petani pemakai air (P3A). Dari hasil survei yang dilakukan di Daerah Irigasi Ngajum, terdapat 6 titik kerusakan yang terdiri dari 4 kerusakan lining saluran, dan 2 saluran yang dipenuhi oleh sedimen dan sampah. Untuk indeks kinerja irigasi, Daerah Irigasi Ngajum mendapatkan indeks kinerja sebesar 77,10% dan masuk ke kategori kondisi sedang (60-79%) dengan nilai aspek prasarana fisik sebesar 36,29%, aspek produktivitas tanaman sebesar 14,51%, aspek sarana penunjang O&P (Operasi dan pemeliharaan) sebesar 7,38%, aspek organisasi personalia sebesar 8,72%, aspek dokumentasi sebesar 4,10%, aspek perkumpulan petani pemakai air sebesar 6,10%. Dari hasil perhitungan Angka Kecukupan Nyata Operasi dan Pemeliharaan (AKNOP) pada Daerah Irigasi Ngajum, didapatkan nilai Angka Kecukupan Nyata Operasi dan Pemeliharaan (AKNOP) sebesar Rp. 235.172.711,00.

English Abstract

Along with the increase in the number of Indonesian population per year, the amount of food demand also increases. To meet the currently existing food demand, a strategy to fulfill basic food demand is needed. In this regard, one of the main strategies in fulfilling food demand is the construction and rehabilitation of irrigation networks. In order to maintain the condition and function of currently existing irrigation assets, evaluation must be done periodically, in this case in accordance with Ministerial Regulation No. 23 of 2015 regarding Irrigation Asset Management. Performance evaluation of an irrigation system serves to determine the performance value of an irrigation system which will be designed to achieve a certain level of service. In planning for the level of irrigation services in question, measurements are made using the performance of the irrigation system, which consists of elements of physical infrastructure aspects, aspects of water availability, aspects of the crop productivity, aspects of Operation and Maintenance support facilities, organizational and personnel aspects, documentation aspects, and aspects of the water user farmers association.. From the survey conducted in Ngajum Irrigation Area, 6 damage locations were found consisting of 4 damage to channel lining, and 2 channels filled with sediment and garbage. For the irrigation performance index, Ngajum Irrigation Area gets a performance index of 77.10% and falls into the category of moderate condition (60-79%) with the value of physical infrastructure aspects of 36.29%, aspects of crop productivity of 14.51%, aspects of Operation and Maintenance support facilities of 7.38%, aspects of personnel organization of 8.72%, aspects of documentation of 4.10% and aspects of water user farmers association of 6.10%. From the calculation of the Real Cost Value of Irrigation in Ngajum Irrigation Area, Real Cost Value of Irrigation Operation and Maintenance is Rp. 235.172.711,00.
