Abstract
Latar belakang penelitian ini adalah pada masa pandemic Covid-19 banyak mahasiswa yang orang tuanya terdampak pandemi berupa terkena PHK ataupun pendapatan yang menurun sehingga tidak bisa membayar UKT, serta adanya ancaman demonstrasi dari para mahasiswa terkait penurunan UKT. Menanggapi dan merespon keluhan dari mahasiswa maka pemerintah melalui Kemendikbud telah mengeluarkan kebijakan dalam bidang Pendidikan khususnya Pendidikan Tinggi yaitu Kebijakan Bantuan Uang Kuliah Tunggal (UKT) yang diperuntukkan bagi mahasiswa terdampak pandemic covid-19. Karena kebijakan ini telah dilaksanakan maka perlu untuk dilakukan evaluasi terkait efektivitas kebijakan tersebut. Penelitian ini dilaksanakan di Universitas Negeri Malang. Metode yang digunakan kualitatif deskriptif. Tujuan penelitian ini adalah menganalisis efektivitas kebijakan internal mengenai bantuan Uang Kuliah Tunggal (UKT) pada masa pandemi Covid-19 di Perguruan Tinggi khususnya di Universitas Negeri Malang, menganalisis faktor pendukung dan penghambat efektivitas kebijakan internal mengenai bantuan Uang Kuliah Tunggal (UKT) pada masa pandemi Covid-19 di Perguruan Tinggi khususnya di Universitas Negeri Malang. menganalisis rekomendasi yang diberikan untuk meningkatkan efektivitas kebijakan internal mengenai bantuan Uang Kuliah Tunggal (UKT) pada masa pandemi Covid-19 di Perguruan Tinggi khususnya di Universitas Negeri Malang. Menggunakan teori evaluasi efektifitas kebijakan Ryant Nugroho penilaian lima tepat yaitu tepat kebijakan, tepat pelaksanaan, tepat target, tepat lingkungan, tepat proses. Hasil evaluasi yang dilakukan tentang efektivitas kebijakan internal mengenai bantuan Uang Kuliah Tunggal (UKT) pada masa pandemi Covid 19 di Perguruan Tinggi khususnya di Universitas Negeri Malang menunjukkan sudah efektif, hal ini dapat dilihat dari penilaian menurut teori Riant Nugroho dengan prinsip lima tepat yaitu (1)Tepat kebijakan, tepat dan efektif. Kebijakan internal bantuan UKT pada masa pandemi Covid-19 sudah memuat hal-hal yang dapat memecahkan masalah yaitu membantu mahasiswa yang terdampak dalam membayar UKT di masa pandemi Covid-19 dan kebijakan ini sudah dirumuskan sesuai dengan karakter masalah yang akan diselesaikan walaupun tidak semua mahasiswa terdampak mendapatkan bantuan karena keterbatasan alokasi kuota.(2) Tepat pelaksanaan, tepat dan efektif. Aktor kebijakan dalam kebijakan ini adalah pemerintah melalui Kemendikbud yang melakukan pembiayaan dilakukan oleh Puslapdik dan kebijakan dilaksanakan oleh Universitas Negeri Malang. Pelaksanaan sudah tepat walaupun waktu mepet dan ada kekurangan SDM pada Bagian Kemahasiswaan. (3)Tepat target, tepat dan efektif. Penerima bantuan UKT pada masa pandemi Covid-19 tidak menerima bantuan dari sumber dana lain sehingga tidak terjadi double funding. Kebijakan bantuan UKT pada masa pandemi ini adalah kebijakan baru dan dilanjutkan sampai 3 (tiga)semester yaitu Semester Gasal tahun akademik 2020/2021, Semester Genap tahun akademik 2020/2021 dan Semester Gasal tahun akademik 2021/2022. (4)Tepat lingkungan, sangat tepat dan efektif. Lingkungan kebijakan sangat mendukung (edaran, pedoman pelaksanaan, tim helpdesk kementerian,pengumuman kepada mahasiswa, aplikasi TIK, Tim Helpdesk Fakultas). Lingkungan external yaitu opini publik dari formadiksi memberikan opini yang positif tentang kebijakan ini. (5)Tepat proses, sangat tepat dan efektif. Universitas Negeri Malang menerima kebijakan bantuan UKT pada masa pandemi Covid-19 yang diturunkan oleh Kemendikbud dengan baik. Universitas Negeri Malang mengimplementasikan kebijakan tersebut dengan mengadopsi dari pedoman pelaksanaan. Terbatasnya kuota bantuan UKT dari Kemendikbud sedangkan pengajuan mahasiswa yang terdampak melebihi kuota maka Universitas Negeri Malang memberikan solusi kepada mahasiswa yang tidak lolos mendapatkan bantuan UKT dari kemendikbud dengan menyarankan mengajukan penurunan UKT atau penundaan UKT. Terdapat faktor pendukung yang harus dipertahankan dalam meningkatkan efektivitas kebijakan internal bantuan UKT pada masa pandemi Covid-19 yaitu (1)Sosial media resmi milik UM, (2)Data mahasiswa yang lengkap dan sesuai dengan syarat yang diminta oleh kemendikbud. (3)Aplikasi pengajuan bantuan UKT di siakad. (4)Pimpinan Universitas Negeri Malang yang adil dan profesional dalam mengambil keputusan. (5)Sumber daya manusia yang ahli. (6)Komunikasi dan koordinasi yang baik antar implementor. (7)Sarana dan prasarana yang memadai. Sedangkan faktor penghambat yang harus diperbaiki kedepannya supaya tercapai efektivitas yaitu (1)Literasi digitalisasi mahasiswa yang masih rendah. (2)Jaringan internet yang tidak bisa sampai daerah pelosok. (3)Jumlah kuota yang kurang. (4)Varian instrument yang kurang lengkap. (5)Jadwal yang mepet dari kemendikbud. (6)Kekurangan tenaga di Bagian Kemahasiswaan.
English Abstract
The background of this research is that during the Covid-19 pandemic many students whose parents were affected by the pandemic in the form of layoffs or decreased income so they could not pay UKT, as well as the threat of demonstrations from students regarding the reduction of UKT. Responding to and responding to complaints from students, the government through the Ministry of Education and Culture has issued a policy in the field of Education, especially Higher Education, namely the Single Tutorial Aid (UKT) which is intended for students affected by the co-19 pandemic. Because this policy has been implemented, it is necessary to evaluate the effectiveness of the policy. This research was conducted at State University of Malang. The method used is descriptive qualitative. The purpose of this study was to analyze the effectiveness of the internal policy regarding Single Tutorial Aid (UKT) during the Covid-19 pandemic in Higher Education, especially at State University of Malang, to analyze the supporting and inhibiting factors for the effectiveness of the Internal Policy regarding Single Tutorial Aid (UKT) during the pandemic. Covid-19 in Higher Education, especially at State University of Malang. analyzed the recommendations given to increase the effectiveness of internal policies regarding Single Tutorial Aid (UKT) assistance during the Covid-19 pandemic in Higher Education, especially at Malang State University. Using Ryant Nugroho's policy effectiveness evaluation theory, the five assessments are appropriate, namely the right policy, the right implementation, the right target, the right environment, and the right process. The results of an evaluation conducted on the effectiveness of the internal policy regarding Single Tutorial Aid (UKT) assistance during the Covid 19 pandemic at Higher Education, especially at Malang State University, showed that it was effective, this can be seen from the assessment according to Riant Nugroho's theory with the five principles of right, namely (1 ) Right policy, precise and effective. The internal policy for UKT assistance during the Covid-19 pandemic already contained things that could solve the problem, namely helping students who were affected in paying for UKT during the Covid-19 pandemic and this policy had been formulated according to the character of the problem to be solved even though not all students were affected receive assistance due to limited quota allocations. (2) Appropriate implementation, precise and effective. The policy actor in this policy is the government through the Ministry of Education and Culture, which finances the Puslapdik and the policies are implemented by the State University of Malang. The implementation was right even though time was tight and there was a shortage of human resources in the Student Affairs Section. (3) Right on target, precise and effective. UKT aid recipients during the Covid-19 pandemic did not receive assistance from other funding sources so that double funding did not occur. The UKT assistance policy during this pandemic is a new policy and is continued for 3 semesters, namely Odd Semester for the 2020/2021 academic year, Even Semester for the 2020/2021 academic year and Odd Semester for the 2021/2022 academic year. (4) Right environment, very precise and effective. The policy environment is very supportive (circulars, implementation guidelines, ministry helpdesk team, announcements to students, ICT applications, Faculty Helpdesk Team). The external environment, namely public opinion from formaction, gives a positive opinion about this policy. (5) Precise process, very precise and effective. Malang State University accepted the UKT assistance policy during the Covid-19 pandemic which was handed down by the Ministry of Education and Culture properly. State University of Malang implements the policy by adopting the implementation guidelines. Limited quota for UKT assistance from the Ministry of Education and Culture, while the submission of affected students exceeds the quota, State University of Malang provides a solution for students who do not qualify for UKT assistance from the Ministry of Education and Culture by suggesting submitting a reduction in UKT or postponement of UKT. There are supporting factors that must be maintained in increasing the effectiveness of internal UKT assistance policies during the Covid-19 pandemic, namely (1) UM's official social media, (2) Student data that is complete and in accordance with the requirements requested by the Ministry of Education and Culture. (3) Application for submitting UKT assistance in siakad. (4) Leaders of Malang State University who are fair and professional in making decisions. (5) Expert human resources. (6) Good communication and coordination between implementers. (7) Adequate facilities and infrastructure. While the inhibiting factors that must be corrected in the future in order to achieve effectiveness are (1) Student digitization literacy is still low. (2) Internet network that cannot reach remote areas. (3) The number of quotas that are less. (4) Incomplete instrument variants. (5) the tight schedule from the Ministry of Education and Culture. (6) Lack of manpower in the Student Affairs Section.
