Abstract

Berdasarkan Undang – Undang No. 37 Tahun 2008 Ombudsman Perwakilan Provinsi Kepulauan Riau bertugas untuk menerima dan menyelesaikan laporan terkait dugaan penyimpangan dalam penyelenggaraan pelayanan publik. Namun dalam pelaksanaannya Ombudsman Perwakilan Provinsi Kepulauan Riau masih menemui permasalahan terkait penyelesaian laporan yaitu belum mampu mencapai target penyelesaian laporan masyarakat dan penyelesaian laporan masyarakat tahun 2018 – 2020 mengalami penurunan. Tujuan dari penelitian ini adalah untuk mengetahui kinerja Ombudsman Republik Indonesia Perwakilan Kepulauan Riau yang dianalisis berdasarkan indikator kinerja menurut Dwiyanto dan faktor yang mempengaruhi kinerja menurut Mahmudi pada Ombudsman Republik Indonesia Perwakilan Provinsi Kepulauan Riau terkait penyelesaian laporan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitin deskriptif dengan fokus penelitian yaitu kinerja Ombudsman Kepulauan Riau terkait penyelesaian laporan masyarakat dan faktor yang mempengaruhi kinerja Ombudsman Republik Indonesia Perwakilan Kepulauan Riau terkait penyelesaian laporan masyarakat. Pengumpulan data diperoleh melalui metode wawancara, observasi dan dokumentasi. Penelitian ini menggunkan metode analisis menurut Miles, Huberman dan Saldana yaitu kondensasi data, penyajian data dan penarikan kesimpulan atau verifikasi. Hasil penelitian yang diperoleh adalah analisis kinerja melalui beberapa indikator kinerja di Ombudsman Republik Indonesia Perwakilan Kepulauan Riau terkait penyelesaian laporan masyarakat masih belum optimal yaitu produktivitas Ombudsman Republik Indonesia Perwakilan Kepulauan Riau mengalami penurunan sejak tahun 2018 – 2021 karena kurangnya sdm, akuntabilitas Ombudsman Republik Indonesia Perwakilan Kepulauan Riau sudah dijalankan sesuai dengan prosedur namun dari segi transparansi masih belum dilaksanan karena laporan pertanggungjawaban bersifat dirahasiakan sehingga tidak bisa disebarluaskan kepada masyarakat umum dan hanya bisa diakses oleh pihak-pihak terkait serta faktor personal, sistem dan kontekstual yang mempengaruhi kinerja dari Ombudsman Republik Indonesia Perwakilan Kepulauan Riau terkait penyelesaian laporan masyarakat.

English Abstract

Based on Law No. 37 of 2008 the Ombudsman Representative of the Riau Islands Province is tasked with receiving and resolving reports related to alleged irregularities in the administration of public services. However, in practice the Ombudsman Representative of the Riau Islands Province still encounters problems related to completing reports, namely not being able to reach the target of completing public reports and completing public reports for 201-2020 has decreased. The purpose of this study was to determine the performance of the ombudsman of the republic of indonesia, representatives of the province of the riau islands, which was analyzed based on performance indicators according to Dwiyanto and the factors affecting performance, according to Mahmudi at the Ombudsman of the Republic of Indonesia Representative of the Riau Islands Province regarding the completion of public reports. This study uses a qualitative approach with a descriptive type of research with a focus on research, namely the performance of the Ombudsman of the Riau Islands and factors that affect the performance of the Ombudsman of the Republic of Indonesia Representative of the Riau Islands regarding the completion of public reports. Data collection was obtained through interviews, observation and documentation. This study uses the analytical method according to Miles, Huberman and Saldana, namely data condensation, data display and drawing conclusions or verification. The results of the research obtained are performance analysis through several performance indicators at the Ombudsman of the Republic of Indonesia Representative of the Riau Islands regarding the completion of community reports that are still not optimal, namely the productivity of the Ombudsman of the Republic of Indonesia Representative of the Riau Islands has decreased since 2018 - 2021 due to lack of human resources, accountability of the Ombudsman of the Republic of Indonesia Representative of the Riau Islands Province has been carried out in accordance with procedures but in terms of transparency it has not been carried out because the accountability report is confidential so it cannot be disseminated to the general public and can only be accessed by related parties as well as personal, system and contextual factors that affect the performance of the Ombudsman of the Republic of Indonesia Representative of the Riau Islands Province regarding the completion of community reports.
