Abstract
Indonesia tidak pernah luput dari masalah birokrasi hingga berdampak pada ketidakpercayaan masyarakat terhadap birokrat sebagai aktor yang menjalankan tugas dan wewenang pemerintahan. Reformasi birokrasi menjadi agenda wajib agar dapat meningkatkan kinerja pemerintah melalui berbagai cara dengan tujuan efektivitas, efisiensi, dan akuntabilitas dalam rangka mewujudkan pelayanan prima pada masyarakat. Salah satu area perubahan reformasi birokrasi yang harus dilakukan pembaharuan adalah area tata laksana. Dengan tata laksana yang rumit dan tumpang tindih akan menghambat jalan pemerintah dalam mencapai tujuan serta visi misi instansi. Oleh karena itu, penataan tata laksana menjadi kegiatan yang harus dilakukan oleh seluruh instansi salah satunya Kementerian Pendidikan, Kebudayaan, Riset dan Teknologi (Kemendikbudristek). Agenda yang dilakukan Kemendikbudristek dalam penataan tata laksana tersebut salah satunya yaitu penyusunan peta proses bisnis. Peta proses bisnis merupakan diagram yang menjelaskan hubungan kerja yang efektif antar unit organisasi untuk menghasilkan kinerja dalam mencapai tujuan organisasi. Penyusunan peta proses bisnis di lingkungan Kemendikbudristek telah diatur dalam Keputusan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Nomor 55/O/2022 tentang Penyusunan Peta Proses Bisnis Kemendikbudristek. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Adapun yang menjadi fokus dalam penelitian ini adalah penyusunan peta proses bisnis Kemendikbudristek menurut Kirchmer dan Peraturan Menteri Pendayagunaan Aparatur Negeri dan Reformasi Birokrasi Nomor 19 Tahun 2018 serta faktor pendukung dan penghambat penyusunan peta proses bisnis Kemendikbudristek. Hasil penelitian ini menunjukkan bahwa penyusunan peta proses bisnis Kemendikbudristek sudah dilakukan sesuai dengan Kirchmer dan PermenPANRB Nomor 19 Tahun 2018 yang terdiri dari persiapan dan perencanaaan (design), pengembangan (implementation), implementasi (execution) dan evaluasi (monitoring and controlling) peta proses bisnis. Adapun faktor pendukung dari penyusunan peta proses bisnis adalah tingkat partisipasi aktif dari unit organisasi dan adanya bantuan konsultan serta dari faktor penghambatnya berupa adanya miskoordinasi dengan unit organisasi dan hingga pemanfaatan peta proses bisnis.
English Abstract
Indonesia has never been free from bureaucratic problems that have an impact on public distrust of bureaucrats as actors carrying out government duties and authorities. Bureaucratic reform is a mandatory agenda in order to improve government performance through various means with the aim of effectiveness, efficiency, and accountability in order to realize excellent service to the community. One area of bureaucratic reform that must be reformed is the management area. With complex and overlapping management, it will hinder the government's path in achieving the agency's goals and vision and mission. Therefore, the management arrangement is an activity that must be carried out by all agencies, one of which is the Ministry of Education, Culture, Research and Technology. One of the agendas carried out in the management arrangement is the preparation of a business process map. Business process map is a diagram that describes effective working relationships between organizational units to produce performance in achieving organizational goals. The preparation of the business process map within the Ministry of Education, Culture, Research and Technology has been regulated in the Decree of the Minister of Education, Culture, Research, and Technology Number 55/O/2022 concerning the Preparation of the Ministry of Education, Culture, Research and Technology Business Process Map. This research uses descriptive research with a qualitative approach. The focus of this research is the preparation of the Ministry of Education and Culture's business process map according to Kirchmer and the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 19 of 2018 as well as the supporting and inhibiting factors in the preparation of the Ministry of Education and Culture's business process map.. The results of this study indicate that the preparation of the Ministry of Education and Culture's business process map has been carried out in accordance with Kirchmer and PermenPANRB Number 19 of 2018 which consists of preparation and planning (design), development (implementation), implementation (execution) and evaluation (monitoring and controlling) business process maps . The supporting factors in the preparation of business process maps are the level of active participation from organizational units and the presence of consultants as well as the inhibiting factors in the form of miscoordination with organizational units and the utilization of business process maps.
