Abstract
Program Sosial Bantuan Langsung Tunai Dana Desa (BLT-DD) bagi masyarakat miskin sangat perlu dilakukan karena banyak masyarakat miskin yang terdampak akan adanya pandemi COVID-19. Oleh karena itu pelaksanaan dari program ini harus sangat efektif agar tujuan dari program ini tercapai sehingga dapat berdampak secara positif bagi Keluarga Penerima Manfaat (KPM) BLT DD. Namun yang terjadi di Desa Klagenserut ialah masih terdapat masyarakat miskin yang masuk kedalam kriteria penerima BLT Dana desa yang belum mendapatkan bantuan. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan mengambarkan efektivitas Program Bantuan Langsung Tunai Dana Desa Bagi Masyarakat Miskin Terdampak Pandemi COVID-19 dan menganalisis faktor pendorong dan penghambat dalam Program Bantuan Langsung Tunai Dana Desa Bagi Masyarakat Miskin Terdampak Pandemi COVID-19 di Desa Klagenserut Kabupaten Madiun. Metode dalam penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Adapun metode analisis data yang digunakan dalam penelitian ini adalah teknik analisis yang dikemukakan oleh Miles, Huberman, dan Saklana (2014) pengambaran efektivitas program penelitian ini menggunakan indikator dari Budiani (2007:53) dengan empat indikator efektivitas program yaitu ketepatan sasaran program, sosialisasi program, sasaran program, dan pemantauan program. Hasil dari penelitian ini menujukan bahwa Program BLT Dana Desa di Desa Klagenserut telah tepat sasaran. Hal ini ditunjukan BLT Dana Desa telah berjalan efektif karena pemilihan Keluarga Penerima Manfaat telah sesuai dengan peraturan dan mekanisme yang ada. Indikator sosialisasi program, Pemerintah Desa Klagenserut masih berjalan belum optimal karena hanya menggunakan media perkumpulan desa sebagai media untuk sosialisasi. Selain itu program BLT Dana Desa cukup efektif untuk mengatasi dampak COVID-19. Terdapat faktor dukungan dari partisipasi masyarakat dan komitmen di Pemerintahan dalam pelaksaan program ini. Selain itu ada faktor yang memperlambat program BLT Dana Desa yaitu kurang akuratnya data DTKS dalam awal pendataan masyarakat penerima bantuan. Adapun saran yang diberikan ialah (1) Pemerintah Desa Klagenserut melakukan sosialisasi dengan berbagai macam media seperti banner, (2) Pemerintah Desa melakukan pemuthakiran DTKS, dan (3) pemerintah desa dapat memprioritaskan bantuan kepada masyarakat yang tidak menerima BLT Dana Desa
English Abstract
The Village Fund Direct Cash Assistance Social Program (BLT-DD) for the poor really needs to be implemented because many poor people have been affected by the COVID-19 pandemic. Therefore the implementation of this program must be very effective so that the objectives of this program are achieved so that it can have a positive impact on BLT DD Beneficiary Families (KPM). However, what happened in Klagenserut Village was that there were still poor people who were included in the BLT Village Fund recipient criteria who had not received assistance. The purpose of this study is to describe and illustrate the effectiveness of the Village Fund Direct Cash Assistance Program for Poor Communities Affected by COVID-19 and analyze the driving and inhibiting factors in the Village Fund Direct Cash Assistance Program for Poor Communities Affected by the COVID-19 Pandemic in Klagenserut Village, Madiun Regency. The method in this study used descriptive research with a qualitative approach, with data collection techniques through interviews, observation, and documentation. The data analysis method used in this study is the analytical technique proposed by Miles, Huberman, and Saklana (2014) to describe the effectiveness of this research program using indicators from Budiani (2007: 53) with four indicators of program effectiveness, namely program targeting accuracy, program outreach, program objectives, and program monitoring. The results of this study indicate that the Village Fund BLT Program in Klagenserut Village has been right on target. This is shown by the Village Fund BLT that has been running effectively because the selection of Beneficiary Families is in accordance with existing regulations and mechanisms. However, due to the limited number of quotas, there are poor people who do not receive Village Fund BLT assistance. However, in terms of program socialization indicators, the Klagenserut Village Government is still running ineffectively because it only uses village association media as a medium for outreach. In addition, the Village Fund BLT program is quite effective in overcoming the impact of COVID-19. There is a factor of support from community participation and commitment in the Government in implementing this program. In addition, there are factors that slow down the Village Fund BLT program, namely the inaccuracy of DTKS data in the initial data collection of beneficiary communities. The suggestions given are (1) the Klagenserut Village Government conducts outreach with various kinds of media such as banners, (2) the Village Government updates DTKS, and (3) the village government can prioritize assistance to people who do not receive Village Fund BLT
