Abstract

Kebijakan revitalisasi Pasar Tradisional Gringging di Kabupaten Kediri merupakan upaya Pemerintah Kabupaten Kediri untuk peningkatan pembangunan ekonomi daerah. Salah satu contoh bentuk inovasi ini yaitu revitalisasi pembangunan pasar. Tujuan dari penelitian ini adalah mendeskripsikan dan menganalisis tentang 1) Hasil implementasi kebijakan revitalisasi Pasar Tradisional Gringging di Kabupaten Kediri; 2) Faktor pendukung dan penghambat dalam implementasi kebijakan revitalisasi Pasar Tradisional gringging di Kabupaten Kediri. Penelitian implementasi Kebijakan Revitalisasi Pasar Tradisional Gringging di Kabupaten Kediri menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian dalam penelitian ini yang pertama, implementasi kebijakan revitalisasi Pasar Tradisional Gringging Kabupaten Kediri dengan menggunakan teori dari George Edward III . Hasil penelitian ini memberikan fakta bahwa implementasi kebijakan revitalisasi pasar tradisional gringging di Kabupaten Kediri masih perlu diperbaiki, dalam indikator komunikasi antara Dinas Perdagangan Kabupaten Kediri dengan pedagang di pasar secara khusus serta masyarakat secara umum masih kurang. Pada indikator sumber daya perlu adanya peningkatan kualitas dan kuantitas dari pegawai Dinas Perdagangan itu sendiri. Khususnya dengan spesifikasi keahlian pembangunan dan kontruksi. Pada indikator disposisi perlu mengkaji ulang dan menetapkan kembali Standart Operational Procedure (SOP) terkait sosialisasi sebelum pembangunan pasar dimulai, serta pada indikator struktur birokrasi sudah sesuai. Faktor pendukung dari pelaksanaan revitalisasi pada Pasar Tradisional Gringging yaitu dukungan Pemerintah Kabupaten kediri atas terselenggaranya kebijakan tersebut serta apresiasi dan antusias pelaku pasar dalam memanfaatkan pelayanan pada Pasar Tradisional Gringging. Faktor penghambat yakni Stagnasi atas carut marutnya pedagang dengan kondisi pasar, Tata lokasi toko modern dan grosir yang berdekatan dengan Pasar Tradisional Gringging, Pesimiesme pedagang atas revitalisasi Pasar Tradisonal Gringging.

English Abstract

The Gringging Traditional Market revitalization policy in Kediri Regency is an effort of the Kediri Regency Government to increase regional economic development. One example of this form of innovation is the revitalization of market development. The purpose of this study is to describe and analyze 1) the results of the implementation of the Gringging Traditional Market revitalization policy in Kediri Regency; 2) Supporting and inhibiting factors in the implementation of the gringging Traditional Market revitalization policy in Kediri Regency. Research on the implementation of the Gringging Traditional Market Revitalization Policy in Kediri Regency uses descriptive research methods with a qualitative approach. The focus of the research in this study is the first, the implementation of the policy of revitalizing the Gringging Traditional Market in Kediri Regency using the theory of George Edward III. The results of this study provide the fact that the implementation of the traditional gringging market revitalization policy in Kediri Regency still needs to be improved, in terms of communication indicators between the Kediri Regency Trade Office and traders in the market in particular and the community in general is still lacking. In the resource indicator, it is necessary to increase the quality and quantity of the Trade Office employees themselves. Especially with the specification of development and construction expertise. On the disposition indicator, it is necessary to review and re-establish the Standard Operational Procedure (SOP) related to socialization before market development begins, as well as the indicators that the bureaucratic structure is appropriate. The supporting factors of the implementation of the revitalization of the Gringging Traditional Market are the support of the Kediri Regency Government for the implementation of the policy as well as the appreciation and enthusiasm of market participants in utilizing services at the Gringging Traditional Market. The inhibiting factors are the stagnation of the chaos of traders with market conditions, the layout of modern stores and wholesalers close to the Gringging Traditional Market, the pessimism of traders over the revitalization of the Gringging Traditional Market.
