Abstract

Kabupaten Kediri merupakan salah satu wilayah di Jawa Timur yang menghadapi masalah sosial berupa semakin meningkatnya jumlah pernikahan usia dini. Dalam rangka mengatasi hal tersebut, maka pemerintah Kabupaten Kediri melalui Dinas Pengendalian Penduduk, Keluarga Berencana, Pemberdayaan Perempuan, dan Perlindungan Anak Kabupaten Kediri (Dinas P2KBP3A) mengimplementasikan Program Generasi Berencana (Program GenRe). Sesuai dengan latar belakang tersebut, maka tujuan penulisan Skripsi ini adalah untuk menganalisis implementasi Program GenRe dan untuk mengetahui faktor-faktor pendukung dan penghambat implementasi program tersebut dalam menekan angka pernikahan dini di Kabupaten Kediri. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Adapun fokus penelitian ditetapkan sesuai dengan tujuan penelitian, yaitu mengenai implementasi program GenRe dan faktor-faktor pendukung dan penghambat implementasi program tersebut. Data penelitian terdiri dari data primer berupa hasil wawancara dengan para informan penelitian; dan data sekunder yang berupa regulasi, buku kerja, serta peraturan-peraturan yang berkaitan dengan Program GenRe. Data- data tersebut selanjutnya diolah menggunakan teknik analisis kualitatif interaktif dengan mengacu pada model yang dikembangkan oleh Miles & Huberman, yang terdiri dari empat langkah, yaitu kondensasi data, penyajian data, penarikan kesimpulan, dan verifikasi. Hasil analisis menyatakan bahwa implementasi program GenRe oleh Dinas P2KBP3A masih belum optimal. Hal ini disebabkan karena sosialisasi program yang masih kurang intens, anggaran implementasi program GenRe yang kurang memadai, dan sikap masyarakat yang kurang mendukung implementasi program GenRe. Faktor yang perlu ditingkatkan pengaruhnya untuk mengoptimalkan implementasi program GenRe adalah faktor komunikasi dan sumber daya anggaran. Faktor pendukung implementasi program GenRe antara lain faktor kesediaan dan sikap kooperatif masyarakat, dan dukungan pihak swasta dan pemerintah. Faktor penghambatnya adalah kurangnya anggaran implementasi program dan kurang menariknya desain program bagi remaja. Berdasarkan kesimpulan tersebut, maka saran yang dapat diajukan adalah perlunya perumusan panduan pelaksanaan Program GenRe oleh pemerintah melalui BKKBN, perlunya Pemerintah Kabupaten Kediri untuk memperhatikan kebutuhan dari Dinas P2KBP3A dalam hal anggaran implementasi Program GenRe. Selain itu, Dinas P2KBP3A juga perlu merancang ulang kemasan program GenRe agar lebih menarik bagi remaja. Saran bagi pihak masyarakat adalah untuk lebih aktif dalam ikut mensosialisasikan program GenRe kepada anggota masyarakat lainnya.

English Abstract

Kediri Regency is one of the areas in East Java that is facing social problems in the form of an increasing number of early marriages. To overcome this, the government of Kediri Regency through the Department of Population Control, Family Planning, Women's Empowerment, and Child Protection of Kediri Regency (Department of P2KBP3A) implemented the Generation Planning Program (GenRe Program). In accordance with this background, the purpose of this study is to analyze the implementation of the GenRe Program and to find out the factors supporting and inhibiting the implementation of the program in suppressing the number of early marriages in Kediri Regency. The type of research used is descriptive research with a qualitative approach. The research focus is determined according to the research objectives, namely the implementation of the GenRe program and the supporting and inhibiting factors for the implementation of the program. The research data consisted of primary data in the form of interviews with research informants; and secondary data in the form of regulations, workbooks, and regulations related to the GenRe Program. The data is then processed using interactive qualitative analysis techniques with reference to the model developed by Miles & Huberman, which consists of four steps, namely data condensation, data presentation, conclusion drawing, and verification. The results of the analysis state that the implementation of the GenRe program by the P2KBP3A Office is still not optimal. This is due to the lack of intense socialization of the program, the insufficient budget for the implementation of the GenRe program, and the attitude of the people who do not support the implementation of the GenRe program. Factors that need to increase their influence to optimize the implementation of the GenRe program are communication and budgetary resources factors. Factors supporting the implementation of the GenRe program include the willingness and cooperative attitude of the community, and support from the private sector and the government. The inhibiting factors are the lack of budget for program implementation and the lack of attractive program design for youth. Based on these conclusions, the suggestions that can be put forward are the need for the formulation of guidelines for the implementation of the GenRe Program by the government through the BKKBN, the need for the Kediri Regency Government to pay attention to the needs of the P2KBP3A Office in terms of the GenRe Program implementation budget. Apart from that, the P2KBP3A Office also needs to redesign the packaging of the GenRe program to make it more attractive to teenagers. The suggestion for the community is to be more active in socializing the GenRe program to other members of the community.
