Abstract
Mutu pendidikan dapat tercapai melalui sebuah sistem penjaminan mutu sebagai alat untuk quality control. Sistem Penjaminan Mutu Internal (SPMI) dalam lembaga pendidikan mutlak harus dijalankan dengan baik dan wajib memenuhi standar penyelenggaraan yang ditetapkan oleh pemerintah yang disebut Standar Nasional Pendidikan Tinggi (SN Dikti). Universitas Brawijaya (UB) telah menjalankan SPMI yang ditetapkan dengan kebijakan Peraturan Universitas Brawijaya Nomor 1 Tahun 2017 tentang Standar Mutu, sehingga UB dan program studi di UB sudah banyak mencapai akreditasi tertinggi yaitu Unggul. Metode yang digunakan yaitu penelitian deskriptif pendekatan kualitatif. Fokus penelitiannya adalah menganalisis pelaksanaan SPMI UB pada Standar Mutu Pendidikan UB dengan mengacu pada SN Dikti dalam 8 ruang lingkup Standar Nasional Pendidikan (SNP), serta faktor yang menjadi pendukung dan penghambat secara eksternal maupun internal. Lokasi penelitiannya yaitu di UB. Situsnya di LPM UB. Teknik pengumpulan data yang digunakan yaitu wawancara dan dokumentasi. Hasil penelitian ini antara lain: 1) Implementasi SPMI di UB melalui lima tahapan yaitu siklus OSDAT (menyerupai PPEPP) yang secara umum telah dilaksanakan dengan optimal dan dapat dibuktikan dari hasil AIM dalam bentuk laporan tinjauan manajemen. Selain itu, bukti lain pelaksanaan SPMI dilihat dari SPME/akreditasi karena keduanya saling berkaitan. Pelaksanaan SPMI UB yang berfokus pada delapan Standar Mutu Pendidikan UB telah mengacu bahkan melampaui SN Dikti. 2) Faktor pendukung, internal yaitu kuatnya komitmen pimpinan rektorat UB, serta eksternal yaitu kebijakan pemerintah pelaporan pelaksanaan SN Dikti dan akreditasi BAN-PT pemenuhan kriteria pelaksanaan SPMI. Faktor penghambat, internal yaitu SPMI awareness beberapa pimpinan UB masih rendah dan mekanisme pelaksanaan AIM setiap tahun selalu berubah, serta eksternal yaitu kebijakan pemerintah terkait SPMI yang masih sering berubah dan kesulitan komunikasi/koordinasi selama Pandemi Covid-19 dalam pelaksanaan SPMI di UB.
English Abstract
The quality of education can be achieved through a quality assurance system as a tool for quality control. The Internal Quality Assurance System (SPMI) in educational institutions absolutely must be run properly and must meet the implementation standards set by the government which are called the National Higher Education Standards (SN Dikti). Universitas Brawijaya (UB) has implemented SPMI which is determined by the policy of Universitas Brawijaya Regulation No. 1 of 2017 concerning Quality Standards, so that UB and study programs at UB have achieved the highest accreditation, namely Excellent. The method used is descriptive research with a qualitative approach. The focus of his research is to analyze the implementation of UB's SPMI on UB's Education Quality Standards with reference to SN Dikti within the 8 scopes of National Education Standards (SNP), as well as the supporting and inhibiting factors externally and internally. The research location is in UB. The site is at LPM UB. Data collection techniques used are interviews and documentation. The results of this study include: 1) Implementation of SPMI in UB through five stages, namely the OSDAT cycle (similar to PPEPP) which in general has been implemented optimally and can be proven from the results of AIM in the form of a management review report. In addition, other evidence of SPMI implementation can be seen from SPME/accreditation because the two are interrelated. The implementation of SPMI UB which focuses on eight UB Education Quality Standards has referred to and even surpassed SN Dikti. 2) Supporting factors, internal, namely the strong commitment of the UB rectorate leadership, and external, namely the government's policy on reporting the implementation of SN Dikti and BAN-PT accreditation to fulfill SPMI implementation criteria. Inhibiting factors, internal, namely SPMI awareness of several UB leaders is still low and the mechanism for implementing AIM is always changing every year, as well as externally, namely government policies related to SPMI which are still changing frequently and communication/coordination difficulties during the Covid-19 Pandemic in implementing SPMI at UB.
