Abstract
Dalam skripsi ini penulis mengangkat permasalahan terkait penegakan hukum disiplin ASN pada masa pandemi Covid-19 di Setjen DPR RI.” “Pemilihan tema tersebut dilatarbelakangi karena peneliti masih menemukan adanya pelanggaran yang dilakukan oleh ASN Setjen DPR RI pada saat diberlakukannya kerja dari rumah (WFH) di masa pandemi covid-19.” “Jenis pelanggaran yang dilakukan yaitu tidak bekerja pada jam kerja. Berdasarkan hal tersebut, rumusan masalah dalam penelitian ini adalah (1) Bagaimana penegakan hukum disiplin ASN pada masa Pandemi Covid-19 di Serketariat Jenderal DPR RI? (2) Apasajakah faktor penghambat dan penunjang dihadapi dalam pelaksanaan penegakan hukum disiplin Aparatur Sipil Negara pada masa pandemi coronavirus disease-19 di Sekretariat Jenderal Dewan Perwakilan Rakyat Republik Indonesia? Untuk Metode yang digunakan dalam penelitian ini menggunakan Sosio Legal dengan menggunakan pendekatan Yuridis Sosiologis.” Dari hasil penelitian yang dilakukan penulis dapat disimpulkan bahwa penegakan hukum disiplin ASN di Setjen DPR RI pada masa pandemi covid-19 belum berjalan dengan baik, hal ini dikarenakan beberapa faktor sebagaimana dikemukakan oleh Soerjono Soekanto, yaitu aturan hukum, penegak hukum, sarana atau fasilitas, faktor masyarakat, dan faktor kebudayaan yang belum secara maksimal bekerja. Faktor penunjang dari penegakan hukum yang dilakukan juga baru sebatas pada sistem dan jaringan yang dibentuk oleh Setjen DPR RI. Faktor penghambat yaitu belum dilakukannya tracing secara berkala, lemahnya pengawasan yang dilakukan, kurang tegasnya sanksi, dan kurangnya kesadaran ASN terkait dengan disiplin ASN.

In this thesis, the author raises issues related to law enforcement for ASN discipline during the Covid-19 pandemic at the Secretariat General of the DPR RI.” “The reason for choosing the theme was because researchers still found violations committed by the ASN Secretariat General of the House of Representatives during the implementation of work from home (WFH) during the COVID-19 pandemic.” “The type of violation committed is not working during working hours. Based on this, the formulation of the problem in this study is (1) How is the law enforcement for ASN discipline during the Covid-19 Pandemic at the Secretariat General of the DPR RI? (2) What are the inhibiting and supporting factors faced in implementing the discipline law enforcement of the State Civil Apparatus during the coronavirus disease-19 pandemic at the Secretariat General of the House of Representatives of the Republic of Indonesia? The method used in this study uses Socio Legal by using a Sociological Juridical approach.” “From the results of the research conducted by the author, it can be concluded that the enforcement of ASN discipline law at the Secretariat General of the DPR RI during the COVID-19 pandemic has not gone well, this is due to several factors as stated by Soerjono Soekanto, namely the rule of law, law enforcement, facilities or facilities, community factors, and cultural factors that have not worked optimally.” “The supporting factors of law enforcement that are carried out are also only limited to the system and network established by the Secretariat General of the DPR RI.” “The inhibiting factors are that tracing has not been carried out on a regular basis, the weak supervision carried out, the lack of strict sanctions, and the lack of ASN awareness related to ASN”
