Abstract
Pada bulan Januari 2020 hingga Januari 2021 perkembangan kasus Covid-19 meningkat secara drastis. Sehingga dalam menanggulangi dampak negatif dan penurunan tingkat produktivitas ekonomi di Indonesia, pemerintah Indonesia membuat perencanan pengadaan vaksin dan pelaksanaan vaksinasi dengan memberlakukan Peraturan Presiden Nomor 99 Tahun 2020 tentang Pengadaan Vaksin Dan Pelaksanaan Vaksinasi Dalam Rangka Penanggulangan Pandemi Coroiva Virus Disease 2019. Namun hal yang disayangkan, terdapat penolakan vaksinasi oleh beberapa masayrakat Kota Batu. Sehingga penulis mencoba melakukan penelitian dengan 2 rumusan masalah, yaitu mengapa terdapat masyarakat yang menolak vaksinasi Covid-19 oleh Dinas Kesehatan di Kota Batu? dan bagaimana kendala serta upaya yang dihadapi oleh Dinas Kesehatan Terhadap Masyarakat yang Menolak Vaksinasi Covid-19 di Kota Batu?. Jenis penelitian ini adalah penelitian social legal studi dan dapat disebut pula dengan penelitian lapangan, yaitu mengkaji ketentuan hukum yang berlaku serta apa yang terjadi dalam kenyataannya di masyarakat. Berdasarkan ruang lingkup dan identifikasi masalah yang telah diuraikan, maka metode pendekatan yang diambil adalah pendekatan yuridis sosiologis. Penulis mendapatkan hasil penelitian bahwa alasan masyarakat Kota Batu menolak Vaksinasi Covid-19 oleh Dinas Kesehatan dipengaruhi oleh beberapa faktor, seperti adanya berita hoax atau informasi yang tidak benar mengenai vaksin Covid-19 seperti adanya kandungan babi atau alkohol, adanya pionir masyarakat yang menolak vaksin Covid-19 seperti contohnya Jerinx SID yang dipercaya oleh masyarakat mengenai teori konspirasinya, adanya pengaruh faktor agama ataupun budaya yang menolak vaksinasi dan adanya kasus jasa cetak vaksin yang marak. Kendala yang dihadapi juga begitu banyak seperti adanya penyebaran informasi hoax, penolakan dari masyarakat dan sebagainya. Sedangkan upaya yang dilakukan Dinas Kesehatan seperti sosialisasi, pemberlakuan peraturan wajib vaksin dan penyebarluasan informasi di media sosial.
English Abstract
From January 2020 to January 2021, the development of Covid-19 cases increased drastically. So that in tackling the negative impacts and decreasing levels of economic productivity in Indonesia, the Indonesian government makes plans for the procurement of vaccines and the implementation of vaccinations by enacting Presidential Regulation Number 99 of 2020 concerning Vaccine Procurement and Vaccination Implementation in the Context of Combating the 2019 Coroiva Virus Disease Pandemic. there is a rejection of vaccination by some people of Batu City. So the author tries to do research with 2 problem formulations, namely why are there people who refuse the Covid-19 vaccination by the Health Office in Batu City? and what are the obstacles and efforts faced by the Health Service for People who Refuse Covid-19 Vaccination in Batu City?. This type of research is a social legal study study and can also be referred to as field research, namely examining applicable legal provisions and what is happening in reality in society. Based on the scope and identification of the problems that have been described, the approach method taken is a sociological juridical approach. The author got the results of the study that the reason why the people of Batu City refused the Covid-19 Vaccination by the Health Service was influenced by several factors, such as the existence of hoax news or incorrect information about the Covid-19 vaccine such as the presence of pork or alcohol, the existence of community pioneers who refused the Covid vaccine. -19 such as Jerinx SID, who is trusted by the public regarding his conspiracy theories, the influence of religious or cultural factors that refuse vaccinations and the widespread cases of vaccine printing services. The obstacles faced are also so many such as the spread of hoax information, rejection from the community and so on. Meanwhile, the efforts made by the Health Office include socialization, enforcement of mandatory vaccine regulations and information dissemination on social media.
