Abstract

Sebagai konsekuensi tuntutan masyarakat terhadap kebutuhan akan pelayanan prima atau pelayanan yang bermutu tinggi sudah selayaknya setiap organisasi perlu memperhatikan kinerjanya sehingga dapat mempertahankan eksistensinya. Namun, di beberapa daerah masih sering dijumpai kondisi BUMD di mana tujuan pembentukannya belum dapat dicapai. Dalam Perumdam Tirta Wakatobi indikasi permasalahan kinerja terlihat dari ketidakmampuan Perumdam memberikan bagi hasil kepada Pemerintah Kabupaten Wakatobi atas penyertaan modal yang telah diberikan selama tiga tahun terakhir. Permasalahan tersebut perlu dilakukan pengukuran kinerja secara komprehensif. Penelitian dilakukan dengan pendekatan kuantitatif dengan tujuan untuk menganalisis kinerja Perumdam Tirta Wakatobi Kabupaten Wakatobi menggunakan Balanced Scorecard dalam empat perspektif yaitu keuangan, pelanggan, proses bisnis internal, serta pertumbuhan dan pembelajaran. Penelitian juga menggunakan metode wawancara mengidentifikasi faktor-faktor yang dapat menurunkan capaian kinerja Perumdam Tirta Wakatobi Kabupaten Wakatobi serta upaya yang telah dilakukan oleh Perumdam atas faktor-faktor tersebut. Hasil penelitian menunjukkan bahwa kinerja Perumdam Tirta Wakatobi dikategorikan sebagai kurang sehat dengan nilai akhir 2,45. Capaian kinerja di antara empat perspektif Balanced Scorecard menunjukkan ketidakseimbangan di mana perspektif keuangan merupakan perspektif yang paling tinggi capaian kinerjanya dibandingkan dengan perpektif yang lain. Faktor-faktor yang menyebabkan rendahnya capaian kinerja antara lain Perumdam belum melakukan penyesuaian tarif air sejak tahun 2009 sampai dengan saat ini, Perumdam belum menyusun rencana bisnis dan rencana kerja anggaran, kerusakan instalasi produksi, ketergantungan instalasi produksi terhadap pembangkit listrik tenaga surya, serta belum adanya perencanaan dan standar operasional prosedur terkait penanganan kebocoran dan penjaminan akurasi meter air pelanggan, tidak terdapat target, strategi, dan standar operasional prosedur kepegawaian seperti rekrutmen, pengembangan kompetensi, dan jenjang karir.

English Abstract

As a consequence of the demands of the community for the need for excellent service or high quality service, it is appropriate that every organization needs to pay attention to its performance so that it can maintain its existence. However, in some areas there are still BUMD conditions where the objectives of its establishment have not been achieved. In Perumdam Tirta Wakatobi, indications of performance problems can be seen from the inability of Perumdam to provide profit sharing to the Wakatobi Regency Government for the equity participation that has been provided for the last three years. These problems need to be carried out a comprehensive performance measurement. The research was conducted using a quantitative approach with the aim of analyzing the performance of Perumdam Tirta Wakatobi Wakatobi Regency using the Balanced Scorecard in four perspectives, namely finance, customers, internal business processes, as well as growth and learning. The research also uses the interview method to identify factors that can reduce the performance achievements of Perumdam Tirta Wakatobi Wakatobi Regency and the efforts that have been made by Perumdam on these factors. The results showed that the performance of Perumdam Tirta Wakatobi was categorized as unhealthy with a final score of 2.45. Performance achievements among the four perspectives of the Balanced Scorecard show an imbalance in which the financial perspective is the perspective with the highest performance achievements compared to other perspectives. Factors that cause low performance include that Perumdam has not made adjustments to water rates since 2009 until now, Perumdam has not prepared a business plan and budget work plan, damage to production installations, dependency of production installations on solar power plants, and the absence of planning and standard operating procedures related to handling leaks and guaranteeing the accuracy of customers' water meters, there are no targets, strategies, and standard operating procedures for staffing such as recruitment, competency development, and career paths.
