Abstract

Penelitian ini mengeksplorasi kebijakan aksesibilitas digital di institusi pemerintahan dengan kaca mata insitusionalisme sosiologis dan kajian disabilitas kritis. Melalui pendekatan studi kasus terhadap lima institusi pemerintahan yang terkait langsung dengan mandate Undang-Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas, peneliti mempertanyakan bagaimana institusi melembagakan isu inklusi-disabilitas yang terkait dengan aksesibilitas teknologi informasi dan komunikasi digital. Pendekatan dan teori dalam penelitian ini memungkin penulis untuk menelusuri, menelisik, dan mendalami mitos kelembagaan, arah dan laku praktik penyelenggaraan inklusi-disabilitas di ruang digital, dan bagaimana kesenjangan digital dihadapi di tengah meningkatnya diskursus disabilitas di Indonesia. Kajian disabilitas kritis memberikan gambaran utuh bagaimana penyandang disabilitas mengakses teknologi informasi dan komunikasi digital. Kondisi kesenjangan digital yang kompleks, merentang dari kebijakan, literasi, ekonomi, dan kepemilikan terhadap gawai, menunjukkan bahwa kesenjangan tersebut mengalami interseksi persoalan. Eksplorasi melalui sudut pandang institusi dan kebijakan di dalamnya mengetengahkan kembali bahwa interseksi persoalan itu benar adanya, utamanya di sisi pemahaman pemangku kebijakan dan norma atau mitos kelembagaan terhadap isu disabilitas. Pandangan pada isu disabilitas di institusi pemerintahan terkait dengan aksesibilitas digital masih dipenuhi dengan pandangan medis, rasa kasihan, segregatif, dan rehabilitasi. Desain universal yang mengandaikan ketunggalan ruang digital tidak menemukan titik permulaan untuk meningkatkan aksesibilitas digital, kecuali dengan terlebih dahulu mengubah sudut pandang itu dan membuka lebar pintu partisipasi penyandang disabilitas di berbagai sektor institusi. Ambiguitas pandangan, perbedaan tingkat pemahaman terhadap norma, dan kekeliruan praktik implementasi layanan aksesibilitas informasi dan komunikasi digital tidak hanya menggambarkan bahwa institusi melakukan malapraktik layanan yang secara beruntun menyebabkan disinformasi, stigma, dan diskriminasi, tetapi juga menunjukkan bahwa institusionalisme sosiologis tidak cukup mampu menjelaskan benturan mitos kelembagaan dalam ruang tunggal digital.

English Abstract

This research explores digital accessibility policies in government institutions in the view of sociological institutionalism and critical disability studies. Through a case study to five government institutions directly related to the mandate of Law 8/2016 on Persons with Disabilities, I have explored how institutions institutionalised accessibility of digital information and communication technology for persons with disabilities. The approach and theory in this research allows the author to trace, examine, and explore institutional myths, direction and practice of organising disability-inclusions in the digital realm, and how digital divide has been faced amid increasing disability discourse in Indonesia. Critical disability studies have provided a complete picture of how people with disabilities access digital information and communication technologies. The complex conditions of the digital divide, from policy, literacy, financial condition, and ownership of the device, show that the gap has intersectional problems. Exploration through the logical appropriateness of institutions and policies in it emphasises that such intersection of problems is disastrously true, especially in terms of stakeholder understanding and institutional norms or myths on disability issue. Medical and charity model of disability, segregation, and rehabilitation are still in the heart of government institutions related to digital accessibility. The universal design that presupposes singularity of digital realm finds no starting point for improving digital accessibility, except by changing norms and institutional myth and opening widely the participation of persons with disabilities in various sectors of governance. Ambiguity of views, differences in levels of understanding of norms, and the fallacy of practises for implementing digital accessibility in information and communication technology not only illustrate that institutions malpractices services. They do not only lead to disinformation, stigma, and discrimination, but also show that sociological institutionalism is not sufficiently capable of explaining clashes of institutional myths in the singularity of digital space.
