Abstract
Kemunculan dan cepatnya penyebaran penyakit COVID-19 berdampak negatif pada ekonomi global, industri, korporasi, dan industri kecil dan menengah (IKM). Keberadaan IKM yang mendominasi di wilayah Indonesia, harus terkena imbas paling besar. IKM keripik tempe di Sanan Kota Malang juga harus menghadapi masalah arus kas, penutupan operasi, PHK pekerja, serta pengurangan tenaga kerja. Hal tersebut berakibat pada pendapatan para pengrajin di sentra industri yang menurun drastis hingga kini. Diperlukan analisis guna mengetahui strategi yang diperlukan industri keripik tempe Malang dalam menghadapi pandemi sekaligus meningkatkan daya saing antar sesama IKM. Penelitian ini bertujuan untuk mengidentifikasi keunggulan daya saing IKM pasca pandemi dengan menggunakan Berlian Porter. Kemudian melakukan analisis lingkungan eksternal dan internal menggunakan SWOT. Hasil penentuan prioritas alternatif strategi dianalisa menggunakan AHP. Penelitian ini dilakukan di Sentra IKM keripik tempe Sanan Kota Malang pada bulan Oktober 2020 hingga Februari 2021. Responden penelitian adalah pengrajin keripik tempe Sanan Kota Malang yang masuk klasifikasi industri kecil. Responden difokuskan kepada IKM yang masih bertahan dan melakukan produksi serta pemasaran secara mandiri selama pandemi berlangsung. Hasil analisis menunjukkan bahwa diantara atribut pada faktor kondisi, permintaan, industri terkait, serta persaingan industri, atribut dorongan inovasi memiliki nilai bobot tertinggi sebesar 3,73. Faktor internal yang paling berpangaruh terhadap peningkatan daya saing IKM keripik tempe Sanan dari segi kekuatan adalah keripik tempe merupakan produk khas Kota Malang (0,15) dan dari segi kelemahan adalah produksi masih belum kontinyu karena efek pandemi (0,06). Sedangkan untuk faktor eksternal yang paling berpangaruh, dari segi peluang adalah trend masyarakat dalam melakukan transaksi online semakin meningkat (0,32) dan dari segi ancaman adalah pandemi COVID-19 masih menyebabkan situasi ekonomi belum menentu (0,18). Posisi IKM Sanan terletak pada pada kuadran ke- III dengan strategi hold and maintain. Analisis prioritas alternatif strategi didapatkan bahwa alternatif menjalin kerjasama pendanaan, pelatihan, hingga penelitian dengan lembaga keuangan, instansi pemerintah, maupun perguruan tinggi untuk bertahan selama pandemi COVID-19 berada pada ranking pertama senilai 0,4457.
English Abstract
The emergence and rapid spread of COVID-19 has a negative impact on the global economy, industry, corporations, and small and medium-sized industries (IKM). The existence of SMEs that dominate in the territory of Indonesia, must be affected the most. Tempe chips SMEs in Sanan, Malang City also have to face cash flow problems, closing operations, laying off workers, and reducing labor. This has resulted in the income of the craftsmen in the industrial center which has decreased drastically until now. Analysis is needed to find out the strategies needed by the Malang tempe chip industry in dealing with the pandemic while increasing competitiveness among IKM. This study aims to identify the competitive advantages of post-pandemic SMEs using Berlian Porter. Then perform an analysis of the external and internal environment using SWOT. The results of determining the priority of alternative strategies are analyzed using AHP. This research was conducted at the Sanan Tempe Chips IKM Center, Malang City from October 2020 to February 2021. The research respondents were the Sanan tempe chip craftsmen in Malang City who were classified as small industries. Respondents focused on SMIs that still survive and carry out production and marketing independently during the pandemic. The results of the analysis show that among the attributes on condition factors, demand, related industries, and industrial competition, the innovation drive attribute has the highest weight value of 3.73. The internal factor that has the most influence on increasing the competitiveness of the Sanan tempe chips IKM in terms of strength is that tempe chips are a typical product of Malang City (0.15) and from a weakness point of view, production is still not continuous due to the pandemic effect (0.06). As for the most influential external factors, in terms of opportunities, the trend of people in conducting online transactions is increasing (0.32) and in terms of threats, the COVID-19 pandemic is still causing an uncertain economic situation (0.18). The position of IKM Sanan is in the third quadrant with a hold and maintain strategy. The analysis of the priority of alternative strategies found that the alternative of cooperating in funding, training, and research with financial institutions, government agencies, and universities to survive during the COVID-19 pandemic was ranked first at 0.4457.
