Abstract

Collaborative Governance merupakan pelaksanaan pemerintahan yang kolaboratif bersama phak swasta dan juga masyarakat dalam rangka pencapaian tujuan bersama dan terlaksananya good governance. Dalam penelitian ini peneliti membahas mengenai Pengaturan Skor (Match Fixing) pada kompetisi Sepakbola Indonesia. Berbagai permasalahan match fixing pada kompetisi sepak bola Indonesia yang tidak bisa diselesaikan oleh PSSI menyebabkan dilakukannya proses Collaborative Governance dalam penyelesaian konflik persepakbolaan di Indonesia. Metode Penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian berfokus pada model collaborative governance berdasarkan teori yang di kembangkan oleh Tonelli, Sant’Anna, Abbud, & de Souza, 2018). Adapun lokasi penelitian terletak di Provinsi DKI Jakarta dengan melakukan wawancara mendalam terhadap informan yang terlibat. Jenis dan sumber data yang diperoleh peneliti melalui hasil wawancara, observasi, dan dokumentasi yang merupakan jenis data primer sedangkan data sekunder diperoleh dari dokumen-dokumen terkait dengan topik penelitian. Hasil penelitian menunjukan bahwa kolaborasi yang terjadi antara PSSI dengan Stakeholder sudah berjalan dengan baik sehingga proses kolaborasi ini masih terus berjalan untuk menghindari praktik match fixing pada kompetisi sepak bola Indonesia. Hal ini juga didasari oleh komitmen yang dilakukan pihak PSSI untuk terus memperbaiki lingkungan internal dan menyelesaikan kasus match fixing ini. Komitmen mereka dalam menyelesaikan permasalahan ini sudah berjalan dengan baik dan banyak pihak yang menilai dengan kepengurusan PSSI yang baru dapat membawa sepak bola Indonesia menjadi bersih, bermartabat dan fairplay.

English Abstract

Collaborative Governance is the implementation of collaborative governance with the private sector and the community in order to achieve common goals and implement good governance. In this study, the researchers discussed Match Fixing in the Indonesian Football competition. Various match fixing problems in Indonesian football competitions that could not be resolved by PSSI led to the Collaborative Governance process in resolving football conflicts in Indonesia. The research method used is descriptive research with a qualitative approach. The research focuses on the collaborative governance model based on the theory developed by Tonelli, Sant'Anna, Abbud, & de Souza, 2018). The research location is located in DKI Jakarta Province by conducting in-depth interviews with the informants involved. The types and sources of data obtained by researchers through interviews, observations, and documentation are primary data types, while secondary data are obtained from documents related to the research topic. The results of the study show that the collaboration between PSSI and Stakeholders has been going well so that this collaboration process is still ongoing to avoid the practice of match fixing in Indonesian football competitions. This is also based on the commitment made by PSSI to continue to improve the internal environment and resolve this match fixing case. Their commitment to solving this problem has gone well and many parties believe that the new PSSI management can bring Indonesian football to a clean, dignified and fairplay.
