Abstract

Kajian kinerja sungai & prasarana sungai tidak hanya kualitatif saja, perlu sebuah instrumen sebagai pendekatan objek yang diamati menjadi ukuran kuantitatif (biasanya dengan interpretasi skala angka minimal & maximal). Oleh karena itu, penelitian bertujuan untuk mengembangkan model matematik indeks kinerja sungai dan prasarana sungai sebagai decision support system untuk integrasi program dan kegiatan yang berkaitan dengan pengelolaan sungai. Pemilihan lokasi penelitian didasarkan pertimbangan bahwa belum ada penyusunan model indeks kinerja di Sungai Babon. Dalam penelitian ini, penulis menggunakan aplikasi Smart-PLS (Partial Least Square) dalam melakukan analisis dan pengerucutan variabel, yang selanjutnya dianalisis kembali menggunakan metode GRG (Generalized Reduced Gradient) guna mengkalkulasi persamaan non-linier. Terdapat empat variabel, delapan dimensi, dan 51 (indikator) yang digunakan, dengan jenis variabel terdiri dari variabel teknik, variabel spasial, variabel sosial, dan variabel regulasi. Hasil analisis SEM PLS didapatkan hasil pengerucutan menjadi 4 (empat) variabel, 8 (delapan) dimensi, dan 51 (lima puluh satu) indikator yang saling terkait satu dengan lainnya. Selanjutnya, hasil analisis GRG (Generalized Reduced Gradient) dengan solver pada Microsoft Excel menunjukkan bobot yang paling berpengaruh terdiri dari variabel teknik yaitu sungai (0,582) dan permasalahan banjir (0,418); variabel spasial yaitu tata guna lahan (0,502) dan Tutupan Lahan (% Urban) (0,498); variabel sosial yaitu aktivitas masyarakat (0,454), Kepadatan Pemukiman dan Kondisi Sosial Budaya (0,289), partisipasi masyarakat (0,257); dan variabel regulatif yaitu upaya penegakan hukum (1,000). Pengaruh keempat variabel tersebut terhadap kinerja sungai dan prasarana sungai menunjukkan nilai 0,338 untuk variabel teknik; 0,026 untuk variabel spasial; 0,176 untuk variabel sosial; dan 0,460 untuk variabel regulatif. Selanjutnya persamaan model indeks kinerja sungai dan prasarana sungai “Kurniawan” (IK) = 0,338 . IK teknik + 0,026 . IK spasial + 0,176 . IK sosial + 0,460 . IK regulasi yang berlaku pada Sungai Babon. Model ini dapat digunakan terhadap DAS lain dengan kondisi atau tipe karakteristik yang relatif mirip dengan Sungai Babon. Namun, penelitian terkait rumusan ini terhadap kondisi DAS lainnya masih perlu dilakukan.

English Abstract

The study of river performance and infrastructure is not only conducted qualitatively. An instrument is needed as an approach to the object being observed to be examined quantitatively (usually with a minimum & maximum number scale interpretation). Therefore, this study aims to develop a mathematical model of the index of river performance and infrastructure as a decision support system for the integration of programs and activities related to river management. The research location was chosen based on the consideration that there has been no preparation of a performance index model in the Babon River. In this study, the authors use the Smart-PLS (Partial Least Square) application to analyze and narrow the variables, then re-analyze them using the GRG (Generalized Reduced Gradient) method to calculate non-linear equations. There are four variables, eight dimensions, and 51 (indicators) used, with the types of variables consisting of technical aspects, spatial aspects, social aspects, and regulatory aspects. Based on the PLS SEM analysis, the results were narrowed into 4 (four) variables, 8 (eight) dimensions, and 51 (fifty one) indicators that were interrelated with one another. The GRG (Generalized Reduced Gradient) analysis with the solver in Microsoft Excel showed the most influential weights consisting of: technical aspects, namely rivers (0.475) and flood problems (0.582); spatial aspects, namely land use (0.418) and land cover (% Urban) (0.498); social aspects, namely community activities (0.454), settlement density and socio-cultural conditions (0.289), and community participation (0.257); and regulation aspects, namely law enforcement efforts (1.000). The influence of these four aspects on the river performance and infrastructure showed a value of 0.338 for the technical aspects, 0.026 for the spatial aspects, 0.176 for the social aspects, and 0.460 for regulatory aspects. Furthermore, the equation of the index model of river performance and infrastructure of “Kurniawan” (IK) = 0.338; IK technical + 0.026; IK spatial + 0.176; IK social + 0.460; IK regulation that apply to the Babon River. This model can be used for other watersheds with conditions or characteristics relatively similar to the Babon River. However, research related to this formulation on other watershed conditions still needs to be done
