Abstract
Gula kristal kelapa organik merupakan salah satu produk unggulan ekspor Indonesia yang dihasilkan dari tanaman kelapa dan aren. Potensi pasar gula kristal kelapa organik sangat besar. Kebutuhan akan ekspor gula kristal kelapa organik yang tinggi tentunya akan menimbulkan persaingan bisnis bagi perusahaan terkait untuk mendapatkan barang dengan kualitas baik dan berkelanjutan. Selain itu juga menimbulkan perubahan kondisi persaingan dari persaingan antar perusahaan secara individu ke dalam persaingan antar rantai pasokan. Penelitian ini bertujuan untuk menganalisis kondisi tahapan rantai pasok gula kristal kelapa organik; mengidentifikasi risiko berdasarkan persepsi dari pelaku rantai pasok gula kristal kelapa organik dan merumuskan prioritas tertinggi risiko serta mengusulkan alternatif strategi mitigasi risiko untuk mendukung pengembangan usaha gula kristal kelapa dengan menggunakan model Supply Chain Operation Reference (SCOR). Lokasi penelitian ditetapkan di Kabupaten Banyumas secara purposive berdasarkan pertimbangan bahwa daerah tersebut merupakan daerah penghasil gula kelapa organik tertinggi di Indonesia. Daerah tersebut juga terdapat banyak manufaktur dan eksportir gula kristal kelapa organik. Responden dalam penelitian ini adalah pelaku jaringan rantai pasok agroindustri gula kristal kelapa organik di Kabupaten Banyumas. Penentuan responden dalam jaringan rantai pasok diutamakan pada pelaku utama jaringan rantai pasok yang menguasai keadan rantai pasok gula kristal kelapa organik dengan baik. Penentuan responden dilakukan secara purposive yaitu manufaktur dan pengepul/kolektor pemasok manufaktur yang dianggap paling memahami keadaan jaringan rantai pasok gula kristal kelapa organik. Responden selanjutnya ditentukan dengan cara snowball sampling. Metode analisis data yang digunakan dalam penelitian ini adalah metode Delphy dan House Of Risk (HOR). Metode Delphy digunakan untuk mengidentifikasi kejadian risiko dan sumber risiko rantai pasok, selanjutnya House of Risk (HOR) tahap1 untuk menganalisis prioritas risiko dan House Of Risk (HOR) tahap 2 untuk merumuskan strategi mitigasi risiko rantai pasok gula kristal kelapa organik. Hasil dari penggunaan kuisioner Delphy diperoleh potensi-potensi risiko yang mungkin terjadi sebanyak 15 kejadian risiko (risk event) dan 22 sumber risiko (risk agent) berdasaarkan model Supply Chain Operation Reference (SCOR). Hasil analisis dengan menggunakan HOR fase 1 diperoleh hasil berupa prioritas sumber risiko potensial pada rantai pasok gula kristal kelapa organik adalah terdapat campuran logam (A13), kadar air gula kristal kelapa masih terlalu tinggi (A18), pemasok masih menggunakan pola tradisional dalam menghasilkan bahan baku (A4), terdapat campuran bahan kimia (A12), penggunaan ukuran ayakan tidak sesuai standar (A19), gangguan transportasi (A14), Terdapat campuran gluten (A11) Sedangkan pada HOR fase 2 diperoleh prioritas strategi mitigasi risiko rantai pasok antara lain : Melakukan pengetatan standar operasional prosedur (SOP) pada proses pembuatan gula kristal kelapa di tingkat penderes (PA 3); melakukan edukasi dan pendekatan secara langsung ke rumah petani penderes (PA 10); Mengiidentifikasi dan mengganti alat produksi agar sesuai standar perusahaan (PA 1); Melakukan pengetatan standar operasional prosedur (SOP) pada proses pengeringan (PA 4).
English Abstract
Organic coconut crystal sugar is one of Indonesia's leading export products produced from coconut and aren plants. The market potential for organic coconut crystal sugar is huge. The need for high exports of organic coconut crystal sugar will certainly lead to business competition for related companies to obtain good quality and sustainable goods. In addition, it also causes changes in competitive conditions from competition between individual companies to competition between supply chains. This study aims to analyze the condition of the supply chain stages of organic coconut crystal sugar; identify risks based on the perceptions of organic coconut crystal sugar supply chain actors and formulate the highest priority risks and propose alternative risk mitigation strategies to support the development of the coconut crystal sugar business using the Supply Chain Operation Reference (SCOR) model. The research location was determined in Banyumas Regencypurposivebased on the consideration that this area is the highest organic coconut sugar producing area in Indonesia. The area is also home to many manufacturers and exporters of organic coconut crystal sugar. Respondents in this study were supply chain actors in the organic coconut crystal sugar agro-industry in Banyumas Regency. The determination of respondents in the supply chain network is prioritized on the main actors in the supply chain network who have good control of the organic coconut crystal sugar supply chain. Respondents were determined purposively, namely manufacturers and collectors/collectors of manufacturing suppliers who were considered to have the best understanding of the state of the organic coconut crystal sugar supply chain network. Respondents were then determined by means of snowball sampling. The data analysis method used in this study is the Delphy and House Of Risk (HOR) method. The Delphy method is used to identify risk events and supply chain risk sources, then House of Risk (HOR) stage 1 to analyze risk priorities and House Of Risk (HOR) stage 2 to formulate supply chain risk mitigation strategies for organic coconut crystal sugar. The results of using the Delphy questionnaire obtained potential risks that might occur as many as 15 risk events and 22 risk sources (risk agents) based on the Supply Chain Operation Reference (SCOR) model. The results of the analysis using HOR phase 1 obtained results in the form of priority risk of potential sources in the supply chain of organic coconut crystal sugar, namely that there is a mixture of metals (A13), the water content of coconut crystal sugar is still too high (A18), suppliers still use traditional patterns in producing raw materials (A4), there is a mixture of chemicals (A12), the use of chicken sizes that are not according to standards (A19), transportation disruptions (A14), there is a mixture of gluten (A11) while in HOR phase 2 the priority of supply chain resolution strategies is obtained, including: Tightening Standard Operating Procedures (SOP) for the process of making coconut crystal sugar at the tap level (PA 3); conduct education and approach directly to tapper farmer's house (PA 10); Identifies and replaces production equipment to comply with company standards (PA 1); Carrying out strict standard operating procedures (SOP) on the drying process (PA 4).
