Abstract
Pada tahun 2012 Proyek Pengembangan Air Tanah (P2AT) Jawa Timur membangun sumur bor SDMJ 552 untuk memenuhi kebutuhan air irigasi di Desa Purwojati Kabupaten Mojokerto. Walaupun sudah dibangun sumur pompa seperti SDMJ 552, kurangnya sistem pengoperasian yang tepat menyebabkan sumur tersebut beroperasi kurang optimal, untuk menghindari mangkraknya SDMJ 552 pada studi ini akan dilakukan penilaian kinerja jaringan irigasi air tanah. Penilaian ini akan mencakup penilaian teknis dan non teknis berdasarkan parameter yang tercantum pada Permen PUPR No. 12/PRT/M/2015 agar kinerja jaringan irigasi air tanah dapat lebih optimal melalui perawatan, perbaikan, pencegahan dan pengamanan. Penilaian aspek teknis yang meliputi kinerja prasarana fisik dan sarana penunjang SDMJ 552 dilakukan dengan metode observasi lapangan dan pengukuran efisiensi saluran irigasi, kemudian penilaian terhadap produktivitas tanaman dilakukan dengan menilai faktor K, realisasi luas tanam, pemenuhan kebutuhan air, produktivitas padi dan palawija dan juga nilai panen. Selain itu dilakukan wawancara kepada petani mengenai Perkumpulan Petani Pemakai Air (P3A) untuk penilaian dari aspek sosial. Hasil penilaian indeks kinerja pada aspek teknis SDMJ 552 didapatkan nilai 87,78% untuk prasarana fisik yang termasuk dalam kategori baik dan dibutuhkan pemeliharaan secara berkala, sedangkan didapatkan nilai 40% untuk sarana penunjang dengan kategori buruk dan dibutuhkan perbaikan atau pengadaan komponen yang belum ada. Selain itu pada aspek ekonomi didapatkan nilai sebesar 89,6% untuk produktivitas tanaman dengan kategori sangat baik dan perlu dilakukan peningkatan sistem pemberian air agar produktivitas semakin optimal. Selanjutnya dari aspek sosial didapatkan nilai 49% dengan kategori buruk dan dibutuhkan upaya peningkatan kerjasama antar petani pemakai air dalam pengelolaan jaringan irigasi air tanah SDMJ 552
English Abstract
In 2012, the East Java Groundwater Development Project (P2AT) built the groundwater irrigation system SDMJ 552, to supply the irrigation water needs in Purwojati Village, Mojokerto Regency. Even though the SDMJ 552 groundwater irrigation system have been built, the lack of a proper operating management, causes the irrigation system operate less than optimally. To avoid the disfunction of SDMJ 552, an performance assessment of the groundwater irrigation system will be needed. This assessment will include technical and non-technical assessments based on the parameters of Permen PUPR No. 12/PRT/M/2015 so that the performance of the groundwater irrigation network can be more optimal through maintenance, repair, prevention and security. Assessment of technical aspects, specifically the performance of physical infrastructure and supporting facilities for SDMJ 552 based on field observation methods and measuring the efficiency of irrigation canals, while the assessment of plant productivity is by measuring the K factor, realization of planted area, fulfillment of water needs, productivity of rice and secondary crops and harvest value. For the social aspect, the local farmers will be interviewed regarding the Water User Farmers Association (P3A) for an assessment. The results of the performance index assessment on the technical aspects of SDMJ 552, obtained a value of 87.78% for physical infrastructure, included in good and requires periodic maintenance. The value of 40% is obtained for supporting facilities with poor categories and required repair or procurement of components that do not yet exist. After that, in the economic aspect, a value of 89.6% is obtained for plant productivity, which is in the very good category and it is necessary to improve the water supply system so that productivity will be more optimal. Furthermore, from the social aspect, a value of 49% is obtained, which is in the bad category and some efforts are needed to increase team work collaboration among farmers association in terms of managing the groundwater irrigation networks SDMJ 552
