Abstract

Adanya kebijakan larangan berwisata selama pandemi Covid-19 pada tahun 2020 menyebabkan pendapatan sektor pariwisata kota Batu menurun ditandai dengan turunnya jumlah wisatawan dan tingkat penghunian kamar (TPK). Kondisi ini menyebabkan sektor pariwisata terhambat dan mengurangi tenaga kerja. Tahun 2021 tercatat sebanyak 116 tenaga kerja sektor pariwisata di PHK akibat krisis ekonomi (pandemi Covid-19). Sebagai upaya dalam memenuhi kebutuhan hidupnya, pekerja hotel yang di PHK melakukan peralihan mata pencaharian. Tujuan penelitian ini adalah mengetahui dan menganalisis pergeseran mata pencaharian di sektor pariwisata yang terdampak pandemi Covid-19 serta konsekuensinya. Metode penelitian yang digunakan adalah deskriptif. Teknik pengumpulan data dengan cara wawancara dan observasi kepada 69 pekerja hotel yang di PHK. Hasil penelitian diperoleh pergeseran terjadi, tetapi tidak dengan pergeseran sektor. Pergeseran terjadi tetap di sektor jasa, tetapi sektor jasa di bidang lain. Jenis pekerjaan tersebut antara lain outsourcing pariwisata dan engineering, wirausaha, pertanian, peternakan dan lain-lain. Konsekuensi yang dihadapi setelah melakukan pergeseran mata pencaharian adalah mayoritas pendapatan turun. Hal ini menyebabkan daya beli menurun. Sebagai cara untuk mempertahankan daya beli, alangkah baiknya jika pemerintah memberikan bantuan langsung tunai (BLT) agar masyarakat yang terdampak tetap bisa melakukan konsumsi. Dengan begitu, akan membantu mempertahankan perekonomian daerah kota Batu melalui instrument konsumsi. Kata kunci: Pandemi; Covid-19; Peralihan; Mata Pencaharian; Pariwisata. The travel ban policy during the Covid-19 pandemic in 2020 has reduced the income of tourism sector in Batu city, marked by the decrease in number of visitors and room occupancy rate. This condition has slowed tourism sector down and made most of the businesses laid off their employees. In 2011, 116 employees in tourism sector were dismissed from their job due to economic crisis caused by the Covid-19 pandemic. To fulfill their daily needs, they have to find other jobs. The objective of this research is to identify and analyze the shifting of jobs in tourism sector affected by the pandemic and its consequences. The data of this descriptive research was harvested from interviews with and observations on 69 released iii hotel employees. This study finds that the shifting did occur, but shifting to other sectors did not happen. The shifting did occur in the service sector but only to other fields, such as tourism outsourcing and engineering, entrepreneurship, agriculture, animal husbandry, etc. The consequence of the job shifting is the decrease of income, which leads to lower purchasing power. In order to increase the purchasing power, the government should provide direct cash assistance (BLT) so that affected people can still make consumption. This measure can help Batu city maintain their economy through consumptive instrument.
