Abstract

Penelitian ini bertujuan untuk menganalisis peran mediasi kesadaran bela negara pada pengaruh servant leadership dan kompetensi terhadap kinerja pegawai. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan explanatory reseach guna mendapatkan penjelasan mengenai hubungan kausalitas antarvariabel. Penelitian ini dilakukan di Kementerian Pertahanan. Populasi yang digunakan adalah seluruh pegawai yang berdinas di lingkungan Kementerian Pertahanan, baik Tentara Nasional Indonesia (TNI) maupun Aparatur Sipil Negara (ASN) eselon III ke bawah sejumlah 4.647 orang. Sampel penelitian adalah perwakilan dari seluruh pegawai Kementerian Pertahanan eselon III ke bawah yang bertugas di Jalan Medan Merdeka Barat Jakarta sejumlah 368 orang. Pengambilan sampel menggunakan stratified proportional random sampling dan analisis data penelitian menggunakan Structural Equation Model berbasis Partial Least Square (SEM-PLS). Hasil penelitian ini menunjukkan bahwa: (1) Pendekatan penerapan servant leadership di lingkungan Kementerian Pertahanan guna meningkatan kinerja pegawai dapat dilakukan, namun akan mendapat hasil yang tidak memuaskan. Hal ini disebabkan karena gaya tersebut tidak sepenuhnya cocok dengan kondisi pagawai yang beragam, mengingat sumber pegawai berasal dari TNI dan ASN. (2) Pendekatan penerapan peningkatan kompetensi pegawai menjadi faktor utama untuk meningkatkan kinerja pegawai Kementerian Pertahanan. Pemilihan personel dengan kompetensi yang tepat sesuai tugas jabatan yang diemban dipastikan akan meningkatkan kinerja pegawai yang bermuara pada peningkatan kinerja organisasi. (3) Penerapan perilaku kesadaran bela negara oleh para individu pegawai mampu meningkatkan kinerja pegawai Kementerian Pertahanan. Perilaku kesadaran bela negara mendukung terciptanya kondisi yang kondusif di lingkungan kerja, karena nilai yang dominan adalah setia kepada Pancasila sebagai ideologi negara. (4) Penerapan perilaku kesadaran bela negara menjadi faktor yang mampu mendukung penerapan servant leadership dan kompetensi untuk meningkatkan kinerja pegawai secara signifikan di Kementerian Pertahanan. Hal tersebut dapat diwujudkan dengan peningkatan kompetensi pegawai, penerapan reward and punishment terhadap pelaksanaan aturan hukum yang berlaku dan contoh teladan

English Abstract

This study aims to analyze the mediating role of state defense awareness on the influence of servant leadership and competence on employee performance. The research method utilized for this study is quantitative with explanatory approach in order to get an explanation of the causality relationship between variables. This research was performed at the Ministry of Defense. The population include all employees who serve in the Ministry of Defense, both Indonesia National Armed Forces and State Civil Apparatus echelon III and below totaling 4,647 people. The research sample was representatives of all employees of the Ministry of Defense echelon III and below who serve on Jalan Medan Merdeka Barat Jakarta totalling 368 people. Sample determination considers stratified proportional random sampling and research data analyzed using Structural Equation Model based on Partial Least Square (SEM-PLS). The results of research indicate that: (1) The approach of implementing servant leadership within the Ministry of Defense in order to improve employee performance can be done, but will get unsatisfactory results. This is because the style is not fully suited to the employees diverse conditions, considering that the source of the employees comes from the Indonesia National Armed Forces and State Civil Apparatus. (2) The approach of implementing employee competency improvement is the main factor to improve the performance of the Ministry of Defense employees. The selection of personnel with the right competencies according to the duties of the position will certainly improve employee performance which leads to improve organizational performance. (3) The application of state defense awareness behavior by individual employees is able to improve the performance of the Ministry of Defense employees. State defense awareness behavior supports the creation of conducive conditions in the work environment, because the dominant value is loyalty to Pancasila as the state ideology. (4) The application of state defense awareness behavior is a factor that is able to support the implementation of servant leadership and competence to significantly improve employee performance in the Ministry of Defense. This can be realized by increasing employee competence, applying reward and punishment to the law implementation and role model
