Abstract
Student Government merupakan titisan dari organisasi pemerintahan suatu negara dalam tingkatan pelajar atau mahasiswa. Student government tidak luput dari distribution of power dan sistem pemerintahan yang merujuk dan menyerupai pemerintahan suatu negara. Namun tidak jarang organisasi mahasiswa memiliki hambatan dalam upaya menjalankan organisasinya. Salah satu hal menarik yang perlu diulik lebih jauh terkait dengan pelaksanaan student goverment adalah diterapkannya praktik politik berupa distribution of power dan prinsip check and balances sebagai penyeimbang pembagian kekuasaan di dalam student goverment. Universitas Brawijaya Model United Nations Club (UB MUN Club) merupakan sebuah organisasi kemahasiswaan di bidang perlombaan akademik yakni Model United Nations (MUN). UB MUN Club memiliki struktur dan pembagian kekuasaan yang unik yakni adanya penerapan tiga cabang pemerintahan dalam satu payung organisasinya yakni legislatif, yudikatif, dan eksekutif. Oleh sebab itu, penelitian ini meneliti efektivitas distribution of powers yang diterapkan di UB MUN Club. Teori yang digunakan dalam penelitian ini adalah; teori Political Power yang dikemukakan oleh Imam Hidayat yang di dalamnya terdapat beberapa hal antara lain: Jenis Kekuasaan, Komponen Kekuasaan, dan Unsur-Unsur Kekuasaan; teori Check and Balances oleh Robert Weissberg, dan teori Organizational Effectiveness oleh Richard M. Steers. Penelitian ini berdasarkan Paradigma Konstruktivisme dan menggunakan metode Studi Kasus yang dimana penelitian ini melakukan studi dokumentasi terhadap Anggaran Dasar dan Anggaran Rumah Tangga organisasi kemahasiswaan UB MUN Club dan kemudian melakukan wawancara mendalam dengan fungsionaris dan anggota organisasi UB MUN Club dengan menggunakan teknik pemilihan informan yakni purposive sampling. Hasil penelitian menunjukkan bahwa pembagian kekuasaan dengan prinsip check and balances yang terjadi di UB MUN Club berjalan dengan efektif sesuai dengan konsep pembagian kekuasaan dengan prinsip check and balances yang ada. Konsep ini berhasil diimplementasikan pada UB MUN Club dengan ditandai adanya pembagian kekuasaan pada struktur organisasi yang ada seperti Secretariat (Eksekutif), Council of Three (Yudikatif), dan Delegates Assembly (Legislatif). Sedangkan check and balances terlaksana dengan baik dengn adanya pengawasan yang berjalan diantara ketiga lembaga tersebut
English Abstract
Student Government is an embodiment of governmental entity of a country in a student level. Despite its level, student government does not stray away from distribution of power and governmental system that refers and emulates a government of a country. However, student government is not immune to issues and obstacles in running themselves. One of its obstruction that can be found in a student organization is the issue with organization structure and leadership, whereas both are closely related to distribution of power and source of power. Universitas Brawijaya Model United Nations Club (UB MUN Club) is a university student organization that focus on Model United Nations conference and competition. UB MUN Club has a unique structure and distribution of power in its system, whereas there are three governmental branches under one organization. Therefore, this research inspects the effectivity of the distribution of power that is being implemented in UB MUN Club. The theories used in this research are; the theory of Political Power by Imam Hidayat in which it comprises of: Types of Power, Components of Power, and Elements of Power; the theory of Check and Balances by Robert Weissberg; and the theory of Organizational Effectiveness by Richard M. Steers. This research is based on Constructivism Paradigm and uses the Case Study method in which this research used documentation study towards the Charter and Bylaws of UB MUN Club and then took in-depth interviews with several functionaries and members of UB MUN Club by using purposive sampling to choose its informants. Research shows that the distribution of power with the principles of check and balances at the club works effectively according to the concept of sharing power with the existing check and balances principles. The concept was successfully implemented on the club club, where there was a division of power in existing organizational structures such as executive, executive of three (judicial), and legislative assembly (legislative). Whereas check and balances were carefully executed with surveillance running between the three agencies
