Abstract
Pilkada Kota Balikpapan 2020 melahirkan pasangan calon Rahmad Mas’ud dan Thohari Aziz yang bertarung melawan kotak kosong alias calon tunggal. Meskipun melawan kotak kosong, namun terdapat fenomena menarik dalam proses pelaksanaan Pilkada Kota Balikpapan 2020 lalu. Fenomena mobilisasi politik antara tim sukses dan Ormas pada Pilkada Kota Balikpapan 2020 lalu menjadi hal yang menarik karena beberapa Ormas bersedia untuk memobilisasi anggota dan massa mereka untuk mendulang suara Rahmad – Thohari sebagai bentuk keterlibatan mereka dalam Pilkada 2020 lalu. Metode penelitian yang penulis gunakan adalah deskriptif kualitatif dengan menggunakan teknik pengumpulan data berupa wawancara dengan narasumber terkait, studi terhadap dokumen yang berkaitan, dan observasi pasca fenomena terjadi. Tugas akhir ini menggunakan teori partisipasi politik Samuel P. Huntington dan mobilisasi politik dalam buku From Political Mobilization to Electoral Participation: Turnout in Barcelona in the 1930s karya Francesc Amat, Carles Boix, Jordi Munoz, dan Toni Rodon. Dapat disimpulkan dari penelitian tugas akhir ini bahwasannya mobilisasi politik yang dilakukan oleh ormas sebagai bentuk keterlibatan mereka dalam kemenangan Rahmad – Thohari pada Pilkada Kota Balikpapan 2020 memiliki berbagai macam variasi dan cara. Selain aspek mobilisasi, terdapat pula strategi serta latar belakang dari masing-masing Ormas mengapa pada akhirnya mereka memutuskan untuk terlibat dan berpartisipasi dalam kemenangan pasangan Rahmad – Thohari.
English Abstract
The 2020 Balikpapan Municipal Elections gave birth to a pair of candidates Rahmad Mas'ud and Thohari Aziz who fought against an empty box aka a single candidate. Even though it is against empty boxes, there is an interesting phenomenon in the process of implementing the 2020 Balikpapan City Regional Election. The phenomenon of political mobilization between successful teams and mass organization in the 2020 Balikpapan City Regional Elections became an interesting thing because several mass organization were willing to mobilize their members and masses to gain the votes of Rahmad – Thohari as a form of their involvement in the 2020 Regional Elections. The research method that the author uses is descriptive qualitative by using data collection techniques in the form of interviews with related sources, studies of related documents, and observations after the phenomenon occurs. This final project uses Samuel P. Huntington's theory of political participation and political mobilization in the book From Political Mobilization to Electoral Participation: Turnout in Barcelona in the 1930s by Francesc Amat, Carles Boix, Jordi Munoz, and Toni Rodon. It can be concluded from this final project research that the political mobilization carried out by mass organizations as a form of their involvement in the victory of Rahmad – Thohari in the 2020 Balikpapan City Regional Election has various variations and methods. In addition to the mobilization aspect, there is also the strategy and background of each Mass organization why in the end they decided to be involved in the victory of the Rahmad – Thohari couple.
