Abstract
Persoalan terkait ekonomi merupakan salah satu hal yang fundamental bagi suatu negara. Semakin buruk keadaan ekonomi suatu negara, maka negara tersebut akan dianggap semakin mengalami kemunduran. Terlebih pada masa-masa seperti saat ini, dimana hampir seluruh negara di dunia tidak terkecuali Indonesia sedang mengalami krisis ekonomi akibat adanya pandemi Covid-19. Setiap daerah di Indonesia, memiliki kebijaknnya masing-masing untuk mengatasi permasalahan dan menguatkan ekonomi yang ditimbulkan oleh pandemi Covid-19. Di kota Madiun, pemerintah kota Madiun saat ini sedang menerapkan program pro UMKM untuk menjawab persoalan tersebut. Program pro UMKM merupakan program yang diinisiasi oleh pemerintah kota Madiun untuk meningkatkan perekonomian masyarakat kota Madiun pada sektor UMKM. Terdapat dua agenda utama dalam Program pro UMKM, yaitu Program lapak UMKM dan belanja ASN. Berdasarkan temuan yang ditemukan oleh penulis di lapangan, program ini sudah terbukti mampu membawa angin segar bagi pertumbuhan ekonomi yang sempat menurun karena adanya Covid-19. Jalannya program pro UMKM tentu saja bukan tanpa halangan. Kedepannya, pemerintah Kota Madiun berharap pembangunan lapak UMKM diseluruhh kelurahan bisa selesai secara sempurna dan Program belanja ASN bisa menjadi program jangka panjang yang akan terus diterapkan walaupun permasalahan Pandemi Covid-19 sudah selesai.

Strengthening the Economy of the City of Madiun in the Midst of the Covid-19 Pandemic Through the Pro MSME Program. Advisory Team: Amin Heri Susanto Lc, MA., Ph.D and Wimmy Halim, S.IP., M.Sos. Problems related to the economy is one of the fundamental things for a country. The worse the economic condition of a country, the more that country will be considered to be in decline. Especially at times like today, where almost all countries in the world, including Indonesia, are experiencing an economic crisis due to the Covid-19 pandemic. Therefore, the government needs to formulate policies as effective and as good as possible to strengthen the community's economy. Each region in Indonesia has its own policies to overcome problems and strengthen the economy caused by the Covid-19 pandemic. In Madiun City, the Madiun City government is currently implementing the Pro MSME program to answer this problem. The Pro MSME Program is a program initiated by the Madiun City government to improve the economy of the Madiun City community in the MSME sector. There are two main agendas in the Pro MSME Program, namely the MSME Program and ASN Expenditures. The UKM lapak program is a program to build stalls for trading for UMKM actors that are built evenly in 27 urban villages, while ASN Shopping is a program that requires ASN to shop or buy something at UMKM near their homes or where they work. Based on the findings found by the authors in the field, this program has been proven to be able to bring fresh air to economic growth which had declined due to Covid-19. Currently, the Pro MSME program, both MSMEs and ASN spending, will continue to run. Although of the total 29 stalls built under the MSME program, all of them are operational, but there are still several stalls that have not yet been fully targeted. In the future, the Madiun City government hopes that the development of MSMEs in all villages can be completed perfectly and the ASN Shopping Program can be a long-term program that will continue to be implemented even though the Covid-19 pandemic problem has been completed
