Abstract

Tanaman tebu (Saccharum spp.) merupakan salah satu komoditas yang cukup strategis dan memegang peranan penting di sektor pertanian khususnya sub sektor perkebunan dalam perekonomian nasional. Berdasarkan data statistik produksi tebu di Indonesia pada kurun waktu tahun 2017-2019 mengalami kenaikan, akan tetapi pada tahun 2020 produksi tebu mengalami penurunan sebanyak 21,7%. Faktor yang mempengaruhi rendahnya produksi gula di Indonesia salah satunya disebabkan karena kurang efisiennya pabrik gula dan produktivitas serta rendemen tabu yang masih tergolong rendah. Selain faktor- faktor tersebut, terdapat permasalahan yang dihadapi petani tebu diantaranya yaitukurangnya modal untuk usahatani, keterbatasan petani dalam hal mengolah usahataninya, dan kesulitan untuk memasarkan hasil usahataninya. Industri gula Indonesia pada khususnya di provinsi Jawa Timur dijalin atas dasar pola kerjasama antara petani tebu dengan pabrik gula. Petani berperan sebagai pemasok tebu, sementara pabrik gula sebagai penghasil gula yang membutuhkan bahan baku tebu. Tujuan pola kerjasama adalah terwujudnya kerjasama yang lebihbaik antara petani dan pabrik gula sehingga upaya peningkatan produktivitas dan efisiensi usahatani dapat terwujud dengan baik. Berdasarkan hal tersebut penelitian ini bertujuan untuk mengenalisis respon kepuasan petani tebu di Desa Gunungsari, Kecamatan Dawarblandong, Kabupaten Mojokerto terhadap pola kemitraan PTPN X Pabrik Gula Gempolkrep. Penelitian ini menggunakan pedekatan kuantitatif dengan pengumpulan data menggunakan metode wawancara dan kuisioner. Sampel dalam penelitian ini adalah petani tebu yang terjalin kemitraan dengan PTPN X Pabrik Gula Gempolkrep dengan PT. Petrokimia Gresik yang berada di Desa Gunungsari Kecamatan Dawarblandong Kabupaten Mojokerto dengan jumlah petani yang terjalin kemitraan sebanyak 31 petani. Karakteristik responden dengan rata- vii rata umur 15 - 64 tahun dan memiliki pengalaman bertani 15 -30 tahun. Metode penentuan sampel dalam penelitian ini menggunakan metode Nonprobability Sampling, dengan cara pengambilan sampel yang digunakan adalah Sampling Jenuh. Hasil dari penelitian ini apabila dilihat dari uraian pertanyaan mengenai kepuasan petani sebagai aspek penilaian, maka didapatkan nilai rata-rata tingkat kepuasan petani terhadap pola kemitraan dengan PTPN X Pabrik Gula Gempolkrep adalah 3,84 dengan 5 aspek penilaian yang terdiri dari prosedur penerimaan, aktivitas pembinaan petani, S.O.P yang jelas terkait pemeliharaan tanaman dan hasil produksi, sarana produksi dan respon terhadap keluhan petani. Hal tersebut menunjukkan bahwa petani telah merasa puas terhadap pola kemitraan yang dijalankan oleh PT. Petrokimia Gresik dan PTPN X Pabrik Gula Gempolkrep.

English Abstract

Sugarcane (Saccharum spp.) is a commodity that is quite strategic and plays an important role in the agricultural sector, especially the plantation sub- sector in the national economy. Based on statistical data, sugarcane production in Indonesia in the 2017-2019 period has increased, but in 2020 sugarcane production has decreased by 21.7%. One of the factors that influence the low sugar production in Indonesia is the inefficient sugar factory and the low productivity and yield of taboos. In addition to these factors, there are problems faced by sugarcane farmers including the lack of capital for farming, the limitations of farmers in processing their farming, and difficulties in marketing their farming products. The Indonesian sugar industry, especially in the province of East Java, is established on the basis of a pattern of cooperation between sugarcane farmers and sugar factories. Farmers act as sugar cane suppliers, while sugar factories are sugar producers who need sugar cane as raw materials. The purpose of the cooperation pattern is the realization of better cooperation between farmers and sugar factories so that efforts to increase farm productivity and efficiency can be realized properly. Based on this, this study aims to identify the satisfaction response of sugarcane farmers in Gunungsari Village, Dawarblandong District, Mojokerto Regency to the PTPN X Gempolkrep Sugar Factory partnership pattern. This study uses a quantitative approach with data collection using interviews and questionnaires. The sample in this study were sugarcane farmers who had a partnership with PTPN X Gempolkrep Sugar Factory with PT. Petrokimia Gresik, which is located in Gunungsari Village, Dawarblandong District, Mojokerto Regency with a total of 31 farmers who have partnerships. Characteristics of respondents with an average age of 15-64 years and have 15-30 years of experience in farming. The method of determining the sample in this study uses the Nonprobability Sampling method, with the sampling method usedis Saturated Sampling. The results of this study when viewed from the description of the question regarding farmer satisfaction as an assessment aspect, the average value of the level of farmer satisfaction with the partnership pattern with PTPN X Gempolkrep Sugar Factory is 3.84 with 5 assessment aspects consisting of acceptance procedures, coaching activities farmers, clear S.O.P related to crop maintenance and production, production facilities and response to farmer complaints. Thisshows that the farmers are satisfied with the partnership pattern run by PT. Petrokimia Gresik and PTPN X Gempolkrep Sugar Factory
