Abstract
Air beserta sumbernya adalah salah satu kekayaan alam yang penting bagi kehidupan manusia. Air juga mempunyai potensi sosial dan ekonomi yang dapat dimanfaatkan untuk kemakmuran rakyat. Oleh sebab itu, pemanfaatannya harus diatur sedemikian rupa agar air dapat dimanfaatkan dengan baik dan efisien. Indonesia adalah salah satu negara dengan konsumsi beras terbesar di dunia. Di sisi lain, berdasarkan data terbaru Kementerian PUPR, Indonesia telah mengembangkan irigasi permukaan seluas 7,1 juta ha. Angka tersebut mencapai 78% dari total luas irigasi nasional seluas 9,1 juta ha. Namun, seiring dengan berjalannya waktu, kinerja irigasi dapat mengalami penurunan. Pemerintah melalui Permen PUPR No. 13/2012 tentang Pedoman Pengelolaan Aset Irigasi menyatakan pelaksanaan rehabilitasi kerusakan infrastruktur irigasi dilaksanakan dengan pengelolaan aset irigasi (manajemen aset). Manajemen aset irigasi mencakup beberapa hal yaitu inventarisasi aset irigasi, penilaian kondisi, dan fungsi aset irigasi, penetapan peringkat prioritas aset irigasi, sistem informasi, dan rencana strategi aset irigasi. Aplikasi ePAKSI adalah singkatan dari Elektronik Pengelolaan Aset dan Kinerja Sistem Irigasi. Aplikasi ePAKSI dikembangkan oleh Ditjen SDA Kementerian PUPR dengan tujuan untuk memudahkan proses perekaman data inventarisasi aset dan kinerja sistem irigasi. Sistem dikembangkan untuk memenuhi kebutuhan informasi pada semua level, yaitu level surveyor, level operasional, level manajerial hingga level kewenangan otoritas irigasi.
English Abstract
Water and its source are one of the natural wealth that is important for human life. Water also has social and economic potential that can be utilized for the prosperity of the people. Therefore, its utilization must be regulated in such a way that water can be used properly and efficiently. Indonesia is one of the countries with the largest rice consumption in the world. On the other hand, based on the latest data from the Ministry of PUPR, Indonesia has developed surface irrigation covering an area of 7.1 million ha. This figure reaches 78% of the total national irrigation area of 9.1 million ha. But over time, irrigation performance may decrease. The government through the Minister of Pupr Regulation No. 13/2012 concerning Guidelines for Irrigation Asset Management states that the implementation of rehabilitation of damage to irrigation infrastructure is carried out by managing irrigation assets (asset management). Irrigation asset management includes several things, namely the inventory of irrigation assets, the assessment of the condition, and function of irrigation assets, the determination of priority ratings of irrigation assets, information systems, and irrigation asset strategy plans. The ePAKSI application stands for Electronic Asset Management and Irrigation System Performance. The ePAKSI application was developed by the Directorate General of Natural Resources of the Ministry of PUPR with the aim of facilitating the process of recording asset inventory data and irrigation system performance. The system was developed to meet information needs at all levels, namely the surveyor level, operational level, managerial level to the level of irrigation authority
