Abstract

Lahan merupakan sumber daya utama untuk kegiatan pertanian, oleh karena itu menjaga Lahan pertanian yang ada saat ini dinilai sangat penting untuk mendukung ketahanan pangan nasional. Kajian ini mengkaji proses implementasi lahan pertanian berkelanjutan kebijakan proteksi dan faktor penghambat penerapan sistem insentif kebijakan di Kota Batu, Provinsi Jawa Timur. Hal ini bertujuan untuk mengelaborasi kebijakan proses implementasi kebijakan perlindungan pertanian berkelanjutan yang diterapkan di kota. Pendekatan kualitatif digunakan untuk mengatasi masalah ini. Menggunakan Van Model implementasi Meter dan Van Horn, hasilnya mengungkapkan bahwa kinerja kebijakan belum dilaksanakan dengan baik. Itu hanya variabel kondisi ekonomi, sosial, dan politik yang dikaitkan dengan faktor di luar implementasi kebijakan. Sementara, penelitian telah menunjukkan faktor penghambat skema insentif untuk mendukung implementasi kebijakan, yaitu belum sepenuhnya mendukung peraturan pemerintah daerah. Selain itu, kami memiliki juga menghadirkan sejumlah implikasi kebijakan, yaitu mempertimbangkan upaya pelestarian sebagai satu kesatuan sistem dan perlunya kekuatan politik kemauan dan kerjasama yang baik antara pusat, provinsi, dan daerah pemerintah, warga, pemilik tanah-petani, dan pemangku kepentingan lainnya

English Abstract

Land is the primary resource for agricultural activities, therefore maintaining the existing farmland is considered very important to support national food security. This study examines the implementation process of sustainable agricultural land protection policy and the constraining factors to implement incentive system of the policy in Batu City, East Java Province. It aims to elaborate the policy implementation process on sustainable agricultural protection policy applied in the city. Qualitative approach was employed to address these issues. Using Van Meter and Van Horn’s implementation model, the results reveal that the performance of the policy has not appropriately implemented yet. It was only economic, social, and political conditions variable that was associated with the outside factors of policy implementation. While, the study has indicated the costraining factors of incentive scheme to support the policy implementation, that was incompletedly supporting local government regulation. Moreover, we have also presented a number of policy implications, that was considering the preservation efforts as an integrated system and the necessity of strong political will and good collaborative governance among central, provincial, and local government, citizen, landowners-farmers, and other stakeholders.
