Abstract
Capaian realisasi investasi Kabupaten Pasuruan diketahui belum dapat menjadi solusi terjadinya disparitas wilayah pada kabupaten tersebut apalagi menjadi solusi untuk meningkatkan perekonomian dan kesejahteraan masyarakat sebagaimana yang diharapkan. Di sisi lain, manajemen strategi telah dijalankan untuk mencapai tujuan organisasi dan berusaha memberikan impact yang nyata untuk pertumbuhan ekonomi masyarakat namun masih terdapat ketidaksesuaian antara pencapaian dengan proses serta dampak yang diterima oleh masyarakat. Tujuan penelitian ini adalah untuk mengetahui bagaimana proses evaluasi strategi sebagai bagian dari manajemen strategi. Dengan meneliti setiap tahap evaluasi strategi pelayanan penanaman modal yang terdiri dari review dasar strategi, pengukuran kinerja dan pengambilan langkah perbaikan di Dinas Penanaman Modal dan Pelayanan Terpadu (DPMPT) Kabupaten Pasuruan. Penelitian ini menggunakan metode studi kasus dengan pendekatan kualitatif. Wawancara dilakukan kepada tiga orang informan, yaitu Kepala Dinas, Kepala dan Staf Sub Bagian Perencanaan Program dan Pelaporan di DPMPT Kabupaten Pasuruan.
English Abstract
Within these five years, Pasuruan Regency continually achieves its target in investment. Meanwhile this achievement cannot be a solution yet regarding the regional disparities that happen in the district. In other words reaching the investment target can not be a solution yet to improve the economy and community welfare as expected. On the other hand, strategic management has been carried out to achieve organizational goals and try to have a real impact on the economic growth of the community but there is still a discrepancy between the achievement and the process and the impact received by the community. The purpose of this study was to find out how the process of strategy evaluation which is a part of strategic management. By examining each stage of the evaluation of the investment service strategy which consists of; review bases strategy, measuring organizational performance and taking corrective action at the Investment and Integrated Services Agency (DPMPT) of Pasuruan Regency. This research uses a case study method with a qualitative approach. Interviews were conducted with three informants, namely the Head of Service, Head and Staff of the Sub-Division of Program Planning and Reporting at DPMPT Pasuruan Regency.
