Abstract

Masih maraknya tindak diskriminasi pada aspek pekerjaan terhadap penyandang disabilitas menjadi permasalahan yang harus segera diselesaikan, karena pada dasarnya mereka memiliki hak dan kewajiban yang sama sebagai warga negara. Dinas Sosial Kabupaten Jombang memberikan inovasi program pemberdayaan yang diberi nama dengan program KAREPE DIMESEMI BOJO (Kawasan Rehabilitasi Sosial Penyandang Disabilitas Mental Sejahtera Mandiri Kabupaten Jombang) sebagai salah satu upaya untuk meningkatkan kesejahteraan dan mengembalikan hak para penyandang disabilitas khususnya penyandang disabilitas mental dalam aktivitas produktif yang pilot project-nya dilakukan di Desa Bongkot. Tujuan penelitian ini adalah: 1) Mendeskripsikan implementasi program KAREPE DIMESEMI BOJO di Desa Bongkot, dan 2) Mendeskripsikan dampak adanya program KAREPE DIMESEMI BOJO terhadap kesejahteraan penyandang disabilitas mental di Desa Bongkot. Dalam menganalisis implementasi program tersebut, peneliti menggunakan model implementasi kebijakan a frame work for implementation analysis oleh Daniel Mazmanian dan Paul A. Sabatier. Penelitian ini merupakan penelitian deskriptif dengan metode kualitatif. Metode pengumpulan data meliputi wawancara, observasi, studi literatur, dan dokumentasi, serta menggunakan metode analisis data interaktif dari Miles, Huberman, dan Saldana (2014). Hasil dari penelitian ini menunjukkan bahwa implementasi program KAREPE DIMESEMI BOJO di Desa Bongkot telah diimplementasikan dengan baik, pejabat pelaksana mampu berkoordinasi dan melakukan pendampingan dengan baik, dan peserta program kondusif. Kendala yang dialami berasal dari masyarakat berupa stigma buruk, sikap pesimis terhadap kesembuhan penyandang disabilitas mental, serta keluarga peserta program yang tidak kooperatif. Tujuan akhir dari program pada aspek ekonomi belum tercapai secara maksimal. Pendanaan yang kurang menyebabkan minimnya aktifitas produksi dalam kegiatan pemberdayaan, selain itu tidak adanya aturan khusus dalam perekrutan pelaksana program menyebabkan sumber daya manusia yang ada kurang mumpuni dalam memasarkan produk hasil pemberdayaan secara online

English Abstract

It is still outrageous that discrimination in employment against disabled people becomes a problem that needs to be resolved immediately, because basically they have the same rights and obligations as citizens. The Jombang District Social Service provided an innovative empowerment program called the KAREPE DIMESEMI BOJO program (Social Rehabilitation Area for Mentally Disabilities, Properous, Independent, in Jombang Regency) as one of the efforts to improve welfare and restore the rights of people with disabilities, especially people with mental disabilities in productive activities that are pilot projects. The program from this program was carried out in Bongkot Village, Peterongan District. The objectives of this study are: 1) To describe the implementation of the KAREPE DIMESEMI BOJO program in Bongkot Village, and 2) To describe the impact of the KAREPE DIMESEMI BOJO program on the welfare of people with mental disabilities in Bongkot Village. In analyzing the implementation of the program, the researcher used the policy implementation model of a frame work for implementation analysis by Daniel Mazmanian and Paul A. Sabatier. This research is a descriptive research with qualitative method. Data collection methods include interviews, observations, literature studies, and documentation, as well as using interactive data analysis methods from Miles, Huberman, and Saldana (2014). The results of this study indicate that the implementation of the KAREPE DIMESEMI BOJO program in Bongkot Village has been implemented well, implementing officials are able to coordinate and provide assistance properly, and program participants are conducive. The obstacles experienced came from the community in the form of bad stigma, pessimistic attitudes towards healing people with mental disabilities, and uncooperative families of program participants. The final objective of the program in the economic aspect has not been achieved optimally. Insufficient funding causes a lack of production activities in empowerment activities, in addition to the absence of special rules in the recruitment of program implementers, the existing human resources are less qualified in marketing empowerment products online.
