Abstract

Pada bulan September 2013, jumlah kasus pertanahan mencapai 4.223 kasus yang terdiri dari sisa kasus tahun 2012 sebanyak 1.888 kasus dan kasus baru sebanyak 2.335 kasus. Jumlah kasus yang telah selesai mencapai 2.014 kasus atau 47,69% yang tersebar di 34 Provinsi seluruh Indonesia dan hingga saat ini jumlah tanah yang bersertifikat baru hanya 45% dari seluruh jumlah tanah di Indonesia. Di Jawa Timur salah satunya di Lamongan. Oleh karena itu perlu di teliti efektivitas pelaksanaan Program Tanah Sistematis (PTSL). Tujuan penelitian ini adalah untuk mengetahui efektivitas sertifikasi tanah dalam pelaksanaan program Pendaftaran Tanah Sistematis Lengkap (PTSL) yang dilaksanakan pada Badan Pertanahan (BPN) Kabupaten Lamongan, dan untuk mengetahui faktor pendorong dan penghambat program Pendaftaran Tanah Sistematis Lengkap (PTSL) pada Badan Pertanahan Nasional (BPN) Kabupaten Lamongan. Penelitian ini dilakukan di Kantor Badan Pertanahan Nasional (BPN) Kabupaten Lamongan sebagai lembaga pengadaan sertifikat tanah. Informan pada penelitian ini berjumlah sebanyak enam orang. Sumber data pada penelitian ini yaitu berupa data primer dan sekunder. Metode analisis pada penelitian ini meliputi kondensasi data, penyajian data, dan verifikasi. Hasil penelitian ini menunjukkan bahwa efektivitas pelayanan sertifikasi tanah dalam pelaksanaan program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Badan Pertanahan Nasional (BPN)) Kabupaten Lamongan belum berjalan dengan baik sesuai ketentuan program Pendaftaran Tanah Sistematis Lengkap (PTSL). Ditujukkan dengan masih tedapat beberapa kendala dalam pelaksanaannya. Ada biaya tambahan untuk satu SHAT, proses pendaftaran 14 hari, dan proses dilanjutkan sampai selesai antara 1 sampai 10 bulan adalah proses penerbitan produk sertifikat Pendaftaran Tanah Sistematis Lengkap (PTSL) dan pada bulan November dan pembagian sertifikat kepada masyarakat. Dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL), seluruh komite menjalankan tugas dan tanggung jawabnya masing-masing. Efektivitas program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Badan Pertanahan Nasional (BPN) Kabupaten Lamongan belum berjalan dengan baik sesuai dengan ketentuan program Pendaftaran Tanah Sistematis Lengkap (PTSL) karena jumlah bidang yang ditentukan untuk mengikuti pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) pada tahun 2021, ada 118.305 dan hanya 2 yang belum dicetak. Kemudian penerbitan sertifikat hak atas tanah dilakukan setelah tanda tangan ketua tim yang telah menyatakan proses selesai, setelah itu serah terima sertipikat hak atas tanah kepada masyarakat.

English Abstract

In September 2013, the number of land cases reached 4,223 cases, consisting of the remaining 1,888 cases in 2012 and 2,335 new cases. The number of cases that have been completed has reached 2,014 cases or 47.69% spread across 34 provinces throughout Indonesia and until now the number of certified lands is only 45% of the total land in Indonesia. In East Java, one of them is in Lamongan. Therefore, it is necessary to examine the acceleration of the implementation and effectiveness of the Complete Systematic Soil Complete Systematic Land Registration Program (PTSL) The purpose of this study was to determine the acceleration of the implementation of the Complete Systematic Land Program (PTSL)which was implemented at the National Land Agency (BPN) of Lamongan Regency, and to determine the effectiveness of the Complete Systematic Land Program(PTSL) which was implemented at the National Land Agency (BPN) of Lamongan Regency.This research was conducted at the Office of the National Land Agency (BPN) of Lamongan Regency as a land certificate procurement agency. There were 7 informants in this study. Sources of data in this study are in the form of primary and secondary data. The analytical methods in this study include data condensation, data presentation, and verification. The results of this study indicate that the effectiveness of land certification services in the implementation of the Complete Systematic Land Registration (PTSL) program at the National Land Agency (BPN) of Lamongan Regency has not run well according to the provisions of the Complete Systematic Land Registration (PTSL) program. It is indicated that there was still some obstacles in its implementation. There is an additional fee for one SHAT, the registration process was 14 days, and the process is continued until it is completed between 1 to 10 months, namely the process of issuing a Complete Systematic Land Registration (PTSL) certificate product and in November and distributing the certificate to the community. In implementing the Complete Systematic Land Registration (PTSL), all committees carry out their respective duties and responsibilities. The effectiveness of the Complete Systematic Land Registration (PTSL) program at the National Land Agency (BPN) of Lamongan Regency has not been running well in accordance with the provisions of the Complete Systematic Land Registration (PTSL) program because the number of fields determined to participate in the implementation of Complete Systematic Land Registration (PTSL) in 2021, there are 118,305 and only 2 unprinted. Then the issuance of the certificate of land rights is carried out after the signature of the team leader who has stated the process is complete, after that the handover of the certificate of land rights to the community.
