Abstract

Usaha Mikro, Kecil, dan Menengah (UMKM) merupakan salah satu sektor yang memiliki peran penting dalam pertumbuhan ekonomi. Namun, sejak terjadinya pandemi covid-19 telah berdampak pada keberlangsungan UMKM sehingga sebagai stimulus pemerintah mengeluarkan suatu kebijakan dalam bentuk Program Banpres Produktif Usaha Mikro (BPUM) bagi pelaku usaha mikro. Kebijakan ini tertuang pada Peraturan Menteri Koperasi dan Usaha Kecil dan Menengah Nomor 6 Tahun 2 Tahun 2021 Tentang BPUM. Tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis Implementasi Program Banpres Produktif Usaha Mikro (BPUM) Kepada Pelaku UMKM di Kabupaten Wonogiri. Teori yang digunakan dalam penelitian ini adalah teori model implementasi oleh Soren C.Winter. Metode penelitian yang digunakan, yaitu deskriptif kualitatif dengan teknik pengumpulan data meliputi wawancara narasumber, observasi lapangan, dokumentasi. Hasil penelitian ini menunjukkan bahwa: (1) Perilaku organisasi dan antar organisasi sudah mengimplementasikan program BPUM sesuai dengan komitmen dan koordinasi. Hal ini didukung dengan menyelesaikan target verifikasi bagi pelaku usaha mikro yang mengajukan BPUM. Namun, untuk koordinasi antar stakeholder belum secara masif dilakukan; (2) Perilaku birokrasi level bawah terdiri dari kontrol politik, kontrol organisasi, dan etos kerja dan norma-norma profesional. Dari kontrol politik dan etos kerja sudah terimplementasi dengan baik sedangkan kontrol organisasi terdapat kendala karena hal kurangnya sumber daya manusia sehingga terdapat tumpang tindih tupoksi pegawai dalam menjalankan program; (3) Perilaku kelompok sasaran diimplementasikan sesuai respon positif dan respon negatif. Respon positif Dinas Koperasi, Usaha Kecil Dan Menengah Dan Perindustrian Dan Perdagangan Kabupaten Wonogiri terhadap program ini sangat mendukung karena dapat bermanfaat bagi masyarakat untuk mengembangkan usahanya. Sedangkan respon positif dari pelaku usaha mikro tidak sepenuhnya mendukung. Karena kurangnya sosialisasi dalam penyampaian informasi terkait program dan kesadaran masyarakat sebagai penerima bantuan masih rendah untuk menggunakan bantuan dengan semestinya

English Abstract

Micro, Small, and Medium Enterprises (MSME) are one of the sectors that have an important role in economic growth. However, since the COVID-19 pandemic has impacted the sustainability of MSME, as a stimulus the government issued a policy in the form of the Assistance Program Program Presidential Assistance Productive Micro Business (BPUM) for micro-business actors. This policy is contained in the Regulation of the Minister of Cooperatives and Small and Medium Enterprises Number 6 of 2 of 2021 concerning BPUM. The purpose of this study was to determine, describe, and analyze the Implementation of the Program Presidential Assistance Productive Micro Business (BPUM) for MSME Actors in Wonogiri Regency. The theory used in this research is the theory of implementation model by Soren C. Winter. The research method used is descriptive qualitative with data collection techniques including interviewing sources, field observations, and documentation. The results of this study indicate that: (1) Organizational and inter-organizational behavior has implemented the BPUM program in accordance with commitment and coordination. This is supported by completing the verification target for micro-business actors who apply for BPUM. However, coordination between stakeholders has not been massively carried out; (2) Lower-level bureaucratic behavior consists of political control, organizational control, work ethic, and professional norms. Political control and work ethic have been implemented well, while organizational control has problems due to the lack of human resources so that there is an overlap of employee responsibilities in carrying out the program; (3) The behavior of the target group is implemented according to positive and negative responses. The positive response of the Office of Cooperatives, Small and Medium Enterprises, and Industry and Trade of Wonogiri Regency to this program is very supportive because it can be useful for the community to develop their business. Meanwhile, the positive response from micro-enterprises did not fully support it. Due to the lack of socialization in providing information related to the program and public awareness as recipients of assistance, they still need to receive assistance properly.
