Abstract
Pandemi Covid-19 memberi dampak ekonomi terhadap kesejahteraan masyarakat desa, seperti penurunan kondisi perekonomian, pemutusan hubungan kerja, pengangguran, dan banyak sektor-sektor usaha yang ditutup. Desa Wonorejo Kecamatan Wates adalah satu-satunya desa mandiri pada tahun 2020 dan 2021 di Kabupaten Kediri, Desa Wonorejo memutuskan untuk mendirikan BUMDes sebagai upaya menolong perekonomian masyarakat desa dan meningkatkan pendapatan asli desa di tengah pandemi Covid-19. Penelitian ini menggunakan jenis penelitian studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara, dan dokumentasi. Metode analisis data yang digunakan adalah metode interaktif Miles & Huberman. Hasil dari penelitian ini menjelaskan bahwa pengembangan sumber daya manusia adaptif Pemerintah Desa Wonorejo adalah melalui rekrutmen pengurus BUMDes menggunakan metode sumber internal melalui musyawarah desa. Kemudian pelatihan kepada pengurus BUMDes melalui studi banding dan pelatihan mengenai operasionalisasi administrasi BUMDes, serta adanya evaluasi mencakup evaluasi dana/keuangan, kedisiplinan pegawai, sarana prasarana atau fasilitas pelayanan BUMDes. Sedangkan penguatan organisasi adaptif Pemerintah Desa Wonorejo adalah melalui kerjasama dengan pihak pemerintah dan swasta. Upaya selanjutnya melalui aktivitas BUMDes yang dilaksanakan melalui program dan kegiatan BUMDes. Kesimpulan dari penelitian ini menunjukkan bahwa pengelolaan adaptif Pemerintah Desa Wonorejo dalam pemberdayaan BUMDes pada masa pandemi Covid-19 mampu meningkatkan pendapatan asli Desa Wonorejo, namun terdapat beberapa hambatan yang perlu dikembangkan yaitu pelaksanaan rekrutmen dengan menggunakan sistem merit sangat penting untuk menunjang kinerja BUMDes. Pelatihan pengurus BUMDes yang tersistematis dan continue, perlu adanya MoU pada perjanjian kontrak kerjasama antar pihak, dan evaluasi terhadap program kegiatan yang belum terealisasikan supaya segera terealisasi.
English Abstract
The Covid-19 pandemic has an economic impact on the welfare of rural communities, such as declining economic conditions, termination of employment, unemployment, and many business sectors that have been closed. Wonorejo Village, Wates District is the only independent village in 2020 and 2021 in Kediri Regency, Wonorejo Village decided to establish BUMDes as an effort to help the economy of the village community and increase the original income of the village amid the Covid-19 pandemic. This research uses a type of case study research with a qualitative approach. The data collection techniques used in this study were observation, interviews, and documentation. The data analysis method used is the Miles & Huberman interactive method. The results of this study explained that the adaptive human resource development of the Wonorejo Village Government is through the recruitment of BUMDes administrators using internal source methods through village deliberations. Then training to human resources of BUMDes through comparative studies and training on the operationalization of BUMDes administration, as well as evaluations including evaluation of funds / finances, employee discipline, infrastructure or BUMDes service facilities. Meanwhile, the strengthening of the adaptive organization of the Wonorejo Village Government is through cooperation with the government and the private sector. Further efforts are through BUMDes activities which are carried out through BUMDes programs and activities. The conclusion of this study shows that the adaptive governance of the Wonorejo Village Government in empowering BUMDes during the Covid-19 pandemic is able to increase the original income of Wonorejo Village, but there are several obstacles that need to be developed, namely the implementation of recruitment using the merit system is very important to support the performance of BUMDes. Systematic and continued training to human resources of BUMDes, the need for a Memorandum of Understanding (MoU) on cooperation contract agreements between stakeholders, and evaluation of unrealized activity programs so that they are immediately realized.
