Abstract
Pariwisata adalah kegiatan yang dilakukan sekelompok orang atau orang dalam periode sementara untuk memenuhi kebutuhan rekreasi pada objek wisata yang akan dikunjungi. Penelitian ini dilakukan di objek wisata pantai Kabupaten Cilacap. Tujuan dari penelitian adalah untuk mendeskripsikan kondisi wisata pantai di Kabupaten Cilacap dan menganalisis prioritas pengembangan pantai untuk wisata di Kabupaten Cilacap dengan metode Analytical Hierarchy Process. Analytical Hierarchy Process merupakan sebuah metode yang digunakan untuk menyelesaikan masalah komplek menjadi sebuah bentuk hirarki. Jenis penelitian menggunakan penelitian deskriptif kuantitatif dengan teknik pengumpulan data primer melalui kuesioner yang diisi oleh responden dengan sampel penelitian orang ahli, yaitu Pengelola Pantai Teluk Penyu, Widarapayung dan Jetis serta DISPORAPAR Kabupaten Cilacap. Data sekunder melalui literatur jurnal berupa kondisi wisata pantai. Teknik pengambilan sampel menggunakan teknik purposive sampling (teknik pengambilan sampel sumber data dengan pertimbangan tertentu). Pantai Widarapayung menawarkan keindahan alam pesona luasnya Samudra Hindia, surfing, berkuda, All Train Vehicle (ATV) dan upacara tradisional ritual adat sedekah bumi. Fasilitas berupa toko souvenir, rumah makan, MCK, mushola, parkir, pos informasi keamanan, sarana komunikasi, dan gazebo. Pantai Teluk Penyu menawarkan keindahan alam pemandangan Pulau Nusakambangan dan aktifitas kapal tanker, berkuda, upacara tradisional ritual adat sedekah bumi dan Festival Naga. Fasilitas berupa toko souvenir, rumah makan, MCK, mushola, parkir, pos informasi keamanan, sarana komunikasi, dan gazebo. Pantai Jetis menawarkan keindahan panorama sunset serta pemandangan pegunungan kapur, taman cemara, hutan wisata mangrove dan upacara tradisional ritual adat sedekah bumi. Fasilitas berupa toko souvenir, rumah makan, MCK, mushola, parkir, pos informasi keamanan, sarana komunikasi. Akses ketiga pantai cukup memadai dengan jalan yang beraspal. Matriks berpasangan antar kriteria dengan aplikasi Expert Choice 11 menghasilkan nilai Inconsistency Ratio menunjukkan 0,05. Matriks perbandingan alternatif menghasilkan nilai Inconsistency Ratio menunjukkan 0,04. Berdasarkan prioritas kriteria menunjukkan bahwa faktor yang mempengaruhi prioritas pengembangan wisata pantai, yaitu fasilitas sarana dan prasarana dengan bobot prioritas 0,457, atraksi wisata dengan bobot prioritas 0,357, aksesibilitas dengan bobot prioritas 0.106 dan kelembagaan dengan bobot prioritas 0,081. Berdasarkan prioritas alternatif pantai menunjukkan bahwa pantai yang menjadi prioritas pengembangan wisata pantai, yaitu Pantai Widarapayung dengan bobot prioritas sebesar 0,561, Pantai Jetis dengan bobot prioritas sebesar 0,279 dan Pantai Teluk Penyu dengan bobot prioritas sebesar 0,170. Berdasarkan pembahasan penulis memberikan saran yang diharapkan dapat meningkatkan inovasi dalam penambahan atraksi, yaitu pembuatan Widarapayung Fest dan fasilitas penunjang, yaitu penambahan gazebo,pemisahan tempat sampah, pemisahan toilet berdasarkan jenis kelamin, perbaikan jalan yang rusak maupun peningkatan lahan parkir dan mengoptimalkan potensi wisata yang ada di kawasan Pantai Widarapayung dengan cara mengadakan pelatihan berkelanjutan tentang pengelolaan wisata pantai secara optimal. Peneliti diharapkan dapat mengembangkan lagi penelitian ini dan memasukkan variabel kriteria lain yang mempengaruhi prioritas pengembangan wisata pantai.
English Abstract
Tourism is an activity carried out by a group of people or people for a temporary period to meet the recreational needs of the tourist object to be visited. This research was conducted at a coastal tourism object in Cilacap Regency. This research aims to describe the condition of coastal tourism in the Cilacap Regency and analyze the priority of beach development for tourism in the Cilacap Regency using the Analytical Hierarchy Process method. The Analytical Hierarchy Process is a method used to solve complex problems in a hierarchical form. This type of research uses descriptive quantitative research with primary data collection techniques through questionnaires filled out by respondents with research samples of experts, they are Managers of Teluk Penyu Beach in Widarapayung and Jetis, and the Department of Youth Sport and Tourism of Cilacap Regency. The secondary data was obtained through journal literature in the form of coastal tourism conditions. The sampling technique used was the purposive sampling technique (data source sampling technique with certain considerations). Widarapayung Beach offers the natural beauty of the vastness of the Indian Ocean, surfing, horse riding, All Train Vehicles (ATV), and traditional ceremonies and rituals of charity for the Earth. Facilities include souvenir shops, restaurants, toilets, prayer rooms, parking areas, security information offices, communication facilities, and gazebos. Teluk Penyu Beach offers natural beauty views of Nusakambangan Island and activities for tankers, horse riding, traditional ceremonies, traditional rituals of charity, and the Dragon Festival. Facilities include souvenir shops, restaurants, toilets, prayer rooms, parking areas, security information offices, communication facilities, and gazebos. Jetis Beach offers a beautiful sunset panorama as well as views of the limestone mountains, pine forest, mangrove forest, and traditional ceremonies and rituals of charity for the Earth. Facilities include souvenir shops, restaurants, toilets, prayer rooms, parking areas, security information offices, and communication tools. The access to those three beaches is quite adequate with paved roads. The paired matrix between criteria with the Expert Choice 11 application produces an Inconsistency Ratio value of 0.05. The alternative comparison matrix produces an Inconsistency Ratio value of 0.04. Based on the priority criteria, it shows that the factors that influence the priority of developing coastal tourism are facilities and infrastructure with a priority weight of 0,457, tourist attractions with a priority weight of 0,357, accessibility with a priority weight of 0,106, and institutions with a priority weight of 0,081. Based on alternative beach priorities, it shows that the beaches which are the priority for developing coastal tourism are Widarapayung Beach with a priority weight of 0.561, Jetis Beach with a priority weight of 0.279, and Teluk Penyu Beach with a priority weight of 0.170. Based on the discussion, the authors provide suggestions that are expected to increase innovation in adding attractions, namely the creation of Widarapayung Fest and supporting facilities, which are the addition of a gazebo, separation of trash bins, separation of toilets by gender, repair of damaged roads and increasing parking areas and optimizing tourism potential in the Widarapayung Beach area by conducting ongoing training on optimal coastal tourism management. Researchers are expected to be able to further develop this research and include other criteria variables that affect the priority of developing coastal tourism.
