Abstract

Usaha Mikro, Kecil, dan Menengah telah ditetapkan menjadi arah strategi pembangunan di Jawa Timur pada tahun 2018. Hal ini sesuai yang tertulis dalam Laporan Akuntabilitas Kinerja Dinas Koperasi dan UKM Provinsi Jawa Timur tahun 2018. Salah satu hal yang melatarbelakangi adalah banyaknya jumlah UMKM yang ada di Jawa Timur sehingga diharapkan dapat memajukan tingkat perekonomian yang ada di Jawa Timur. Namun, terdapat pula beberapa permasalahan dalam UMKM sehingga dapat menghambat perkembangannya. Diantaranya adalah kendala kurangnya modal dalam mengembangkan usaha, lemahnya jaringan pasar, kurangnya kuantitas dan kualitas sumberdaya manusia, rendahnya penggunaan teknologi, dan lain-lain. Hal ini mendorong pemerintah untuk menyelesaikan kendala tersebut dengan pemberdayaan. Namun salah satu langkah yang dipilih pemerintah adalah dengan melibatkan beberapa stakeholders terkait untuk berkolaborasi dalam menyelesaikan kendala yang ada. Oleh karena itu, dalam penelitian ini akan diidentifikasi bagaimana model penerapan pemberdayaan UMKM berbasis Collaborative Governance di Jawa Timur.

English Abstract

The micro, small and medium enterprises has been assigned as a direction of development strategy in East Java in 2018. This idea was according to what has been written in accountability report of cooperative agency performance and small and medium enterprises of East Java in 2018. One of backgrounds beyond this idea was a large number of micro, small and medium enterprises in East Java, so it was hoped that this idea could increase the economic level in East Java. However, a number of problems were found in micro, small and medium enterprises which could hamper the development. For instance, the problems of lack of capital to run a business, a weak market network, lack of human resource quantity and quality, lack of technology utilization, and so forth. This condition then encouraged the government to settle this problem through the empowerment. One of attempts selected by the government was the involvement of related stakeholders in order to collaborate solving this problem. Thus, this research would identify a model for the implementation of collaborative governance-based micro, small and medium enterprises’ empowerment in East Java.
